MANILA (Reuters) – China’s agreement to begin discussions with the Association of Southeast Asian Nations (ASEAN) on the fine print of a code of conduct framework for the disputed South China Sea will be a “stabilizer” for the region, Chinese Premier Li Keqiang said.

“China’s greatest hope is for peace and stability in the South China Sea,” Li told ASEAN leaders in Manila.

Southeast Asia and China foreign ministers in August adopted a negotiating framework for a code of conduct in the South China Sea, a move they hailed as progress but seen by critics as a tactic to buy China time to consolidate its maritime power.

Li, addressing leaders of ASEAN grouping during a summit in the Philippines capital Manila on Monday, said there was a consensus on moving forward and to try to peacefully resolve the thorny issue.

“We hope the talks on the code of conduct will bolster mutual understanding and trust. We will strive under the agreement, to reach a consensus on achieving early implementation of the code of conduct,” Li said, according to a transcript of his speech released by China’s Foreign Ministry on Tuesday.

Li didn’t give a timeframe, but said he hoped this move would be a “stabilizer” for the region.

Critics say the agreement to talk on the details of the code of conduct is only an incremental move, with a final agreement not likely anytime soon. Despite a period of relative stability in the South China Sea, some countries at the summit said this shouldn’t be taken for granted.

The framework seeks to advance a 2002 Declaration of Conduct (DOC) of Parties in the South China Sea, which has mostly been ignored by claimant states, particularly China, which has built seven manmade islands in disputed waters, three of which are equipped with runways, surface-to-air missiles and radars.

All parties say the framework is only an outline for how the code will be established but critics say the failure to outline as an initial objective the need to make the code legally binding and enforceable, or have a dispute resolution mechanism, raises doubts about how effective the pact will be.

Signing China up to a legally binding and enforceable code for the strategic waterway has long been a goal for claimant members of ASEAN, some of which have sparred for years over what they see as China’s disregard for their sovereign rights and its blocking of fishermen and energy exploration efforts.

Malaysia, Taiwan, Brunei, Vietnam and the Philippines all claim some or all of the South China Sea and its myriad shoals, reefs and islands.

HONG KONG/BEIJING (Reuters) – China has quietly undertaken more construction and reclamation in the South China Sea, recent satellite images show, and is likely to more powerfully reassert its claims over the waterway soon, regional diplomats and military officers say.

With global attention focused on North Korea and Beijing engrossed in its Party Congress, tensions in the South China Sea have slipped from the headlines in recent months.

But with none of the underlying disputes resolved and new images reviewed by Reuters showing China continuing to develop facilities on North and Tree islands in the contested Paracel islands, experts say the vital trade route remains a global flashpoint.

Some expect China to land its first deployments of jet fighters onto its runways in the Spratly islands in coming months, while regional military officers say it is already using the new facilities to expand naval and coast guard deployments deep into Southeast Asia.

“They’ve built these extensive facilities and both Chinese civilian and PLA experts have always made it clear that when the strategic time is right, they’re going to start using them more fully,” said Bonnie Glaser, a China security expert at Washington’s Center for Strategic and International Studies.

“I think it is a question of when, rather than if, China will start to assert its interests more forcefully in the South China Sea … and that is likely to be at a time of China’s choosing,” Glaser told Reuters.

Rival claimant Vietnam, meanwhile, is nearing completion of reclamations and an extended runway on its base on Spratly Island, the satellite images show.

CALM AFTER THE STORM

The build-up of the Spratlys symbolizes China’s growing assertiveness over the South China Sea during President Xi Jinping’s first term and was highlighted in his address to the Communist Party Congress this month.

“Construction on islands and reefs in the South China Sea has seen steady progress,” Xi told the Congress.

The issue is likely to come up during U.S. President Donald Trump’s visit to Asia, which begins this week.

“We remain concerned about tensions in the South China Sea, in particular those caused by land reclamation and militarization of disputed outposts and the willingness of some to resort to coercive tactics to assert their claims,” said Michael Cavey, a spokesman for the U.S. State Department.

“We have consistently called on China, as well as other claimants, to refrain from any further land reclamation, construction of new facilities, and militarization of the disputed features.”

Responding to Reuters’ questions, Chinese Defence Ministry spokesman Ren Guoqiang reiterated the islands were irrefutably Chinese territory.

“You can’t say that the construction on our islands and reefs in the South China Sea and the building of necessary defensive facilities is an expansion of military deployments,” he said.

“We believe that at present the situation in the South China Sea is generally good, and all relevant parties should work hard together to protect the peace and stability of the South China Sea.”

China’s ambassador to Washington, Cui Tiankai, said on Monday the United States should not try to “interfere” in regional efforts to resolve disputes in the South China Sea.

China has been seeking to soothe fellow claimant the Philippines and accelerating talks with the wider ASEAN grouping, amid concerns in Washington about the long-term security of the waterway through which some $3 trillion in trade a year passes.

In a speech in Singapore earlier this month, the most senior U.S. military chief in the region said even while Washington pushed Beijing for help on North Korea, it would still hold China accountable for actions that countered international rules and norms.

“We also want Beijing to do more to stop provocative actions in the East China Sea and the South China Sea, where the Chinese are building up combat power and positional advantage in an attempt to assert de-facto sovereignty over disputed maritime features,” Admiral Harry Harris, commander of the U.S. Pacific Command, said.

China claims much of the area through its controversial nine-dash line, which overlaps rival maritime claims by Vietnam, the Philippines, Malaysia, Taiwan and Brunei.

TACTICS NOT STRATEGY

A recent study by the U.S. government-linked RAND Corp weighing the risks of a conflict between the United States and China moved the South China Sea up its list of potential flashpoints.

Placing it above Taiwan but below the Korean peninsula, the study notes the waterway has “become the unanticipated focal point of U.S.-Chinese … rivalry”.

While the Pentagon has embarked on more regular freedom-of-navigation patrols, or FONOPS, to challenge Beijing’s claims, some analysts believe Washington is struggling to counter China’s creeping domination of the area.

“China appears to be pursuing a well-thought out and long-term strategy to achieve dominion over the South China Sea while America responds with ad hoc tactical maneuvers,” said Ian Storey, a South China Sea expert at Singapore’s Yusof Ishak Institute.

“FONOPS are tactics not strategy, and they have not made China rethink its plans for the South China Sea one iota.”

Ni Lexiong, a naval expert at the Shanghai University of Political Science and Law, said there was little need for China to dramatically increase deployments now, but much depended on the actions others.

“As long as others don’t intentionally go and provoke clashes, things will be fine,” he added. “The issue is that some countries, like the United States, go and stir things up.”

CLARK, Philippines (Reuters) – China and Southeast Asian navies aim to hold an inaugural joint maritime exercise next year, Singapore’s defense minister said on Tuesday, as they try to build trust amid conflicting claims over the South China Sea.

China claims almost the entire strategic waters through which about $3 trillion in ship-borne trade passes every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims, with tensions exacerbated by Beijing’s island-building and Washington’s increasing freedom of navigation patrols.

“Singapore supports it,” Defense Minister Ng Eng Hen told reporters when asked about China’s offer to hold maritime exercises. “We will push it … for the very reason that all ASEAN and China want that. If you exercise, you at least build understanding and trust.”

The exercises were discussed at a meeting between China and Singapore on the sidelines of the Association of Southeast Asian Nations (ASEAN) Defense Ministers’ Meeting at the former U.S. air force base at Clark, north of the capital Manila.

“We’ll work out the details. See the logistics… and find a suitable area where ASEAN and China navies can exercise together,” Ng said.

Singapore and China have not always seen eye to eye in recent months. Singaporean troops have trained in self-ruled Taiwan, an island China claims as its own, which had been an irritant in ties.

Last November, Chinese-controlled Hong Kong impounded nine Singaporean armored military vehicles being shipped home from Taiwan, inflaming tension. Hong Kong later released the vehicles.

Ng said Singapore also had a proposal to “reduce risk of actual conflict” by agreeing to a new code of unexpected encounters in the air after ASEAN adopted a code to avoid sea encounters.

ASEAN and its eight regional partners, the United States, Russia, China, South Korea, Japan, India, Australia and New Zealand, had agreed to set up a “direct communications link” among them to ease tension.

Ng said the United States and Japan also welcomed the idea of exercises.

“Secretary (of Defense Jim) Mattis welcomed the exercises together with ASEAN countries,” he said.

Ng also hoped for the early conclusion of a code of conduct in the South China Sea after a framework agreement was reached this year to reduce conflicts and misunderstanding.

WASHINGTON (Reuters) – A U.S. Navy destroyer sailed near islands claimed by China in the South China Sea on Tuesday, three U.S. officials told Reuters, prompting anger in Beijing, even as President Donald Trump’s administration seeks Chinese cooperation in reining in North Korea’s missile and nuclear programs.

The operation was the latest attempt to counter what Washington sees as Beijing’s efforts to limit freedom of navigation in the strategic waters. But it was not as provocative as previous ones carried out since Trump took office in January.

The officials, speaking on condition of anonymity, said the Chafee, a guided-missile destroyer, carried out normal maneuvering operations that challenged “excessive maritime claims” near the Paracel Islands, among a string of islets, reefs and shoals over which China has territorial disputes with its neighbors.

China’s Defense Ministry said on Wednesday that a warship, two fighter jets and a helicopter had scrambled to warn the U.S. ship away, adding it had infringed upon China’s sovereignty and security with its “provocation”.

China would further strengthen its naval and air defenses, the ministry said.

“We demand the U.S. side earnestly take steps to correct its mistakes,” it added.

Speaking earlier at a daily news briefing in Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying said China had lodged “stern representations” with the United States, and reiterated that the Paracels were Chinese territory.

“China will continue to take resolute measures to protect Chinese sovereign territory and maritime interests. China urges the U.S. to conscientiously respect China’s sovereign territory and security interests, conscientiously respect the efforts regional countries have made to protect peace and stability in the South China Sea, and stop these wrong actions.”

Next month, Trump makes his first visit to Asia as president, including a stop in China, which he has been pressuring to do more to rein in North Korea. China is North Korea’s neighbor and biggest trading partner.

Unlike in August, when a U.S. Navy destroyer came within 12 nautical miles of an artificial island built up by China in the South China Sea, officials said the destroyer on Tuesday sailed close to but not within that range of the islands.

Twelve nautical miles mark internationally recognized territorial limits. Sailing within that range is meant to show the United States does not recognize territorial claims.

The Pentagon did not comment directly on the operation, but said the United States carried out regular freedom-of-navigation operations and would continue to do so.

China’s claims in the South China Sea, through which about $5 trillion in shipborne trade passes each year, are contested by Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

Experts and some U.S. officials have criticized former president Barack Obama for potentially reinforcing China’s claims by sticking to innocent passage, in which a warship effectively recognized a territorial sea by crossing it speedily without stopping.

The U.S. military has a long-standing position that its operations are carried out throughout the world, including in areas claimed by allies, and that they are separate from political considerations.

The United States has said it would like to see more international participation in freedom-of-navigation operations in the South China Sea.

NORTH KOREA ISSUE

Trump’s trip to Asia will likely be dominated by the North Korean nuclear threat. He will also visit South Korea, Japan, Vietnam and the Philippines.

In recent weeks, North Korea has launched two missiles over Japan and conducted its sixth nuclear test, all in defiance of U.N. Security Council resolutions, and may be fast advancing toward its goal of developing a nuclear-tipped missile capable of hitting the U.S. mainland.

Trump’s visit to China will reciprocate a trip to the United States made in April by Chinese President Xi Jinping. The U.S. president’s attempts to get Chinese help with North Korea have met with limited success so far, but he has gone out of his way to thank Xi for his efforts.

Philippines says China agrees on no new expansion in South China Sea

MANILA (Reuters) – China has assured the Philippines it will not occupy new features or territory in the South China Sea, under a new “status quo” brokered by Manila as both sides try to strengthen their relations, the Philippine defense minister said.

Philippine Foreign Secretary Alan Peter Cayetano also said the Philippines was working on a “commercial deal” with China to explore and exploit oil and gas resources in disputed areas of the South China Sea with an aim to begin drilling within a year.

The defense minister, Delfin Lorenzana, told a congressional hearing the Philippines and China had reached a “modus vivendi”, or a way to get along, in the South China Sea that prohibits new occupation of islands.

“The Chinese will not occupy new features in the South China Sea nor they are going to build structures in Scarborough Shoal,” Lorenzana told lawmakers late on Monday, referring to a prime fishing ground close to the Philippines that China blockaded from 2012 to 2016.

China claims almost the entire South China Sea, a waterway through which about $3 trillion worth of sea-borne trade passes every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have conflicting claims in the area.

Philippine President Rodrigo Duterte, who took office in June last year, has courted China and avoided rows over maritime sovereignty that dogged his predecessors, while berating traditional ally the United States over several issues.

China has built seven islands upon reefs in disputed areas, three of which, experts say, are capable of accommodating fighter jets. They have runways, radars and surface-to-air missiles which China says are for defense.

Lorenzana did not comment when lawmakers, citing reports from the military, told him five Chinese ships had showed up almost 5 km off the Philippine-held Thitu Island in the Spratly archipelago on Saturday.

The military’s public affairs chief, Colonel Edgard Arevalo, declined to comment until the armed forces had the “whole picture on the current situation”.

China’s foreign ministry did not immediately respond to a request for comment.

‘CONTRARY TO CONSTITUTION’

Cayetano assured lawmakers on Tuesday any energy deal with China would not violate the constitution and would conform to a 60-40 percent revenue sharing, weighted towards the Philippines.

“We can come up with a commercial deal that is better than Malampaya in the disputed areas,” Cayetano said, referring to an existing natural gas project off Palawan island between the government and Chevron, a resource which is due to be depleted by 2024.

“How can any Filipino argue with that? … It cannot violate the constitution.”

But such an arrangement could be complex and sensitive as both countries claim the oil and gas reserves. Sharing them could be construed as legitimizing the other’s claim, or even ceding sovereignty.

The Permanent Court of Arbitration in The Hague invalidated China’s claim over most of the South China Sea in July last year. China has refused to recognize the ruling, which clarified Philippine sovereign rights to energy reserves within its 200-mile Exclusive Economic Zone (EEZ).

The Philippine energy department last month said it may resume drilling for oil and gas on the Reed Bank, which is within the Philippine EEZ, before the end of the year, offering new blocks to investors in a bidding in December.

The Philippines suspended exploration in the Reed Bank in late 2014 as it pursued the international arbitration.

Minority lawmakers Gary Alejano and Edcel Lagman opposed the plan for an energy deal saying it would be illegal.

“This is contrary to our constitution because these areas should be exclusively for Filipinos,” Lagman said.

Cayetano declined to give details of the talks and requested an executive session of congress to divulge information about the venture with a Chinese energy company, which he did not identify.

Manuel Pangilinan, chairman of Philippine oil and gas firm PXP Energy Corp, said this month any joint venture would likely be with “a company like CNOOC”, referring to the China National Offshore Oil Corp

Officials from the foreign and energy ministries have said privately any deal would likely be commercial only and both sides would keep the issue of sovereignty out of the equation to avoid complications.

WASHINGTON (Reuters) – A U.S. Navy destroyer carried out a “freedom of navigation operation” on Thursday, coming within 12 nautical miles of an artificial island built up by China in the South China Sea, U.S. officials told Reuters.

The operation came as President Donald Trump’s administration seeks Chinese cooperation in dealing with North Korea’s missile and nuclear programs and could complicate efforts to secure a common stance.

The officials, speaking on condition of anonymity, said the USS John S. McCain traveled close to Mischief Reef in the Spratly Islands, among a string of islets, reefs and shoals. China has territorial disputes with its neighbors over the area.

It was the third “freedom of navigation operation” or “fonop” conducted during Trump’s presidency. Neither China’s defense ministry nor its foreign ministry immediately responded to a request for comment.

The operation was the latest attempt to counter what Washington sees as Beijing’s efforts to limit freedom of navigation in the strategic waters, and comes as Trump is seeking China’s cooperation to rein in North Korea.

Tensions have risen recently after North Korea carried out two nuclear tests last year and two ICBM tests last month, prompting a strong round of U.N. sanctions which angered Pyongyang who threatened to teach the United States a “severe lesson”.

Trump in turn responded by warning North Korea it would face “fire and fury” if it further threatened the United States.

U.S. Defense Secretary Jim Mattis issued a stark warning to North Korea on Wednesday, telling Pyongyang that it should stop any actions that would lead to the “end of its regime and the destruction of its people.”

The United States has criticized China’s construction of islands and build-up of military facilities in the sea, and is concerned they could be used to restrict free nautical movement.

The U.S. military has a long-standing position that its operations are carried out throughout the world, including in areas claimed by allies, and they are separate from political considerations.

The Trump administration has vowed to conduct more robust South China Sea operations.

In July, a U.S. warship sailed near a disputed island in the South China Sea claimed by China, Taiwan, Vietnam.

China, Vietnam meeting canceled amid South China Sea tensions

MANILA (Reuters) – A scheduled meeting between the foreign ministers of China and Vietnam was canceled on the sidelines of a regional gathering, Chinese embassy officials said, amid growing tension between the two countries over the South China Sea.

Vietnam had held out for language that noted concern about island-building and criticized militarization in South China Sea in the communique on Sunday from foreign ministers of the Association of South East Asian Nations (ASEAN).

Vietnam has emerged as the most vocal opponent of China’s claims in the waterway, where more than $3 trillion in cargo pass every year.

The Chinese embassy officials gave no reason for the cancellation of the meeting scheduled for Monday in Manila between China’s Wang Yi and Vietnam’s Pham Binh Minh.

A Chinese foreign ministry official said they had “already met”. Vietnam’s foreign ministry did not respond immediately to a request for comment.

State media in Vietnam said the ministers had held a “pull aside” meeting and exchanged views. It showed pictures of them shaking hands.

Although the language in the ASEAN communique reflected that in previous years, some countries pursuing deeper business ties with Beijing, such as Cambodia and the Philippines, had argued for dropping it.

Beijing is sensitive to even a veiled reference by ASEAN to its reclamation of seven reefs and its military installations in the South China Sea, which it claims in almost its entirety despite the competing claims of five other countries.

Tension has risen since June, when Vietnam infuriated China by drilling for oil and gas in an offshore block that Beijing disputes. The exploration was suspended after diplomatic protests from China.

After the ASEAN meeting, China’s foreign minister had called out “some countries” who voiced concern over island reclamation.

Wang said that China had not carried out reclamation for two years. “At this time, if you ask who is carrying out reclamation, it is definitely not China – perhaps it is the country that brings up the issue that is doing it,” he added.

Satellite images have shown that Vietnam has carried out reclamation work in two sites in the disputed seas in recent years.

On Tuesday, the state-run China Daily cited unnamed sources as saying Vietnam had tried to hype up the reclamation issue in the communique, pointing out that Vietnam has accelerated its land reclamation in the South China Sea.

“Undoubtedly, what Vietnam has done is the trick of a thief crying ‘stop thief,'” the paper quoted one of the sources as saying.

Australia, Japan and the United States on Monday urged Southeast Asia and China to ensure that a South China Sea code of conduct they have committed to draw up will be legally binding and said they strongly opposed “coercive unilateral actions”.

China has strongly opposed what it calls interference by countries outside the region in the South China Sea issue.

Meeting Japanese Foreign Minister Taro Kono on the sidelines of a regional security forum in Manila on Monday, Wang urged Japan to respect the efforts of China and ASEAN countries and play a more constructive role for regional peace and stability.

“Don’t always make trouble behind the backs of other countries and provoke quarrels,” the ministry cited Wang as saying.

China set for easy ride from ASEAN on disputed South China Sea

MANILA (Reuters) – Southeast Asian ministers meeting this week are set to avoid tackling the subject of Beijing’s arming and building of manmade South China Sea islands, preparing to endorse a framework for a code of conduct that is neither binding nor enforceable.

The Association of South East Asian Nations (ASEAN) has omitted references to China’s most controversial activities in its joint communique, a draft reviewed by Reuters shows.

In addition, a leaked blueprint for establishing an ASEAN-China code of maritime conduct does not call for it to be legally binding, or seek adherence to the United Nations Convention on the Law of the Sea (UNCLOS).

The two drafts highlight China’s growing regional clout at a time of uncertainty whether the new U.S. administration will try to check Beijing’s assertiveness in the disputed waters.

The South China Sea chapter in the latest draft communique, a negotiated text subject to changes, is a watered-down version of one issued in Laos last year.

ASEAN expressed “serious concern” in that text, and “emphasised the importance of non-militarisation and self-restraint in all activities, including land reclamation.”

But the latest text calls for avoidance of “unilateral actions in disputed features” instead.

The role of the Philippines as 2017 chair of ASEAN has helped China keep a lid on discord.

Once ASEAN’s most vocal critic of China’s conduct, the Philippines, under President Rodrigo Duterte, has put aside disputes in exchange for Chinese funding pledges of $24 billion.

ASEAN ties with the United States, under President Donald Trump, have been in flux, as questions linger over Washington’s commitment to maritime security and trade in Asia, diminishing the grouping’s bargaining power with Beijing.

A legally binding and enforceable code of conduct has been a goal for ASEAN’s claimant members – Brunei, Malaysia, the Philippines and Vietnam – since a 2002 pact to ensure freedom of navigation and overflight and leave rocks and reefs uninhabited.

That pact, the Declaration of Conduct (DOC) of Parties in the South China Sea, has been largely ignored, particularly by China, which reclaimed seven reefs and can now deploy combat planes on three, besides defense systems already in place.

Analysts and some ASEAN diplomats worry that China’s sudden support for negotiating a code of conduct is a ploy to buy time to further boost its military capability.

“We could have done more to push China to agree to a much stronger document, holding claimant states more accountable,” said one ASEAN diplomat.

The agreed two-page framework is broad and leaves wide scope for disagreement, urging a commitment to the “purposes and principles” of UNCLOS, for example, rather than adherence.

The framework papers over the big differences between ASEAN nations and China, said Patrick Cronin of the Center for a New American Security.

“Optimists will see this non-binding agreement as a small step forward, allowing habits of cooperation to develop, despite differences,” he said.

“Pessimists will see this as a gambit favorable to a China determined to make the majority of the South China Sea its domestic lake.”

CONSENSUS CONSTRAINTS

Diplomats say ASEAN’s requirement of consensus in decision-making allows China to pressure some members to disagree with proposals it dislikes. China has long denied interfering.

A separate ASEAN document, dated May and seen by Reuters, shows that Vietnam pushed for stronger, more specific text.

Vietnam sought mention of respect for “sovereignty, sovereign rights and jurisdiction” not only in accordance with international law, but more specifically, UNCLOS.

Sovereign rights cover entitlements to fish and extract natural resources.

Experts say the uncertain future U.S. commitment to Asia leaves Vietnam in the most exposed position, as it has competing claims with China and relies on imports from its neighbor.

Opposition by China has repeatedly disrupted Vietnam’s efforts to exploit offshore energy reserves, most recently in an area overlapping what Beijing considers its oil concessions.

The code of conduct framework was useful to build confidence, said Philippine security expert Rommel Banlaoi, but was not enough to manage and prevent conflict in the South China Sea.

China claims almost the entire South China Sea, through which about $5 trillion in goods pass every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.

Britain plans to send warship to South China Sea in move likely to irk Beijing

SYDNEY (Reuters) – Britain plans to send a warship to the disputed South China Sea next year to conduct freedom of navigation exercises, Defence Minister Michael Fallon said on Thursday, a move likely to anger Beijing.

Britain would increase in presence in the waters after it sent four British fighter planes for joint exercises with Japan in the region last year, he said.

China claims most of the energy-rich sea where neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.

“We hope to send a warship to region next year. We have not finalised exactly where that deployment will take place but we won’t be constrained by China from sailing through the South China Sea,” Fallon told Reuters.

“We have the right of freedom of navigation and we will exercise it.”

The presence of a British vessel threatens to stoke tensions, escalated by China’s naval build-up and its increasingly assertive stance.

China’s construction of islands and military facilities in the South China Sea has stoked international condemnation, amid concern Beijing is seeking to restrict free movement and extend its strategic reach.

Britain’s move could also upset ties between London and Beijing, undermining efforts to shore up what the two governments have called a “golden era” in their relationship as Britain heads towards a divorce with the European Union.

“We flew RAF Typhoons through the South China Sea last October and we will exercise that right whenever we next have the opportunity to do so, whenever we have ships or planes in the region,” Fallon said.

The United States estimates Beijing has added more than 3,200 acres (1,300 hectares) on seven features in the South China Sea over the past three years, building runways, ports, aircraft hangars and communications equipment.

To counter the perceived Chinese aggression, the United States has conducted regular freedom of navigation exercises that have angered Beijing.

Earlier this month, the United States sent two bombers over the region, coming just a few months after it sent a warship to carry out a maneuvering drill within 12 nautical miles of one of China’s artificial islands.

China has repeatedly denounced efforts by countries from outside the region to get involved in the South China Sea dispute.

The South China Sea is expected to dominate a regional security meeting in Manila next week, where Chinese Foreign Minister Wang Yi will meet counterparts from the Association of Southeast Asian Nations (ASEAN) countries.

Meeting ASEAN diplomats in Beijing on Wednesday, Wang told them both sides must “exclude disturbances on the South China Sea issue, and maintain positive momentum”, China’s Foreign Ministry said.

Asserting sovereignty, Indonesia renames part of South China Sea

JAKARTA (Reuters) – Indonesia renamed the northern reaches of its exclusive economic zone in the South China Sea as the North Natuna Sea on Friday, the latest act of resistance by Southeast Asian nations to China’s territorial ambitions in the maritime region.

Seen by analysts as an assertion of Indonesian sovereignty, part of the renamed sea is claimed by China under its contentious maritime boundary, known as the ‘nine-dash line’, that encompasses most of the resource-rich sea.

Several Southeast Asian states dispute China’s territorial claims and are competing with China to exploit the South China Sea’s abundant hydrocarbon and fishing resources. China has raised the ante by deploying military assets on artificial islands constructed on shoals and reefs in disputed parts of the sea.

Indonesia insists it’s a non-claimant state in the South China Sea dispute but has clashed with China over fishing rights around the Natuna Islands, detaining Chinese fishermen and expanding its military presence in the area over the past 18 months.

Unveiling the new official map, the deputy of maritime sovereignty at the Ministry of Maritime Affairs, Arif Havas Oegroseno, noted the northern side of its exclusive economic zone was the site of oil and gas activity.

“We want to update the naming of the sea [and] we gave a new name in line with the usual practice: the North Natuna Sea,” he told reporters.

In Beijing, Chinese Foreign Ministry spokesman Geng Shuang said he didn’t know anything about the details of the issue, but said the name South China Sea had broad international recognition and clear geographic limits.

“Certain countries’ so-called renaming is totally meaningless,” he told a daily news briefing. “We hope the relevant country can meet China halfway and properly maintain the present good situation in the South China Sea region, which has not come easily.”

‘CLEAR MESSAGE’

I Made Andi Arsana, an expert on the Law of the Sea from Indonesia’s Universitas Gadjah Mada, said the renaming carried no legal force but was a political and diplomatic statement.

“It will be seen as a big step by Indonesia to state its sovereignty,” he told Reuters. “It will send a clear message, both to the Indonesian people and diplomatically speaking.”

Euan Graham, director of the international security program at the Lowy Institute, said Indonesia’s action followed renewed resistance to Chinese territorial claims by other Southeast Asian states.

“This will be noticed in Beijing,” he said.

Last week, Vietnam extended an Indian oil concession off its coast while a joint venture led by state-owned PetroVietnam commenced drilling further south. China has a territorial claim in both areas.

Meanwhile, the director of the Philippines Energy Resource Development Bureau, Ismael Ocampo, said on Wednesday that the country could lift a suspension on oil and gas drilling on the Reed Bank by December. The underwater mountain, lying 85 nautical miles off the Philippines coast, is also claimed by China.

Exploration activity was suspended in late 2014 as the Philippines sought an international ruling on China’s territorial claim. The Philippines won the case in the Permanent Court of Arbitration in the Hague one year ago.

China refused to recognize the decision. Philippines President Rodrigo Duterte, who took office on June 30 last year, expressed reluctance about enforcing the decision at the time, as he sought deeper diplomatic and economic ties with China.

However, the Philippines lately has become more assertive about its sovereignty.

More than two dozen oil, gas and coal blocks, including additional areas in disputed waters, may be offered during the December bidding, Ocampo said on Wednesday.
