A Queens, New York man was arrested after he was overheard talking about killing police. A witness called the NYPD after hearing 38-year-old Elvin Payamps talking in a TD Bank line about having guns at his house to commit the crime.
“I’m going to kill another cop. We should do it before Christmas. The cop should have been white that was killed. I always have a gun on me,” the witness said Payamps told a friend on a phone call.
The witness called 911 but Payamps left before police arrived at the bank. He was found getting into a car near the bank. After finding marijuana in the car, he was arrested.
“They should have killed two white cops instead of the Hispanic and Asian if the guy really wanted to send a message,” Payamps allegedly told police after his arrest.
At Payamps home, officers found a 9mm pistol and a 12-gauge shotgun with serial numbers scratched off them. He also had two bulletproof vests and a set of brass knuckles.
He is being held on $500,000 bail.
Police praised the witness for reporting the threat. They called on all New Yorkers to take seriously anyone who talks about killing police officers in the wake of the murder of two officers by someone seeking retribution for Eric Garner and the events of Ferguson, MO.

Pope Francis is standing up to the terrorist group Islamic State by heading to Albania for weekend services despite clear warnings the group intends to kill him.
He will be the first sitting Pope since 1933 to visit Albania when he arrives Saturday.
Iraq’s Ambassador to the Holy See has told the Vatican and local newspapers that ISIS had made it clear they want to kill him.
“What has been declared by the self-declared Islamic State is clear – they want to kill the pope. The threats against the Pope are credible,” Habeeb Al Sadr said. “I believe they could try to kill him during one of his overseas trips or even in Rome. There are members of ISIL who are not Arabs but Canadian, American, French, British, also Italians. ISIL could engage any of these to commit a terrorist attack in Europe.”
Al Sadr said when the Pope condemned the terrorists for their killings of innocents he basically put a target on himself. While the Vatican downplayed the threat, Al Sadr said it’s a very real danger.
“This band of criminals does not just issue threats,” Al Sadr said. “In Iraq, they have already violated and destroyed some of the most sacred sites of the Shiite faith. They have struck at Yazidi and Christian places of worship. They have declared that whoever is not with them, is against them. Either convert or be killed. And they are doing it it is a genocide.”
The Pope released a simple statement on the matter.
“I decided to visit this country because it has suffered greatly as a result of a terrible atheist regime and is now realizing the peaceful co-existence of its various religious components,” Pope Francis said.
The Islamic terrorist group Boko Haram has released a new video declaring their capture of a Christian town expands their “Islamic caliphate.”
A “caliphate” is a brutal dictatorship lead by a “supreme religious and political leader” who is considered a successor to Muhammad. Strict sharia law is forced upon the people.
Boko Haram leader Abubakar Shekau released a 52-minute video where he declares his terrorists have established themselves in the Christian town of Gwoza and they will not be leaving.
“Thanks be to Allah who gave victory to our brethren in [the town of] Gwoza and made it part of the Islamic caliphate,” Shekau declares. “By the grace of Allah, we will not leave the town. We have come to stay.”
“Allah commands us to rule the rest of the world,” Shekau says.
Nigerian officials say that the country is still intact and that the terrorists are not in control of their own “state.” However, one lawmaker admitted they are in control of the land.
“The killings are massive, but nobody can give a toll for now because nobody has been able to go to that place because the insurgents are still there,” lawmaker Peter Biye stated. “They have taken over the whole area.”
Shekau then threatened France, Israel and the United States before the video ended.
“Democracy is worse than homosexuality, worse than sleeping with your mother,” Shekau contended. “You are all pagans and we will kill you. Even if you do not attack us we will kill you … Allah commands us to kill without pity.”
The Islamic extremists who have taken over large parts of Iraq and Syria have posted a message online to America.
We will drown you in blood.
The Islamic State said Tuesday that it will attack Americans “in any place” because of the air strikes against their terrorist groups and that they would “drown” Americans in blood. The message, which was in English, was accompanied by photographs of victims of snipers in Iraq and an American who was beheaded during the Iraq War.
The U.S. airstrikes on the terrorist group has allowed Kurdish forces to make gains in the last week. On Monday the fighters were able to take back the country’s largest dam that provides power to most of Iraq.
The off-shoot group of Al-Qaeda, which was determine to be “too extreme” for the Al-Qaeda leadership, has so far focused on capturing land for their own Islamic state rather than launching western attacks. However, the airstrikes from the U.S. is the first direct assault on the terrorists by a major western power.
