TOKYO (Reuters) – Nearly an hour elapsed before a Philippine-flagged container ship reported a collision with a U.S. warship, the Japanese coastguard said on Monday, as investigations began into the accident in which seven U.S. sailors were killed.

The U.S. Navy confirmed that all seven missing sailors on the USS Fitzgerald were found dead in flooded berthing compartments after the destroyer’s collision with the container ship off Japan early on Saturday.

The Fitzgerald and a Philippine-flagged container ship collided south of Tokyo Bay early on Saturday. The cause of the collision is not known.

Multiple U.S. and Japanese investigations are under way on how a ship as large as the container could collide with the smaller warship in clear weather.

Shipping data in Thomson Reuters Eikon shows that the ACX Crystal, chartered by Japan’s Nippon Yusen KK, made a complete U-turn between 12:58 a.m. and 2:46 a.m. on June 17. (11.58 a.m. ET and 1.46 p.m. ET).

The collision happened at around 1:30 a.m. but it was not until 2:25 a.m. that the container ship informed the Japanese coastguard of the accident, said coastguard spokesman Takeshi Aikawa told Reuters.

He declined to elaborate on why the ship took nearly an hour to report the accident but said it could take ships time to notify authorities as they dealt with more urgent matters.

Right after being notified of he accident by the container vessel, the Japanese coastguard made contact with the U.S. ship and confirmed it, Aikawa said.

A significant portion of the crew on the U.S. ship was asleep when the collision occurred, tearing a gash under the warship’s waterline and flooding two crew compartments, the radio room and the auxiliary machine room.

A large dent was clearly visible in its right mid-section as the destroyer limped back to Yokosuka naval base south of Tokyo, home of the Seventh fleet, on Saturday evening.

The U.S. Navy on Monday identified the dead sailors as: Dakota Kyle Rigsby, 19, from Palmyra, Virginia; Shingo Alexander Douglass, 25, from San Diego, California; Ngoc T Truong Huynh, 25, from Oakville, Connecticut; Noe Hernandez, 26, from Weslaco, Texas; Carlos Victor Ganzon Sibayan, 23, from Chula Vista, California; Xavier Alec Martin, 24, from Halethorpe, Maryland; and Gary Leo Rehm Jr., 37, from Elyria, Ohio.

Two of three injured crew members who were evacuated from the ship by helicopter, including the ship’s commanding officer, Commander Bryce Benson, were released from the U.S. Naval Hospital in Yokosuka, the U.S. Navy’s Seventh Fleet said on its Facebook page on Monday. The last sailor remained in hospital and no details were given about his condition.

Vice Admiral Joseph P. Aucoin, the Seventh Fleet commander, was asked on Sunday if damage on the starboard side indicated the U.S. ship could have been at fault, but he declined to speculate on the cause of the collision. Maritime rules suggest vessels are supposed to give way to ships on their starboard.

Japanese authorities were looking into the possibility of “endangerment of traffic caused by professional negligence”, Japanese media reported, but it was not clear whether that might apply to either or both of the vessels.

Japanese chief cabinet secretary Yoshihide Suga said the government was investigating with the cooperation of the U.S. side and every effort would be made to maintain regional deterrence in the face of North Korea, which has recently conducted a series of missile tests.

“It is extremely important to maintain U.S. deterrence in the light of an increasingly severe regional security situation,” he told a news conference.

“We will maintain close contact with international society, including the United States and South Korea, to maintain vigilance and protect the safety of our people.”

The incident has sparked as many as three investigations by the U.S. Navy and U.S. Coast Guard, and two by Japanese authorities.

Complicating the inquiries could be issues of which side has jurisdiction and access to data such as radar records that the United States could deem classified.

Although the collision occurred in Japanese waters, under a Status of Forces Agreement (SOFA) that defines the scope of the U.S. military’s authority in Japan, the U.S. Navy could claim it has the authority to lead the investigations.

The three U.S. investigations include a JAGMAN command investigation often used to look into the cause of major incidents, which can be used as a basis to file lawsuits against the Navy.

“We will coordinate with Japanese authorities on investigations and will address specific requests for access in accordance with normal procedures,” a Navy spokesman said.

The ship is salvageable, Aucoin said, but repairs would likely take months.

This incident was the greatest loss of life on a U.S. Navy vessel since the USS Cole was bombed in Yemen’s Aden harbor in 2000, when 17 sailors were killed and 39 injured.

Naval historians recall possibly the last time a warship was hit by a larger vessel in peacetime was in 1964 off the coast of Australia. The HMAS Melbourne, an aircraft carrier, collided with the destroyer HMAS Voyager, shearing the much smaller vessel in half and killing 82 of the Voyager’s crew.

Japan’s military begins major drill with U.S. carriers watching North Korea

TOKYO (Reuters) – Japan’s navy and air force began a three-day military exercise with two U.S. aircraft carriers in the Sea of Japan on Thursday adding pressure on North Korea to halt an accelerating ballistic missile program.

Japan’s Maritime Self Defence Force has sent two ships, including one of its four helicopter carriers, the Hyuga, to join the U.S carriers, the USS Ronald Reagan and USS Carl Vinson, and their eight escort ships, Japan’s military said in a release.

Japanese Air Self Defence Force F-15s are taking part in simulated combat with U.S. Navy F-18 fighters at the same time, the military said.

“It’s the first time we have exercised with two carriers. It’s a major exercise for us,” a Japanese military spokesman said.

The Sea of Japan separates Japan from the Korean peninsula.

The United States sent the warships to the region after a surge of tension on the Korean peninsula over fears the North was about to conduct a sixth nuclear test, or another test in its bid to develop an intercontinental ballistic missile capable of hitting the mainland United States.

Japanese Prime Minister Shinzo Abe has vowed to work with other countries to deter North Korea, which on Monday conducted a short-range ballistic missile test.

The missile reached an altitude of 120 km (75 miles) before falling into the Sea of Japan in international waters, but inside Japan’s exclusive economic zone where it has jurisdiction over the exploration and exploitation of maritime resources.

The launch followed two successful tests of medium-to-long-range missiles in as many weeks as North Korea conducts tests at an unprecedented pace,

North Korea can already strike anywhere in Japan with missiles, raising concern in Tokyo that it could eventually be threatened by a North Korean nuclear strike.

South Korea’s new liberal president, Moon Jae-in, who took office on May 10, has taken a more conciliatory line than Abe, pledging to engage with his reclusive neighbor in dialogue.

No change to U.S. Navy freedom of navigation patrols: commander

SINGAPORE (Reuters) – There has been no policy change with regard to U.S. Navy freedom of navigation operations under the administration of President Donald Trump, U.S. Pacific Fleet Commander Admiral Scott Swift said on Monday.

Under the previous administration, the U.S. navy conducted such voyages through the South China Sea – most of which is claimed by China – angering Beijing. But none has been conducted in the region under the Trump administration.

The New York Times reported last week that a U.S. Pacific Command request in March to sail near the disputed Scarborough Shoal, a prime fishing ground that China seized in 2012, was rejected by top Pentagon officials.

Two other requests by the Navy in February were also turned down, it said.

Some saw this as an indication that the United States wanted to avoid antagonizing China while waiting to see how far it would go in helping to press North Korea to give up its ballistic missile and nuclear programs.

“There is nothing that has significantly changed in the last two or three months,” Admiral Scott Swift told reporters in Singapore, referring to the U.S. Navy excursions it says it conducts to ensure freedom of navigation.

“We just present the opportunities when we have a ship in the area and there’s an area of interest … They are either taken advantage of or they’re not.”

China’s extensive claims to the South china Sea, which sees about $5 trillion in ship-borne trade pass every year, are challenged by Brunei, Malaysia, the Philippines, and Vietnam, as well as Taiwan.

The United States has criticized China’s construction of man-made islands and build-up of military facilities in the sea, and expressed concern they could be used to restrict free movement.

Late last month, top U.S. commander in the Asia-Pacific region, Admiral Harry Harris, said the United States would likely carry out freedom of navigation operations in the South China Sea soon, without offering details.

Swift said there has been no change in the importance the United States placed on the South China Sea issue.

“We are on track to conduct over 900 ship days of operations this year in the South China Sea,” he said.

On China’s recent unveiling of a domestically built aircraft carrier, Swift said: “If you have a global economy, I think you need a global navy to look after that economy.”

“If they think that they need carriers to support their maritime strategy, then I am not concerned about it.”

North Korea says it is ready to strike U.S. aircraft carrier

SEOUL/WASHINGTON (Reuters) – North Korea said on Sunday it was ready to sink a U.S. aircraft carrier to demonstrate its military might, in the latest sign of rising tension as U.S. President Donald Trump prepared to call the leaders of China and Japan.

The United States ordered the USS Carl Vinson carrier strike group to sail to waters off the Korean peninsula in response to mounting concern over the North’s nuclear and missile tests, and its threats to attack the United States and its Asian allies.

The U.S. government has not specified where the carrier strike group is as it approaches the area. U.S. Vice President Mike Pence said on Saturday it would arrive “within days,” but gave no other details.

North Korea remained defiant.

“Our revolutionary forces are combat-ready to sink a U.S. nuclear-powered aircraft carrier with a single strike,” the Rodong Sinmun, the newspaper of the North’s ruling Workers’ Party, said in a commentary.

The paper likened the aircraft carrier to a “gross animal” and said a strike on it would be “an actual example to show our military’s force”.

The commentary was carried on page three of the newspaper, after a two-page feature about leader Kim Jong Un inspecting a pig farm.

A senior U.S. administration official said Trump was expected to speak later on Sunday with Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe.

In another sign of the intense focus on Pyongyang in Washington, the White House is expected to host U.S. senators for a top-level briefing on North Korea on Wednesday, a White House official said.

The official said the briefing would be led by Secretary of State Rex Tillerson, Defense Secretary Jim Mattis, Director of National Intelligence Dan Coats and Marine General Joseph Dunford, chairman of the Joint Chiefs of Staff.

U.S. and South Korean officials have been saying for weeks the North could soon stage another nuclear test, something the United States, China and others have warned against.

South Korea has put its forces on heightened alert.

China, North Korea’s sole major ally, opposes Pyongyang’s weapons programs and has appealed for calm. The United States has called on China to do more to help defuse the tension.

Speaking during a visit to Greece, Chinese Foreign Minister Wang Yi said there were already enough shows of force and confrontation and appealed for calm.

“We need to issue peaceful and rational sounds,” Wang said, according to a statement issued by China’s Foreign Ministry.

U.S. CITIZEN DETAINED

Adding to the tensions, North Korea detained a Korean-American man in his 50s, bringing the total number of U.S. citizens held by Pyongyang to three.

The man, Tony Kim, had been in North Korea for a month teaching accounting at the Pyongyang University of Science and Technology (PUST), the institution’s chancellor, Chan-Mo Park, told Reuters. He was arrested at Pyongyang International Airport on his way out of the country.

The arrest took place on Saturday morning local time, the university said in a statement, and was “related to an investigation into matters that are not connected in any way to PUST”.

North Korea will mark the 85th anniversary of the foundation of its Korean People’s Army on Tuesday.

It has in the past marked important anniversaries with tests of its weapons.

North Korea has conducted five nuclear tests, two of them last year, and is working to develop nuclear-tipped missiles that can reach the United States.

It has also carried out a series of ballistic missile tests in defiance of U.N. sanctions.

North Korea’s growing nuclear and missile threat is perhaps the most serious security challenge confronting Trump.

He has vowed to prevent the North from being able to hit the United States with a nuclear missile and has said all options are on the table, including a military strike.

WORRY IN JAPAN

North Korea says its nuclear program is for self-defense and has warned the United States of a nuclear attack in response to any aggression. It has also threatened to lay waste to South Korea and Japan.

The U.S. defense secretary said on Friday that North Korea’s recent statements were provocative but had proven to be hollow in the past and should not be trusted.

“We’ve all come to hear their words repeatedly; their word has not proven honest,” Mattis told a news conference in Tel Aviv, before the latest threat to the aircraft carrier.

Two Japanese warships, the Samidare and Ashigara, left western Japan on Friday to join the Carl Vinson and will “practice a variety of tactics” with the U.S. strike group, the Japan Maritime Self Defence Force said in a statement.

The Japanese force did not specify where the exercises were taking place, but the destroyers by Sunday could have reached an area 2,500 km (1,500 miles) south of Japan, which would be east of the Philippines.

From there, it could take three days to reach waters off the Korean peninsula. Japan’s ships would accompany the Carl Vinson north at least into the East China Sea, a source with knowledge of the plan said.

Japan’s show of naval force reflects growing concern that North Korea could strike it with nuclear or chemical warheads.

Some Japanese ruling party lawmakers are urging Abe to acquire strike weapons that could hit North Korean missile forces before any imminent attack.

Japan’s navy, which is mostly a destroyer fleet, is the second largest in Asia after China’s.

U.S. Navy strike group to move toward Korean peninsula

WASHINGTON (Reuters) – A U.S. Navy strike group will be moving toward the western Pacific Ocean near the Korean peninsula as a show of force, a U.S. official told Reuters on Saturday, as concerns grow about North Korea’s advancing weapons program.

Earlier this month North Korea tested a liquid-fueled Scud missile which only traveled a fraction of its range.

The strike group, called Carl Vinson, includes an aircraft carrier and will make its way from Singapore toward the Korean peninsula, according to the official, who was not authorized to speak to the media and requested anonymity.

“We feel the increased presence is necessary,” the official said, citing North Korea’s worrisome behavior.

The news was first reported by Reuters.

In a statement late Saturday, the U.S. Navy’s Third Fleet said the strike group had been directed to sail north, but it did not specify the destination. The military vessels will operate in the Western Pacific rather than making previously planned port visits to Australia, it added.

This year North Korean officials, including leader Kim Jong Un, have repeatedly indicated an intercontinental ballistic missile test or something similar could be coming, possibly as soon as April 15, the 105th birthday of North Korea’s founding president and celebrated annually as “the Day of the Sun.”

Earlier this week U.S. President Donald Trump and Chinese President Xi Jinping met in Florida, where Trump pressed his counterpart to do more to curb North Korea’s nuclear program.

Trump’s national security aides have completed a review of U.S. options to try to curb North Korea’s nuclear and missile programs. These include economic and military measures but lean more toward sanctions and increased pressure on Beijing to rein in its reclusive neighbor.

Although the option of pre-emptive military strikes on North Korea is not off the table, the review prioritizes less-risky steps and de-emphasizes direct military action.

Trump spoke with South Korea’s acting President Hwang Kyo-ahn on Friday, the White House said on Saturday in a statement which did not mention the strike group.

China military says aware of U.S. carrier in South China Sea

BEIJING (Reuters) – China’s defense ministry said on Thursday it was aware of the presence of a U.S. aircraft carrier strike group in the South China Sea and China respected freedom of navigation for all countries in the waters there.

The U.S. navy said the strike group, including the Nimitz-class aircraft carrier the USS Carl Vinson, began “routine operations” in the South China Sea on Saturday amid growing tension with China over control of the disputed waterway.

Defence ministry spokesman Ren Guoqiang said China had a “grasp” of the situation regarding the carrier group in the South China Sea.

“China hopes the U.S. earnestly respects the sovereignty and security concerns of countries in the region, and earnestly respects the efforts of countries in the region to maintain peace and stability in the South China Sea,” Ren told a regular monthly news briefing.

“Of course, we also respect freedom of navigation and overflight for all countries in the South China Sea in accordance with international law,” he added.

The situation in the South China Sea was generally stable, Ren said.

“We hope the actions of the U.S. side can contribute positive energy towards this good situation, and not the opposite.”

Good military relations between the two countries are in interests of both, and well as of the region and the world, and China hoped the United States could meet China half way, strengthen communication and avoid misjudgment, Ren said.

Friction between the United States and China over trade and territory under U.S. President Donald Trump have increased concern that the South China Sea could become a flashpoint.

China wrapped up its own naval exercises in the South China Sea late last week. War games involving its only aircraft carrier have unnerved neighbors with which it has long had rival claims in the waters.

China lays claim to almost all of the resource-rich South China Sea, through which about $5 trillion worth of trade passes each year.

Brunei, Malaysia, the Philippines, Taiwan and Vietnam also claim parts of the waters that have rich fishing grounds, along with oil and gas deposits.

Russian jets in ‘unsafe’ encounters with destroyer: U.S. official

WASHINGTON (Reuters) – Multiple Russian military aircraft came close to a U.S. Navy destroyer in the Black Sea on Feb. 10, incidents considered “unsafe and unprofessional,” a U.S. official said on Tuesday.

The Russian Defense Ministry said no such incidents had occurred.

“There were no incidents of any kind on Feb. 10, related to flights by Russian military jets in the Black Sea near the U.S. Navy destroyer Porter,” Russian news agencies cited a spokesman for the Russian Defense Ministry, Major-General Igor Konashenkov, as saying.

But Captain Danny Hernandez, a spokesman for U.S. European Command, cited three separate incidents involving Russian aircraft and the USS Porter. One involved two Russian Su-24 jets, another a separate Su-24, and the third a larger IL-38.

“USS Porter queried all aircraft and received no response,” Hernandez said. “Such incidents are concerning because they can result in accident or miscalculation,” he added.

The incidents involving the Su-24 were considered to be unsafe and unprofessional by the commanding officer of the Porter because of their high speed and low altitude, while the IL-38 flew at an unusually low altitude, Hernandez said.

Another U.S. official, speaking on condition of anonymity, said the lone Su-24 came within 200 yards (meters) of the Porter at an altitude of 300 feet (90 meters).

In April 2016 two Russian warplanes flew simulated attack passes near a U.S. guided missile destroyer in the Baltic Sea so close that they created wake in the water.

China warns U.S. against fresh naval patrols in South China Sea

BEIJING (Reuters) – China’s Foreign Ministry on Wednesday warned Washington against challenging its sovereignty, responding to reports the United States was planning fresh naval patrols in the disputed South China Sea.

On Sunday, the Navy Times reported that U.S. Navy and Pacific Command leaders were considering freedom of navigation patrols in the busy waterway by the San Diego-based Carl Vinson carrier strike group, citing unnamed defense officials.

Chinese Foreign Ministry spokesman Geng Shuang said tension in the South China Sea had stabilized due to the hard work between China and Southeast Asia countries, and urged foreign nations including the U.S. to respect this.

“We urge the U.S. not to take any actions that challenge China’s sovereignty and security,” Geng told a regular news briefing on Wednesday.

The United States last conducted a freedom of navigation operation in the area in October, when it sailed the guided-missile destroyer USS Decatur near the Paracel Islands and within waters claimed by China.

Dave Bennett, a spokesman for Carrier Strike Group One, said it did not discuss future operations of its units.

“The Carl Vinson Strike Group is on a regularly scheduled Western Pacific deployment as part of the U.S. Pacific Fleet-led initiative to extend the command and control functions of the U.S. 3rd Fleet,” he said.

“U.S. Navy aircraft carrier strike groups have patrolled the Indo-Asia-Pacific regularly and routinely for more than 70 years,” he said.

China to carry out more military drills in South China Sea

BEIJING (Reuters) – China will carry out military drills in the South China Sea all day on Thursday, the country’s maritime safety administration said on Wednesday, ordering all other shipping to stay away.

China routinely holds drills in the disputed waterway, and the latest exercises come less than a week after a U.S. navy destroyer sailed near the Paracel Islands, prompting a warning from Chinese warships to leave the area.

The maritime administration gave coordinates for an area south of the Chinese island province of Hainan and northwest of the Paracel Islands, which are also claimed by Vietnam and Taiwan, but controlled by China.

The brief statement gave no other details, apart from prohibiting other ships from entering the area.

China’s Defence Ministry did not immediately respond to a request for comment.

China has a runway on Woody Island, its largest presence on the Paracels, and has placed surface-to-air missiles there, according to U.S. officials.

Brunei, Malaysia, the Philippines, Taiwan and Vietnam all have rival claims in the South China Sea, but Beijing’s is the largest. It argues it can do what it wants on the islands it claims as they have been Chinese since ancient times.

Hurricane Matthew hammers Haiti and Cuba, bears down on U.S.

LES CAYES, Haiti/GUANTANAMO, Cuba (Reuters) – Hurricane Matthew, the fiercest Caribbean storm in almost a decade, hit Cuba and Haiti with winds of well over 100 miles-per-hour on Tuesday, pummeling towns, farmland and resorts and forcing hundreds of thousands of people to take cover.

Dubbed by the U.N. the worst humanitarian crisis to hit Haiti since a devastating 2010 earthquake, the Category Four hurricane unleashed torrential rain on the island of Hispaniola that Haiti shares with the Dominican Republic.

As it barreled towards the United States, the eye of the storm had moved off the northeastern coast of Cuba by Tuesday night, the Miami-based National Hurricane Center (NHC) said.

At least four people were killed in the Dominican Republic by collapsing walls and mudslides, as well as two in Haiti, where communications in the worst-hit areas were down, making it hard for authorities to assess the scale of the damage.

“Haiti is facing the largest humanitarian event witnessed since the earthquake six years ago,” said Mourad Wahba, the U.N. Secretary-General’s Deputy Special Representative for Haiti.

Over 200,000 people were killed in Haiti, the poorest nation in the Western Hemisphere, by the January 2010 earthquake.

Matthew was blowing sustained winds of 140 mph (230 kph) or more for much of Tuesday, though as night fell, the windspeed eased to about 130 mph, the NHC said.

Early reports suggested that Cuba had not been hit as hard as Haiti, where the situation was described as “catastrophic” in the port town of Les Cayes.

In the Cuban city of Guantanamo, streets emptied as people moved to shelters or inside their homes.

Matthew is likely to remain a powerful hurricane through at least Thursday night as it sweeps through the Bahamas towards Florida and the Atlantic coast of the southern United States, the NHC said. The storm is expected to be very near the east cost of Florida by Thursday evening, the center added.

The governor of South Carolina ordered the evacuation of more than 1 million people from Wednesday afternoon.

With communications out across most of Haiti and a key bridge impassable because of a swollen river, there was no immediate word on the full extent of potential casualties and damage from the storm in the poorest country in the Americas.

But Pentagon spokesman Peter Cook told reporters in Washington the U.S. Navy was considering sending an aircraft carrier and other ships to the region to aid relief efforts.

The United States has already offered Haiti the use of some helicopters, said Haitian Interior Minister Francois Anick Joseph, who added that damage to housing and crops in the country was apparently extensive.

Twice destroyed by hurricanes in the 18th century, Les Cayes was hit hard by Matthew.

“The situation in Les Cayes is catastrophic, the city is flooded, you have trees lying in different places and you can barely move around. The wind has damaged many houses,” said Deputy Mayor Marie Claudette Regis Delerme, who fled a house in the town of about 70,000 when the wind ripped the roof off.

One man died as the storm crashed through his home in the nearby beach town of Port Salut, Haiti’s civil protection service said. He had been too sick to leave for a shelter, officials said. The body of a second man who went missing at sea was also recovered, the government said. Another fisherman was killed in heavy seas over the weekend as the storm approached.

STARTING FROM SCRATCH

As much as 3 feet (1 meter) of rain was forecast to fall over hills in Haiti that are largely deforested and prone to flash floods and mudslides, threatening villages as well as shantytowns in the capital Port-au-Prince.

The hurricane has hit Haiti at a time when tens of thousands of people are still living in flimsy tents and makeshift dwellings because of the 2010 earthquake.

“Farms have been hit really hard. Things like plantains, beans, rice – they’re all gone,” said Hervil Cherubin, country director in Haiti for Heifer International, a nonprofit organization that is working with 30,000 farming families across Haiti. “Most of the people are going to have to start all over again. Whatever they accumulated the last few years has been all washed out.”

Matthew was churning around 20 miles (32 km) northwest of the eastern tip of Cuba at 11 p.m. EDT (0300 GMT). It was moving north at about 8 miles per hour (13 kph), the NHC said.

Cuba’s Communist government traditionally puts extensive efforts into saving lives and property in the face of storms, and authorities have spent days organizing teams of volunteers to move residents to safety and secure property.

The storm thrashed the tourist town of Baracoa in the province of Guantanamo, passing close to the disputed U.S. Naval base and military prison.

The U.S. Navy ordered the evacuation of 700 spouses and children along with 65 pets of service personnel as the storm approached. U.S. President Barack Obama had earlier canceled a trip to Florida scheduled for Wednesday because of the potential impact of the storm, the White House said.

A hurricane watch was in effect for Florida from an area just north of Miami Beach to the Volusia-Brevard county line, near Cape Canaveral, which the storm could reach on Thursday, the hurricane center said.

Tropical storm or hurricane conditions could affect parts of Georgia, South Carolina, and North Carolina later this week, even if the center of Matthew remained offshore, the NHC said.

Governor Rick Scott declared a state of emergency for Florida on Monday, designating resources for evacuations and shelters and putting the National Guard on standby.
