From nuclear weapons to peace: Inside the Korean summit declaration

SEOUL (Reuters) – North and South Korea made ambitious promises for peace on Friday, including to formally end the Korean War this year, but made only a vague commitment to “complete decentralization of the Korean peninsula” without specifics on how that key goal would be achieved.

The declaration signed at the historic summit between the leaders of the two Koreas also did not mention several issues that have been prominent in the past, including human rights in North Korea and joint economic projects.

As the focus now shifts to North Korean leader Kim Jong Un’s expected meeting in May or June with U.S. President Donald Trump, here is a summary of key issues in the agreement:

NUCLEAR WEAPONS

North Korea’s nuclear weapons and ballistic missile programs have become central to the conflict, and many observers were hoping the summit would provide more insight into whether Kim Jong Un is truly willing to give up those weapons.

Both South Korea and the United States say they share the goal of forcing North Korea to abandon its nuclear arms, and the Trump administration says there will be no reduction in pressure on Pyongyang until it has completely denuclearized.

Any economic relations between the two Koreas are limited by sanctions imposed over the programs.

In the agreement, the two Koreas “confirmed the common goal of realizing, through complete decentralization, a nuclear-free Korean Peninsula” and “agreed to carry out their respective roles and responsibilities in this regard”.

Such language is similar to past declarations, however, and South Korea offered no additional details beyond saying it would closely cooperate with the United States and the international community on the issue.

“It largely recycles the aspirational language of preceding Inter-Korean documents,” said Daniel Russel, former U.S. assistant secretary of state for East Asia. “It falls short of the explicit commitments to decentralization in some past declarations.”

Past efforts to entice Pyongyang to abandon its nuclear program have failed in part due to North Korean demands the United States withdraw its troops from the peninsula and remove its “nuclear umbrella” of support for the South. South Korea has said Kim may be willing to compromise on this traditional sticking point, but no new details were announced at the summit.

PEACE DEAL

A concrete goal outlined in the declaration was the formal ending the state of war that has existed since the 1950-53 Korean War was halted with a truce, not a treaty.

South Korea and a U.S.-led U.N. force are technically still at war with North Korea and the idea of an official peace deal to change that is not something that can be resolved by the Koreas alone. So the declaration calls for meetings with the United States and possibly China, which were both involved in the conflict.

South Korean leaders at the time opposed the idea of a truce that left the peninsula divided, and were not signatories to the armistice, which was officially signed by the commander of North Korea’s army, the American commander of the U.N. Command and the commander of the “Chinese People’s volunteers”, who were not officially claimed by Beijing at the time.

North and South Korea have seriously discussed the idea before. In 1992, the two sides agreed to “endeavor together to transform the present state of armistice into a solid state of peace”.

The last inter-Korean summit in October 2007 concluded with a declaration by the two Koreas to “recognize the need to end the current armistice regime and build a permanent peace regime” and “to work together to advance the matter of having the leaders of the three or four parties directly concerned to convene on the Peninsula and declare an end to the war”.

FAMILY VISITS

Reunions between families divided by the war and the border are an emotional issue. The two sides agreed to hold “reunion programs” on Aug. 15, the day both Koreas celebrate their independence from Japanese colonization.

The last family visits were at the end of 2015, but the program fell apart amid souring relations.

After Moon took office last May, his administration quickly asked that the visits resume, but North Korea never officially responded.

North Korean state media implied that the program could be resumed if South Korea sent back a dozen North Korean waitresses who defected to the South after working at a restaurant in China, but that demand appears to have been dropped.

DEMILITARIZED ZONE

The DMZ, which snakes for 240 km (150 miles) along the 38th parallel, was drawn in the 1953 armistice that ended three years of bitter fighting. The zone is 4 km (2.5 miles) wide, and has become an unlikely tourist attraction.

Friday’s declaration said each side would cease propaganda broadcasts, hold regular military meetings, and take other measures to reduce tensions along the border and turn the DMZ into a “peace zone”.

“Demilitarizing” the DMZ could also mean the removal of guard posts and landmines.

INTER-KOREAN COMMUNICATION

After previously establishing a “hotline” between the two presidents’ offices, the two Koreas pledged to increase direct inter-Korean exchanges and dialogue, including between lower-level political officials.

The two Koreas will also set up a communications office in Kaesong in North Korea, although the timing for that was not specified.

The countries’ defense officials will meet in May, and Moon plans to visit Pyongyang later in the year for another summit.

Moon and Kim also agreed to hold “regular meetings and direct telephone conversations” and “frequent and candid discussions”.

Talks with rebels in no-man’s land as Russia eyes post-war role in Syria

BEIRUT (Reuters) – Syrian rebels under siege near Damascus have resorted to talks with the government’s ally Russia, sometimes meeting in no-man’s land, as they seek to hang on to their enclave.

The meetings on eastern Ghouta – the only major rebel bastion around the capital – underline Moscow’s deepening role in trying to shape Syria’s future after the conflict, which broke out in 2011.

The rebels have won almost nothing from the negotiations so far, but they say they have little choice.

They believe the Russians, whose air force all but won the war for the government, will have the final say on Syria’s fate.

The two main rebel forces in the suburbs signed ceasefires with Russia in the summer, but fighting has carried on. Both said they have been talking to Russian officials regularly for several months.

“It’s better to negotiate with the one calling the shots, which is Russia, than with the regime,” said Wael Olwan, spokesman for the Failaq al-Rahman insurgents. “So the factions are forced to sit down with them. This is the reality.”

The Russian defense and foreign ministries did not respond to requests for comment on the talks. Moscow says the reconciliation center at its air base in Syria routinely holds peace talks with armed factions across the country.

The Syrian government’s minister for national reconciliation has said the state intends to get all militants out of eastern Ghouta and restore its full control.

But the insurgents want their enemies to observe the truce, which they say includes lifting the siege, opening crossings, and letting dying patients out. It would also involve evacuating the few hundred fighters of al Qaeda’s former Syria branch.

Both factions accuse Moscow of not honoring the deals, or turning a blind eye to Syrian army violations.

Damascus and Moscow say they only target militants.

“We send them documentation of how the aircraft drops missiles on residential areas,” said Hamza Birqdar, a military spokesman for the Jaish al-Islam rebels.

“Either there is silence … or baseless excuses,” he said. “They say government authorities denied bombing. Then these planes flying over the Ghouta, who do they belong to?”

TRUCE PROCESS

The conflict has killed hundreds of thousands of people and created the world’s worst refugee crisis. Monitors and opposition activists blame Russian bombing for thousands of civilian deaths and much of the destruction – allegations Moscow denies.

After turning the war in favor of Syrian President Bashar al-Assad, Russia has seized the reins of international diplomacy in the past year. It has sought to build a political process outside of failed U.N. peace talks in Geneva.

Other countries including the United States, meanwhile, have wound down support for the array of mostly Sunni rebels.

Russian President Vladimir Putin, who first sent warplanes to help Assad in 2015, is pushing for a congress of national dialogue between Syria’s many combatants.

With the map of Syria’s conflict redrawn, Russia wants to convert military gains into a settlement that stabilizes the shattered nation and secures its interests in the region.

To this end, Moscow has been negotiating behind the scenes with armed factions across Syria.

“We communicate exclusively with them,” said Birqdar. “Because in reality, when it comes to Assad and his government, they have become toys in the hands of the Russians. They make no decisions … except under Russian orders.”

With official and secret talks, Russia has built ties to local groups partly to gain influence on the ground, said Yury Barmin, an expert with the Russian International Affairs Council, a think-tank close to the foreign ministry.

“There’s one goal. Their inclusion in the truce process,” he said. “All this is done with the aim of populating these Russian processes, ones led by Russia, with such opposition groups.”

NO MAN’S LAND

Since 2013, Syrian government forces and their allies have blockaded eastern Ghouta, a densely populated pocket of satellite towns and farms.

The military has suppressed opposition enclaves across western Syria, with the help of Russian air power and Iran-backed Shi’ite militias. Nearly seven years into the war, Assad has repeatedly vowed to take back every inch of Syria.

The Ghouta remains the only big rebel enclave near the heavily fortified capital.

“Our communications with the Russian side are through (their) official in Damascus in charge of this file, by phone and in meetings,” said Yasser Delwan, a local Jaish al-Islam political official.

They meet Russian forces in no-man’s land, the abandoned farmland between rebel and government territory, at the edge of the nearby Wafideen camp.

“We talk about the deal we signed … implementing it from paper into something practical,” he said.

Both rebel forces said Russia instigated the talks. They said Russian officials sometimes blame Iran-backed forces for breaking the truce or use jihadists as a pretext for attacks against the Ghouta.

Failaq al-Rahman only negotiates with Russian officials outside Syria, said Olwan, their spokesman.

“In reality, Russia has never been honest in its support of the political track,” he said. “But with the failure of the international community … the factions were forced to negotiate with the enemy.”

DE-ESCALATION DEALS

Eastern Ghouta falls under ceasefire plans for rebel territory that Russia has brokered across Syria in the past year, with help from Turkey and Iran.

When the insurgents signed the “de-escalation” deal with Russia last summer, residents and aid workers hoped food would flow into the suburbs, home to around 400,000 people. But they say it has brought no relief.

Despite lulls in air strikes, the siege got harsher. In some frontline districts, fierce battles rage on. Food, fuel, and medicine have dwindled, especially after the shutdown of smuggling tunnels.

A Syrian official in Damascus said the army has only retaliated to militants in the suburbs shelling districts of the capital. “As for the Russian allies, every action takes place on Syrian land in full and total coordination with the Syrian government,” the official said. “They have a big role.”

The Ghouta’s rebel factions, which have long been at odds, say they have no direct contacts with Assad’s government.

“In its communications, Russia has always tried to present itself as the solution,” Olwan said. “We don’t see them as mediators. We see them as the final commander in the regime’s ranks.”

The Damascus government mostly does not play a role in the talks, said Barmin, the Russia analyst. “Damascus is presented with a fait accompli and must either accept it or not.”

Turkish PM calls Rohingya killings in Myanmar ‘genocide’

COX’S BAZAR, Bangladesh (Reuters) – Turkey’s prime minister on Wednesday dubbed the killing of minority Muslim Rohingyas in Myanmar by its security forces “genocide” and urged the international community to ensure their safety back home.

Binali Yildirim met several Rohingyas in two refugee camps in Cox’s Bazar in neighboring Bangladesh.

Almost 870,000 Rohingya fled there, about 660,000 of whom arrived after Aug. 25, when Rohingya militants attacked security posts and the Myanmar army launched a counter-offensive.

“The Myanmar military has been trying to uproot Rohingya Muslim community from their homeland and for that they persecuted them, set fire to their homes, villages, raped and abused women and killed them,” Yildirim told reporters from Cox’s Bazar, before flying back to Turkey.

“It’s one kind of a genocide,” he said.

“The international community should also work together to ensure their safe and dignified return to their homeland,” Yildirim, who was accompanied by Bangladesh’s Foreign Minister Abul Hassan Mahmood Ali, said.

Surveys of Rohingya refugees in Bangladesh by aid agency Medecins Sans Frontieres have shown at least 6,700 Rohingya were killed in Rakhine state in the month after violence flared up on Aug. 25, MSF said last week.

The U.N. High Commissioner for Human Rights Zeid Ra’ad al-Hussein has called the violence “a textbook example of ethnic cleansing” and said he would not be surprised if a court eventually ruled that genocide had taken place.

Yildirim inaugurated a medical camp at Balukhali, sponsored by Turkey, and handed over two ambulances to Cox’s Bazar district administration. He also distributed food to Rohingya refugees at Kutupalong makeshift camp.

He urged the international community to enhance support for Rohingyas in Bangladesh and help find a political solution to this humanitarian crisis.

U.N. investigators have heard Rohingya testimony of a “consistent, methodical pattern of killings, torture, rape and arson”.

The United Nations defines genocide as acts meant to destroy a national, ethnic, racial or religious group in whole or in part. Such a designation is rare under international law, but has been used in contexts including Bosnia, Sudan and an Islamic State campaign against the Yazidi communities in Iraq and Syria.

Nobel peace laureate Aung San Suu Kyi’s less than two-year old civilian government has faced heavy international criticism for its response to the crisis, though it has no control over the generals it has to share power with under Myanmar’s transition after decades of military rule.

Yildirim’s trip follows Turkish first lady Emine Erdogan’s visit in September to the Rohingya camp, when she said the crack down in Myanmar’s Rakhine state was “tantamount to genocide” and a solution to the Rohingya crisis lies in Myanmar alone.

Backed to the wall, Cambodia’s opposition urges world to help

PHNOM PENH (Reuters) – Foreign donors must open their eyes to Cambodia’s “false democracy” and put more pressure on Prime Minister Hun Sen after the arrest for treason of his main rival, Kem Sokha, a top opposition figure said on Monday.

Mu Sochua, known internationally for campaigns against sex trafficking and for women’s rights, said the opposition had done as much as it could and would not call for demonstrations because it believed in non-violence.

Now the world had to save Cambodia, which has taken decades to recover from the Khmer Rouge genocide, she said.

“There isn’t true peace. There has always been a false democracy,” said Mu Sochua, 63, who is one of three deputies to Kem Sokha in the Cambodia National Rescue Party (CNRP).

“The international community have been willing to close their eyes and play along with it. Right now all the red lines have been crossed,” she told Reuters in an interview in Phnom Penh.

Kem Sokha was arrested on Sunday and accused of plotting treason with the United States in an escalating crackdown on Hun Sen’s critics that has also targeted independent media and rights groups in the run-up to an election next year.

Kem Sokha’s lawyer had been allowed to visit him for the first time on Monday and he seemed to be OK, she said.

The opposition party was not calling for cuts in aid or trade, Mu Sochua said. But donors needed to make clear what they could do and convince Hun Sen that he would have no legitimacy from a flawed election.

“We are asking for the immediate and unconditional release of Mr Kem Sokha,” she said. “We hope the international community will come up to our expectations.”

She welcomed statements from both the United States and European Union, which have criticized the arrest of Kem Sokha and questioned whether next year’s elections can be fair.

 

HUN SEN DEFIANT

But Hun Sen, who has pulled in billions of dollars in Chinese loans and become one of Beijing’s closest regional allies, has only condemned foreign interference.

“We can’t allow any group to destroy the peace we hold in our hands by being the puppets of foreigners,” said Hun Sen, 65, a former Khmer Rouge soldier who has ruled Cambodia for more than three decades.

Mu Sochua said the opposition wanted dialogue with the ruling Cambodian People’s Party under the auspices of countries that signed and guaranteed peace accords in Paris in 1991: the biggest world powers, Asian powers and Southeast Asian states.

“We have done everything possible,” she said. “When there is use of force by a corrupt judiciary we are very vulnerable. That’s why we’re saying ‘don’t defend the opposition, defend Cambodia’.”

Opposition party leaders met on Sunday to discuss the next steps after Kem Sokha’s arrest, but with few obvious options.

They would definitely not call for protests, Mu Sochua said. Replacing Kem Sokha would not happen either.

“That’s exactly in the scenario of Mr Hun Sen,” she said, raising the possibility of an election boycott if Kem Sokha were not released.

“That would be a last resort. We cannot pretend that we will go into something that will totally destroy the party and we cannot be part of the destruction of democracy in Cambodia,” she said.

Kem Sokha, 64, only became leader in February after his predecessor, Sam Rainsy, resigned in the face of a new law to ban any party whose leader has been found guilty of a crime.

Sam Rainsy lives in France to escape a defamation conviction.

Parties were then banned from even having links to convicted criminals, prompting the CNRP to go around old posters with paint brushes to obliterate Sam Rainsy’s picture. Party officials are not allowed to mention his name.

“Maybe when Mr Kem Sokha is convicted we can’t mention his name either, but then who’s next?” Mu Sochua said.

“In the minds of the Cambodian people, we know who is our leader in our hearts.”
