The bomb you are referring to is called an EMP (electromagnetic pulse) bomb. This weapon is similar to a nuclear bomb. There are several countries who have the capability to build one of these, including the United States. Basically, if a country has nuclear weapon capabilities, than they also have the capability to build an EMP bomb.
