WASHINGTON (Reuters) – Differences over how to deal with North Korea’s nuclear challenge were a key factor in President Donald Trump’s decision to replace Rex Tillerson as U.S. secretary of state, according to sources familiar with the internal deliberations.

Tillerson had been an early advocate of talks with North Korea to the annoyance of Trump, who wanted to keep applying maximum pressure on Pyongyang before responding to an invitation to meet North Korean leader Kim Jong Un, the sources said.

That had led to fear that Tillerson might be too willing to make concessions to North Korea, the sources said.

“He’s got to have somebody in there that he totally trusts,” said a senior U.S. official.

In recent weeks Trump spent time putting in place a succession plan, lining up Central Intelligence Agency Director Mike Pompeo to take over at the State Department and CIA deputy director Gina Haspel to replace Pompeo as the head of the spy agency, the source said.

A key aim was to get the team in place prior to moving ahead with North Korea.

Trump and Kim have committed to meeting at a time and place to be determined before the end of May to discuss North Korea’s nuclear and ballistic missile programs.

In a snub, Tillerson was left out of the loop regarding the North Korean invitation and was on his first trip to Africa when Trump sat down at the White House with a visiting delegation from South Korea last Thursday and agreed to meet Kim.

The next day, Friday, Trump told White House Chief of Staff John Kelly to tell Tillerson he needed to resign, White House officials said.

One source said Kelly had been trying to protect Tillerson as long as he could, but that Trump had grown weary of Tillerson’s tendency to contradict the president on a variety of issues and had been telling friends he was about to dump him.

Tillerson, who was in Nairobi at the time and still had two stops to go – Chad and Nigeria – asked that he first return to the United States before it was announced.

Hours after Tillerson landed in Washington on Tuesday, Trump announced on Twitter that he was being dismissed and replaced by Pompeo.

State Department officials said Tillerson did not know why he was being pushed out. One of them, Steve Goldstein, was fired later on Tuesday after he contradicted the White House’s version.

Tillerson, whose tenure ends on March 31, returned to the State Department on Wednesday to hand over responsibilities to John Sullivan, his deputy, and to meet with senior officials, a State Department official said.

The official said Tillerson’s chief of staff, Margaret Peterlin, and deputy chief of staff, Christine Ciccone, had resigned.

It was not immediately clear whether Tillerson’s policy chief, Brian Hook, would stay on beyond March 31. The department announced on Wednesday that Hook would travel to Vienna to participate in a meeting on Friday on the Iran nuclear deal.

WASHINGTON/SEOUL (Reuters) – U.S. Secretary of State Rex Tillerson offered to begin direct talks with North Korea without pre-conditions, backing away from a key U.S. demand that Pyongyang must first accept that giving up its nuclear arsenal would be part of any negotiations.

Tillerson’s new diplomatic overture comes nearly two weeks after North Korea said it had successfully tested a breakthrough intercontinental ballistic missile (ICBM) that put the entire United States mainland within range of its nuclear weapons.

“Let’s just meet,” Tillerson said in a speech to Washington’s Atlantic Council think tank on Tuesday.

The White House later issued an ambiguous statement that left unclear whether President Donald Trump – who has said Tillerson was wasting his time pursuing dialogue with North Korea – had given his approval for the speech.

“The president’s views on North Korea have not changed,” the White House said. “North Korea is acting in an unsafe way … North Korea’s actions are not good for anyone and certainly not good for North Korea.”

In Beijing, Chinese Foreign Ministry spokesman Lu Kang said China welcomed all efforts to ease tension and promote dialogue to resolve the problem.

China hopes the United States and North Korea can meet each other halfway and take meaningful steps on dialogue and contact, he told reporters.

Ahead of Tillerson’s speech, North Korean leader Kim Jong Un vowed to develop more nuclear weapons while personally decorating scientists and officials who contributed to the development of Pyongyang’s most advanced ICBM, state media said on Wednesday.

Kim said on Tuesday the scientists and workers would continue manufacturing “more latest weapons and equipment” to “bolster up the nuclear force in quality and quantity”, the KCNA news agency said.

“PERIOD OF QUIET”

While reiterating Washington’s long-standing position that it cannot tolerate a nuclear-armed North Korea, Tillerson said the United States was “ready to talk any time they’re ready to talk”, but there would first have to be a “period of quiet” without nuclear and missile tests.

United Nations political affairs chief Jeffrey Feltman, who visited Pyongyang last week, said senior North Korean officials did not offer any type of commitment to talks, but he believed he left “the door ajar”.

“Time will tell what was the impact of our discussions, but I think we have left the door ajar and I fervently hope that the door to a negotiated solution will now be opened wide,” Feltman told reporters after briefing the U.N. Security Council on Tuesday.

Not everyone is ready for talks.

Japan has advocated a strategy of pressuring North Korea through sanctions to give up its nuclear weapons. Tokyo and Washington are in “100 percent” agreement on that stance, Chief Cabinet Secretary Yoshihide Suga said on Wednesday, when asked about Tillerson’s comments.

A former Japanese diplomat said that, while a diplomatic solution was the “only acceptable solution”, now was not the time for talks.

“We have to see the effects of sanctions on life in North Korea,” the former diplomat, who asked not to be identified, told Reuters.

“I heard that they are having a serious impact on everyday life. Let’s wait and see. If we were to hint anything for dialogue, we’d be losing clout.”

South Korea continued military exercises with the United States to check military readiness, exercises the North describes as preparation for war. The South’s army said separately on Wednesday it conducted a successful air-to-air missile firing drill from Apache helicopters.

U.S. TALKS TO CHINA

Tillerson also disclosed the United States had been talking to China about how to secure North Korea’s nuclear weapons in the event of a collapse of the government in Pyongyang. He said Beijing had been given assurances that if U.S. forces had to cross into North Korea they would pull back across the border into the South.

Chinese spokesman Lu would not directly answer a question about those comments, but said China had always clearly told all its interlocutors on the issue that “There can be neither war nor chaos” on the Korean peninsula.

Tillerson made clear that the United States wants to resolve the North Korea standoff through peaceful diplomacy and, in terms far more tempered than Trump’s recent threats against Pyongyang, offered to hold exploratory talks.

“We can talk about the weather if you want,” he said. “We can talk about whether it’s going to be a square table or a round table. Then we can begin to lay out a map, a road map, of what we might be willing to work towards.”

Tillerson – whose influence has appeared to wane within the administration – said Trump “has encouraged our diplomatic efforts”.

Trump said on Twitter in October that Tillerson was “wasting his time trying to negotiate with Little Rocket Man”, using his derisive nickname for Kim.

North Korea, for its part, has made clear it has little interest in negotiations with the United States until it has developed the ability to hit the U.S. mainland with a nuclear-tipped missile, something most experts say it has still not proved.

Tillerson also said the United States was working to tighten enforcement of international sanctions against North Korea, especially further measures that China can apply, and that Washington had a full menu of military options if such a response was needed.

Daryl Kimball, executive director of the non-partisan Arms Control Association, said Tillerson’s proposal was overdue but added, “In order to get to such talks going, the U.S. side as well as North Korea must demonstrate more restraint”.

VIENNA (Reuters) – The United States would “badly” like to lift sanctions against Russia but will not do so until Moscow has pulled its forces out of eastern Ukraine and Crimea, Secretary of State Rex Tillerson said on Thursday, calling that the main obstacle to normal ties.

Tillerson is on a visit to Europe during which he has reassured allies with tougher rhetoric against Moscow than that of U.S. President Donald Trump, who has sought better relations with Russian President Vladimir Putin.

Speaking at a meeting of the Organization for Security and Cooperation in Europe (OSCE), also attended by his Russian counterpart, Tillerson said Moscow was to blame for increased violence in eastern Ukraine and that had to stop.

“We’ve made this clear to Russia from the very beginning, that we must address Ukraine,” Tillerson told a news conference with his Austrian counterpart Sebastian Kurz. “It stands as the single most difficult obstacle to us renormalizing the relationship with Russia, which we badly would like to do.”

On Wednesday, Tillerson met NATO foreign ministers and criticized Russia for the mix of state-sponsored computer hacks and Internet disinformation campaigns that NATO allies’ intelligence agencies say is targeted at the West.

The conflict between Ukrainian forces and Russian-backed separatists has claimed more than 10,000 lives since it erupted in 2014. Russia denies accusations that it fomented the conflict and provided arms and fighters.

Russian Foreign Minister Sergei Lavrov told the OSCE conference that “all the responsibility is with Ukraine” as far as violence in the east was concerned.

In his speech to the gathering, Tillerson went even further in spelling out Russia’s involvement in the conflict and the consequences it faced than he had the day before in Brussels.

“We should be clear about the source of this violence,” Tillerson said, referring to increasing ceasefire violations recorded by OSCE monitors in eastern Ukraine.

“Russia is arming, leading, training and fighting alongside anti-government forces. We call on Russia and its proxies to end its harassment, intimidation and its attacks on the OSCE Special Monitoring Mission.”

While both sides have called for a U.N. peacekeeping force in eastern Ukraine, they disagree on the terms of its deployment, and there was no sign of progress at Thursday’s meeting.

“We will continue to work with Russia to see if we could not agree a peacekeeping force that could enter Ukraine (and) reduce the violence,” Tillerson told the news conference.

In his speech, he referred to the 2015 Minsk ceasefire agreement, brokered in the Belarussian capital by France, Germany, Russia and Ukraine.

“In eastern Ukraine, we join our European partners in maintaining sanctions until Russia withdraws its forces from the Donbass (region) and meets its Minsk commitments,” Tillerson said.

He also made clear that Washington did not accept Russia’s seizure of the Crimean Peninsula from Ukraine in 2014.

“We will never accept Russia’s occupation and attempted annexation of Crimea. Crimea-related sanctions will remain in place until Russia returns full control of the peninsula to Ukraine,” he said.

WASHINGTON (Reuters) – U.S. Secretary of State Rex Tillerson is not leaving, President Donald Trump tweeted on Friday, after U.S. officials on Thursday said the White House had a plan for CIA Director Mike Pompeo to replace him.

“The media has been speculating that I fired Rex Tillerson or that he would be leaving soon – FAKE NEWS! He’s not leaving and while we disagree on certain subjects, (I call the final shots) we work well together and America is highly respected again!” Trump said on Twitter.

The tweet linked to a picture of Tillerson being sworn in as secretary of state with Trump and Vice President Mike Pence looking on.

Senior administration officials on Thursday said that Trump was considering a plan to oust Tillerson, whose relationship with the president has been strained by the top U.S. diplomat’s softer line on North Korea and other policy differences, as well as by reports in October that he called the president a “moron.”

Tillerson has not directly addressed whether he made the comment, though his spokeswoman denied it. The New York Times on Thursday first reported the White House plan to replace him.

Asked to comment on some White House officials wanting him to resign, how the matter was being handled and what his plans were, Tillerson replied: “It’s laughable. It’s laughable.”

His comments came as he posed for pictures with Libyan Prime Minister Fayez al-Sarraj of the United Nations-backed government in Tripoli.

Tillerson visits Europe next week to attend NATO meetings in Brussels on Tuesday and Wednesday, an Organization for Security and Cooperation in Europe (OSCE) meeting in Vienna on Thursday and talks with French officials in Paris on Friday.

He is tentatively scheduled to meet Russian Foreign Minister Sergei Lavrov in Vienna on Thursday on the sidelines of the OSCE meeting, a senior State Department official told reporters.

WASHINGTON (Reuters) – A group of about a dozen U.S. State Department officials have taken the unusual step of formally accusing Secretary of State Rex Tillerson of violating a federal law designed to stop foreign militaries from enlisting child soldiers, according to internal government documents reviewed by Reuters.

A confidential State Department “dissent” memo not previously reported said Tillerson breached the Child Soldiers Prevention Act when he decided in June to exclude Iraq, Myanmar, and Afghanistan from a U.S. list of offenders in the use of child soldiers. This was despite the department publicly acknowledging that children were being conscripted in those countries.[http://tmsnrt.rs/2jJ7pav]

Keeping the countries off the annual list makes it easier to provide them with U.S. military assistance. Iraq and Afghanistan are close allies in the fight against Islamist militants, while Myanmar is an emerging ally to offset China’s influence in Southeast Asia.

Documents reviewed by Reuters also show Tillerson’s decision was at odds with a unanimous recommendation by the heads of the State Department’s regional bureaus overseeing embassies in the Middle East and Asia, the U.S. envoy on Afghanistan and Pakistan, the department’s human rights office and its own in-house lawyers. “Beyond contravening U.S. law, this decision risks marring the credibility of a broad range of State Department reports and analyses and has weakened one of the U.S. government’s primary diplomatic tools to deter governmental armed forces and government-supported armed groups from recruiting and using children in combat and support roles around the world,” said the July 28 memo.

Reuters reported in June that Tillerson had disregarded internal recommendations on Iraq, Myanmar and Afghanistan. The new documents reveal the scale of the opposition in the State Department, including the rare use of what is known as the “dissent channel,” which allows officials to object to policies without fear of reprisals.

The views expressed by the U.S. officials illustrate ongoing tensions between career diplomats and the former chief of Exxon Mobil Corp appointed by President Donald Trump to pursue an “America First” approach to diplomacy.

INTERPRETING THE LAW

The child soldiers law passed in 2008 states that the U.S. government must be satisfied that no children under the age of 18 “are recruited, conscripted or otherwise compelled to serve as child soldiers” for a country to be removed from the list. It currently includes the Democratic Republic of Congo, Nigeria, Somalia, South Sudan, Mali, Sudan, Syria and Yemen.

“The Secretary thoroughly reviewed all of the information presented to him and made a determination about whether the facts presented justified a listing pursuant to the law,” a State Department spokesperson said when asked about the officials’ allegation that he had violated the law.

In a written response to the dissent memo on Sept. 1, Tillerson adviser Brian Hook acknowledged that the three countries did use child soldiers. He said, however, it was necessary to distinguish between governments “making little or no effort to correct their child soldier violations … and those which are making sincere – if as yet incomplete – efforts.”

Hook made clear that America’s top diplomat used what he sees as his discretion to interpret the law.

‘A POWERFUL MESSAGE’

Foreign militaries on the list are prohibited from receiving aid, training and weapons from Washington unless the White House issues a waiver based on U.S. “national interest.” In 2016, under the Obama administration, both Iraq and Myanmar, as well as others such as Nigeria and Somalia, received waivers.

At times, the human rights community chided President Barack Obama for being too willing to issue waivers and exemptions, especially for governments that had security ties with Washington, instead of sanctioning more of those countries.

“Human Rights Watch frequently criticized President Barack Obama for giving too many countries waivers, but the law has made a real difference,” Jo Becker, advocacy director for the children’s rights division of Human Rights Watch, wrote in June in a critique of Tillerson’s decision.

The dissenting U.S. officials stressed that Tillerson’s decision to exclude Iraq, Afghanistan and Myanmar went a step further than the Obama administration’s waiver policy by contravening the law and effectively easing pressure on the countries to eradicate the use of child soldiers.

The officials acknowledged in the documents reviewed by Reuters that those three countries had made progress. But in their reading of the law, they said that was not enough to be kept off a list that has been used to shame governments into completely eradicating the use of child soldiers.

‘UNCONSCIONABLE ACTIONS’

Ben Cardin, ranking Democrat on the U.S. Senate Foreign Relations Committee, wrote to Tillerson on Friday saying there were “serious concerns that the State Department may not be complying” with the law and that the secretary’s decision “sent a powerful message to these countries that they were receiving a pass on their unconscionable actions.”

The memo was among a series of previously unreported documents sent this month to the Senate Foreign Relations Committee and the State Department’s independent inspector general’s office that relate to allegations that Tillerson violated the child soldiers law.

Legal scholars say that because of the executive branch’s latitude in foreign policy there is little legal recourse to counter Tillerson’s decision.

Herman Schwartz, a constitutional law professor at American University in Washington, said U.S. courts would be unlikely to accept any challenge to Tillerson’s interpretation of the child soldiers law as allowing him to remove a country from the list on his own discretion.

The signatories to the document were largely senior policy experts with years of involvement in the issues, said an official familiar with the matter. Reuters saw a copy of the document that did not include the names of those who signed it.

Tillerson’s decision to remove Iraq and Myanmar, formerly known as Burma, from the list and reject a recommendation by U.S. officials to add Afghanistan was announced in the release of the government’s annual human trafficking report on June 27.

Six days earlier, a previously unreported memo emailed to Tillerson from a range of senior diplomats said the three countries violated the law based on evidence gathered by U.S. officials in 2016 and recommended that he approve them for the new list.

It noted that in Iraq, the United Nations and non-governmental organizations “reported that some Sunni tribal forces … recruited and used persons younger than the age of 18, including instances of children taking a direct part in hostilities.”

Ali Kareem, who heads Iraq’s High Committee for Human Rights, denied the country’s military or state-backed militias use child soldiers. “We can say today with full confidence that we have a clean slate on child recruitment issues,” he said.

The memo also said “two confirmed cases of child recruitment” by the Myanmar military “were documented during the reporting period.” Human rights advocates have estimated that dozens of children are still conscripted there.

Myanmar government spokesman Zaw Htay challenged accusers to provide details of where and how child soldiers are being used. He noted that in the latest State Department report on human trafficking, “they already recognized (Myanmar) for reducing of child soldiers” – though the report also made clear some children were still conscripted.

The memo said further there was “credible evidence” that a government-supported militia in Afghanistan “recruited and used a child,” meeting the minimum threshold of a single confirmed case that the State Department had previously used as the legal basis for putting a country on the list.

The Afghan defense and interior ministries both denied there were any child soldiers in Afghan national security forces, an assertion that contradicts the State Department’s reports and human rights activists.

YANGON (Reuters) – U.S. Secretary of State Rex Tillerson will stress the need to halt violence and stabilize Rakhine State when he meets the head of Myanmar’s military on Wednesday in a bid to ease the Rohingya refugee crisis, a senior State Department official said.

More than 600,000 Rohingya Muslims have fled to Bangladesh since late August, driven out by a counter-insurgency clearance operation of Myanmar forces in Rakhine. A top U.N. official has called the operation a textbook case of “ethnic cleansing”.

Attending an East Asia summit in Manila on Tuesday, Tillerson met Myanmar leader Aung San Suu Kyi, whose less than two-year-old civilian administration shares power with the military and has no control over its generals.

He will meet Suu Kyi again in the Myanmar capital of Naypyitaw on Wednesday, and hold separate talks with the head of the armed forces, Senior General Min Aung Hlaing.

Asked what approach Tillerson would take with Myanmar’s army chief, the State Department official told journalists in a briefing by teleconference that the emphasis would be on restoring peace in Rakhine.

“We are focusing on trying to stabilize areas in northern Rakhine so that people can return there, stopping the violence, making sure that the military would protect all populations in that area equally and that they conduct a credible investigation that leads to accountability for people who have perpetrated abuses,” said the official, who was with Tillerson in Manila and declined to be identified.

The official said the consequences for the country, also known as Burma, if it failed to respond to the crisis with accountability could be part of the conversation with the military leader.

“Burma made a lot of progress and we would not want to see that progress reversed,” the official added.

U.S. senators in Washington are pressing for economic sanctions and travel restrictions targeting the Myanmar military and its business interests.

“The secretary will reiterate support for Burma’s democratic transition and urge the Burmese government to protect the local population and allow unhindered humanitarian and media access, (and) support for a credible investigation of abuses,” the official added.

Accusations of organized mass rape and other crimes against humanity were leveled at the Myanmar military on Sunday by another senior U.N. official who had toured camps in Bangladesh where Rohingya refugees have taken shelter.

Pramila Patten, special representative of the U.N. secretary-general on sexual violence in conflict, said she would raise accusations against the Myanmar military with the International Criminal Court in the Hague.

The military, known as the Tatmadaw, has consistently protested its innocence, and on Monday it posted the findings of an internal investigation on the Facebook page of Min Aung Hlaing.

It said it had found no instances where its soldiers had shot and killed Rohingya villagers, raped women or tortured prisoners. It denied that security forces had torched Rohingya villages or used “excessive force”.

The military said that, while 376 “terrorists” were killed, there were no deaths of innocent people.

Human rights groups poured scorn on the military’s investigation, branding it a “whitewash” and calling for U.N. and independent investigators to be allowed into Myanmar.

“The Burmese military’s absurd effort to absolve itself of mass atrocities underscores why an independent international investigation is needed to establish the facts and identify those responsible,” Brad Adams, Asia director at Human Rights Watch, said in a statement.

Amnesty International also dismissed the military’s internal investigation. “There is overwhelming evidence that the military has murdered and raped Rohingya and burned their villages to the ground,” the London-based rights group said.

The government in mostly Buddhist Myanmar regards the Muslim Rohingya as illegal immigrants from Bangladesh.

And Suu Kyi’s failure to speak out strongly over their plight has widely damaged the Nobel Peace Prize winner’s international reputation as a stateswoman.

Many diplomats, however, believe Myanmar’s fragile transition to democracy after 49 years of military rule would be jeopardized if she publicly criticized the armed forces.

“Both parts of the government will have to work together in order to solve this problem…Trying to get two of them to work together, to try to solve the problem, is certainly going to be very important,” the U.S. official said.

The U.S. official said Suu Kyi had been forthcoming in her talks with Tillerson and others during the past few days about the steps that needed to be taken to improve the situation, including plans for the voluntary repatriation of Rohingya.

U.N. Secretary-General Antonio Guterres, Canadian Prime Minister Justin Trudeau were among those she met in Manila to discuss the Rohingya crisis.

“This is a tremendous concern to Canada and to many, many countries around the world,” Trudeau told a news conference.

Japan’s Prime Minister Shinzo Abe pledged up to 117 billion yen ($1 billion) of development aid to Myanmar in his meeting with Suu Kyi.

While world leaders wrung their hands, thousands of Rohingya remained stranded in Myanmar, on beaches around the mouth of the Naf river, hoping to find a boat to make the short, sometimes perilous crossing to Bangladesh.

“They’re still coming, risking their lives, driven by fears of starvation and violence,” Shariful Azam, a police official in Bangladesh’s Cox’s Bazar, a narrow spit of land where the world’s most urgent humanitarian crisis is unfolding.

GENEVA (Reuters) – President Bashar al-Assad and his family have no role in the future of Syria, U.S. Secretary of State Rex Tillerson said on Thursday ahead of peace talks aiming at a political transition scheduled to resume next month.

Tillerson said that the Trump administration backed the Geneva peace talks as the only way to end the more than six-year-old war and move to a political transition and elections.

He was speaking after holding talks with U.N. Special Envoy for Syria Staffan de Mistura, who announced that stalled peace talks between the Syrian government and still-to-be-united opposition would resume in Geneva on Nov. 28.

“The United States wants a whole and unified Syria with no role for Bashar al-Assad in the government,” Tillerson told reporters in the Swiss city at the end of a week-long trip that took him to Saudi Arabia, Qatar, Pakistan and India.

“It is our view and I have said this many times as well that we do not believe that there is a future for the Assad regime and Assad family. The reign of the Assad family is coming to an end. The only issue is how that should that be brought about.”

When the Trump administration came into office it took the view that it was “not a prerequisite that Assad goes” before the transitional process started, he added.

Supported by Russian air power and Iran-backed militias, Assad appears militarily unassailable and last month Assad ally Hezbollah declared victory in the Syrian war.

Those forces have pushed Islamic State back from large swathes of eastern Syria in recent months and over the past year have taken numerous pockets of rebel-held territory around Aleppo, Homs and Damascus.

“My reading is that Assad is here to stay for as long as the Russians and the Iranians have no alternative to him,” a Western diplomat told Reuters. “The date of his departure will depend on the Russians more than anyone else. Once – or if – they find someone better, he may go.”

Ceasefire deals brokered by Russia, Turkey, Iran and the United States in remaining rebel-held areas of western Syria have freed up manpower for Assad’s allies.

Tillerson called his discussions with de Mistura “fruitful” and said the United States will “continue our efforts to de-escalate the violence in Syria”.

He said the only reason Assad’s forces had succeeded in turning the tide in the war against Islamic State and other militants was “air support they have received from Russia”.

Tillerson said Iran, Assad’s other main ally, should not be seen as having made the difference in the defeat of Islamic State in Syria.

“I do not see Syria as a triumph for Iran. I see Iran as a hanger-on. I don’t think that Iran should be given credit for the defeat of ISIS (Islamic State) In Syria. Rather I think they have taken advantage of the situation.”

India defends ties with North Korea in talks with Tillerson

NEW DELHI (Reuters) – India’s foreign minister defended the country’s ties with North Korea and Iran during talks on Wednesday with Secretary of State Rex Tillerson aimed at building robust relations between the two giant democracies.

The Trump administration has launched a new U.S. effort to deepen military and economic ties with India as a way to balance China’s assertive posture across Asia.

At the talks with Indian Foreign Minister Sushma Swaraj, both sides pledged to strengthen anti-terrorism cooperation and Tillerson said Washington stood ready to provide India with advanced military technology.

“The United States supports India’s emergence as a leading power and will continue to contribute to Indian capabilities to provide security throughout the region,” Tillerson told a joint news conference with Swaraj.

But the talks also touched on India’s diplomatic ties with North Korea, Swaraj said, at a time when the United States has stepped up efforts to isolate Pyongyang over its nuclear and missile programs.

Swaraj said she told the top U.S. diplomat that some level of diplomatic presence was necessary to keep open channels of communication.

“As far as the question of embassy goes, our embassy there is very small, but there is in fact an embassy,” she said.

“I told Secretary Tillerson that some of their friendly countries should maintain embassies there so that some channels of communication are kept open.”

India and North Korea maintain diplomatic offices in each other’s capitals, though New Delhi recently banned trade of most goods with the country, except food and medicine. Trade was minimal, Swaraj said.

The focus on North Korea comes as U.S. President Donald Trump heads to China next month, where he is expected to urge President Xi Jinping to make good on his commitments to try to rein in North Korea.

Tillerson, who flew in from Pakistan which he called an important U.S. ally in the restive region, also held talks with Prime Minister Narendra Modi who is driving closer ties with the United States.

But India, a former leading light of the Non-Aligned Movement and which was on the opposite side of the United States during the Cold War, still remains wary of any alliances with major powers lest it affect its autonomy.

TIES TO IRAN

India has also maintained ties with Iran which is being targeted by the Trump administration for its alleged military support of extremist groups in the Middle East and for its ballistic missile programme.

India has long sourced its oil from Iran, but in recent years the two sides have been also collaborating on key infrastructure projects.

New Delhi is pushing hard for the development of Chabahar port on the Iranian coast as a hub for its trade links to the resource-rich countries of central Asia and Afghanistan but the Trump administration’s tough stance has raised new concerns over the future of that project.

But Tillerson struck a conciliatory stance on India’s ties with Iran, saying it wouldn’t come in the way of countries doing legitimate business there.

“It is not our objective to harm the Iranian people nor is it our objective to interfere with legitimate business activities that are going on with other businesses, whether they be from Europe, India or agreements that are in place or promote economic development and activity to the benefit of our friends and allies,” he said.

America’s disagreements were with the Iranian regime, and in particular the Iran Revolutionary Guard, he said.

India is especially keen on the Chabahar port as a way to bypass long-time foe Pakistan which does not allow easy trade and transit arrangements to Afghanistan and beyond.

PAKISTAN

Tillerson said the U.S. stood should-to-shoulder with India in the fight against terrorism which New Delhi has long said is centered in militant groups operating from inside Pakistan.

He said militant groups were a threat to everyone in the region, including Pakistan itself.

“Quite frankly my view – and I expressed this to the leadership of Pakistan – is we also are concerned about the stability and security of Pakistan’s government as well.”

The United States has been urging Pakistan to act against the groups that operate in Afghanistan, India and inside Pakistan itself. “Terrorist safe havens will not be tolerated,” Tillerson said.

Pakistan says it is doing all it can to fight the militants.

WASHINGTON (Reuters) – U.S. Secretary of State Rex Tillerson said on Wednesday he had never considered resigning and that he was committed to Donald Trump’s agenda but declined to directly address whether he had referred to the president as a “moron” as NBC News has reported.

The top U.S. diplomat, whose tenure has been dogged with rumors about unhappiness with Trump’s policies and rhetoric, said he was committed to Trump’s agenda as much today as he was when he first accepted the offer to serve as secretary of state.

Tillerson spoke after NBC reported that Vice President Mike Pence and other top officials had intervened to persuade him not to resign this summer as tensions rose between Trump and Tillerson.

“The vice president has never had to persuade me to remain as secretary of state because I have never considered leaving this post,” Tillerson said in a hastily prepared news conference at the State Department.

“My commitment to the success of our president and our country is as strong as it was the day I accepted his offer to serve as secretary of state,” Tillerson said.

In a session with Trump’s national security team and Cabinet officials at the Pentagon, Tillerson openly criticized the president and referred to him as a “moron,” NBC reported, citing three officials familiar with the incident.

Tillerson, who said he had not spoken to Trump on Wednesday, sidestepped the issue when taking questions after his statement:

“I’m not going to deal with petty stuff like that,” he said, adding, “I’m not from this place (Washington), but the places I come from we don’t deal with that kind of petty nonsense.”

Tillerson, the former CEO of Exxon and former president of the Boy Scouts, also said of Trump: “He’s smart. He demands results.”

Trump appeared to undercut Tillerson over the weekend when the president tweeted that he told him that he was “wasting his time” trying to negotiate with North Korean leader Kim Jong Un over Pyongyang’s nuclear and missile programs.

Tillerson offered a vigorous defense of both the U.S. president and his foreign policy even though the White House and State Department have at times appeared to differ on policy.

“President Trump’s foreign policy goals break the mold of what people traditionally think is achievable on behalf of our country,” Tillerson said.

TRUMP CONFIDENT IN TILLERSON

The White House said Trump has confidence in Tillerson.

“As we’ve said many times before, if the president doesn’t have confidence in somebody, that person will not remain in that position,” White House spokeswoman Sarah Sanders told reporters on Air Force One.

Pence, in a statement, said he never discussed with Tillerson the prospect of the secretary of state’s resignation.

In a tweet, Trump called on NBC to apologize for its story.

NBC News anchor Hallie Jackson said on air after Trump’s tweets: “NBC will not be issuing an apology to America as the president is calling for because again … the secretary did not refute directly some of the key points” in the story.

Several NBC journalists who reported the story also stood by their piece, saying on MSNBC that their reporting was true.

Defense Secretary Jim Mattis has played down any tensions between Trump and Tillerson over their apparent split, most recently over North Korea.

Tillerson’s insistence that he completely supports Trump’s agenda runs counter to what some administration officials have privately described as him chafing against some of the president’s pronouncements and off-the-cuff decisions, sometimes contrary to advice from senior advisers.

“… this was a stunning and unprecedented statement by a secretary of state in response to a news report about his comments about the president,” said Aaron David Miller, a former Middle East negotiator for both Republican and Democratic administrations and now an analyst at the Wilson Center think tank in Washington.

One U.S. official said the view of many within the administration was that despite Tillerson’s denial of having contemplated resignation, “it’s only a matter of time” before he does consider it.

The official, speaking on condition of anonymity, said there was no reason to believe that Trump would give up his habit of publicly contradicting Tillerson and that each time speculation on his future would resurface.

Tillerson has often found himself at odds with the president on a range of issues, according to current and former U.S. officials and media reports.

He has taken a more hawkish view on Russia and tried to mediate a dispute among key U.S. Mideast allies after four Arab nations boycotted Qatar over its alleged extremist ties.

Tillerson also appeared to distance himself from Trump’s response to the violence in Charlottesville, Virginia this summer, saying at the time “the president speaks for himself” when asked about Trump’s values.

Senator Bob Corker, a Tennessee Republican, said Tillerson was working under very difficult circumstances because there are a number of people in the administration who are undermining his authority by trying to act as secretary of state on a daily basis. He declined to name names.

Corker, chairman of the Senate Foreign Relations committee, said he had never heard Tillerson make the kind of comment of calling someone a moron.

Asked whether he supported Tillerson, Corker said:

“As a team, Tillerson, Mattis and (White House Chief of Staff John) Kelly help separate us from chaos, so I absolutely support ‘em. Absolutely.”

Tillerson was confirmed by only 56-43 at his Senate confirmation hearing in January, an unusually low confirmation for a secretary of state.

Many members of Congress, including Republicans, strongly object to Tillerson’s plans to slash the State Department and foreign aid budgets.

Trump to add North Korea sanctions, allies call for strict enforcement

NEW YORK (Reuters) – U.S. President Donald Trump said on Thursday the United States will add more sanctions against North Korea, while U.S. allies have called for enforcing existing international sanctions as the best way to get Pyongyang to give up its nuclear weapons program.

The sanctions are not expected to further target oil, a senior Trump administration official told Reuters.

Tensions have risen over North Korea’s nuclear and ballistic missile tests, despite intense pressure from world powers. The U.N. Security Council has unanimously imposed nine rounds of sanctions on North Korea since 2006, the latest earlier this month capping fuel supplies to the isolated state.

“We will be putting more sanctions on North Korea,” Trump said in response to a question at a meeting with Afghan President Ashraf Ghani in New York on the sidelines of the annual gathering of world leaders at the United Nations.

Trump would make the announcement at lunch with Japanese Prime Minister Shinzo Abe and South Korean President Moon Jae-in, officials said.

Trump said before the lunch that he and Moon were discussing trade issues and North Korea. “I think we’re making a lot of progress in a lot of ways,” Trump told reporters.

Moon, sitting with Trump and their respective delegations, said the U.S. president’s warning to Pyongyang in his speech at the U.N. on Tuesday “will also help to change North Korea.”

Trump warned North Korean leader Kim Jong Un in his address that the United States, if threatened, would “totally destroy” his country of 26 million people.

It was Trump’s most direct military threat to attack North Korea and his latest expression of concern about Pyongyang’s repeated launching of ballistic missiles over Japan and underground nuclear tests.

North Korea’s foreign minister likened Trump to a “barking dog” in response.

On Thursday, South Korea’s Moon said sanctions were needed to bring Pyongyang to the negotiating table and force it to give up its nuclear weapons, but Seoul was not seeking North Korea’s collapse.

“All of our endeavors are to prevent war from breaking out and maintain peace,” Moon said in his speech to the U.N. General Assembly. He said that Pyongyang’s nuclear issue “needs to be managed stably so that tensions will not become overly intensified and accidental military clashes will not destroy peace.”

Moon, a former human rights activist whom Trump has accused of appeasement towards North Korea, said: “We will not seek unification by absorption or artificial means.”

Moon said all countries must strictly adhere to U.N. sanctions on North Korea and impose tougher steps in the event of new provocations by Pyongyang.

U.S. Treasury Secretary Steven Mnuchin will hold a news briefing at 3 p.m. (1900 GMT) in which he is expected to discuss the Trump administration’s sanctions announcement.

U.N. ambassador Nikki Haley will brief the news media at 4:30 p.m. (2030 GMT), the White House said.

In Geneva, North Korea told a U.N. rights panel that international sanctions would endanger the survival of North Korean children.

 

AID PLAN

South Korea approved a plan on Thursday to send $8 million worth of aid to North Korea, as China warned the crisis on the Korean peninsula was getting more serious by the day.

The last time the South had sent aid to the North was in December 2015 through the United Nations Population Fund (UNFPA) under former President Park Geun-hye.

North Korea conducted its sixth and largest nuclear test on Sept. 3 and has launched numerous missiles this year, including two intercontinental ballistic missiles and two other rockets that flew over Japan.

The United States and South Korea are technically still at war with North Korea because the 1950-53 Korean conflict ended with a truce and not a peace treaty. The North accuses the United States, which has 28,500 troops in South Korea, of planning to invade and regularly threatens to destroy it and its Asian allies.

Earlier this month, Mnuchin warned China, North Korea’s main ally and trading partner, that if it did not follow through on new U.N. sanctions on Pyongyang, Washington would “put additional sanctions on them and prevent them from accessing the U.S. and international dollar system.”

Last month, the Trump administration blacklisted 16 Chinese, Russian and Singaporean companies and people for trading with banned North Korean entities, including in coal, oil and metals. However, it did not sanction Chinese banks that experts and former U.S. officials say enable North Korea’s international trade, often by laundering funds through the United States.

On Wednesday, U.S. Secretary of State Rex Tillerson told a news conference there “some indications” that sanctions were beginning to cause fuel shortages in North Korea.
