Vatican’s St. Peter’s Square gets 720-ton sand nativity scene

VATICAN CITY (Reuters) – The traditional nativity scene in St. Peter’s Square won’t be so traditional this year. For the first time, it is made of sand – 720 tons of it.

For the past two weeks, Rich Varano, a professional sand artist, has been guiding three sculptors from the Netherlands, Russia and the Czech Republic, to craft the work, which measures about 5.5 meters high by 16 meters wide (18 feet high by 52 feet wide).

Varano, 60, the artistic director of the massive work, doesn’t mind if you call him “Mr. Sandman”. Sand is his life and love. The American from Florida divides his time between the United States and Italy.

“It’s very special to be making one here in a place with so much history, so much culture, so much art and in the shadow of such masters,” he told Reuters on Thursday as his team worked quietly to finish ahead of Friday’s unveiling to the public.

“It is an incredibly humbling experience to be here,” he said.

Heavy trucks brought the sand, of a type particularly suited for sculpting, from the northern Italian seaside city of Jesolo, near Venice, in mid-November.

It was compacted into a large rectangle and the artists started sculpting away from the top down with tools including sticks, trowels, and even dental utensils for the finer parts.

“What separates us professionals and the average person playing on the beach is that we understand how to make sand stick together well,” the white-bearded Varano said, wearing a yellow hard hat.

The scene consists of Joseph, Mary, the infant Jesus, angels, shepherds, animals and the three wise men, kings the Bible says followed a star in the east that led them to Bethlehem.

Varano said beach sand is not suitable, partly because it is not very compactable. The sand is taken from more inland areas and is similar to river sand.

A large overhead canopy will protect the scene from any heavy rain and plastic curtains will be lowered in case of storms or strong winds before it is dismantled in January.

“It’s an ephemeral art in the sense that it is not intended to last forever,” he said, “even though we could make it last indefinitely if we wanted to”.

Varano said he expected some criticism from conservatives who think nativity scenes should be made up of traditional statues.

“I would not be surprised if there were some people who had concerns, but there are so many more who will enjoy it and that makes me happy,” he said.

Once the Christmas season is over, it will be returned there and used for other sand sculptures.

Parts of ravaged Paradise open for first time since California wildfire

PARADISE, Calif. (Reuters) – Thousands of Paradise residents who fled a monster blaze a month ago were allowed on Wednesday to return to some neighborhoods in the Northern California city nearly obliterated by one of the deadliest wildfires in U.S. history.

Tim Moniz, a rice farmer, and welder in his 50s, personally surveyed the remains of his Paradise property for the first time since the fire, confirming his suspicions that his house was gone. He and his wife only recently paid off the mortgage.

“It seems unfair that some houses make it and yours don’t,” Moniz said. “I just had to get back up and see it and try to salvage something.”

Paradise residents who return to their ravaged homes will face a daunting task to resume normal life, with some likely to encounter months or even years of work to obtain compensation for their losses and rebuild.

Authorities hurriedly evacuated some 50,000 people in Paradise and neighboring towns when the Camp Fire erupted on Nov. 8. The fire killed at least 85 people with nearly a dozen still unaccounted for. It also destroyed nearly 14,000 homes in the wooded, foothill communities.

Evacuation orders were previously lifted in areas outside Paradise, but Wednesday marked the first day officials opened parts of the city itself in the midst of the fire’s scorched wasteland of 153,000 acres (61,900 hectares).

REBUILDING A RESHAPED TOWN

Moniz said he is among those planning to rebuild, rather than move away.

But the fire’s devastation will reshape the town and – at least initially – lower its population, Paradise Mayor Jody Jones said by telephone.

“All my friends who are in their 80s, they’re just not going to go through this process of rebuilding,” Jones said, adding she believes three-quarters of Paradise residents will rebuild.

Some residents may be able to salvage jewelry or even stuff such as intact tool boxes from the rubble of their houses, said Jones, who lost her own home in the fire.

Some residents rumbled back into town in recreational vehicles, apparently planning to spend the night, Paradise Police Chief Eric Reinbold said by phone.

Authorities said they will let some residents stay overnight on their properties, but advise against it because electricity, gas and other services were not available.

Paradise’s skyline is dotted with 30 large cranes that crews are using to remove debris, said city spokesman Matt Gates.

Health and safety specialists are sweeping through Paradise to remove batteries, propane tanks, household chemicals and other environmental hazards in the aftermath of the fire, Gates said. Residents entering the re-opened areas of town were offered gear to protect themselves from hazardous materials, Reinbold said.

Full removal of debris could take nine months, Jones said.

TOKYO/WASHINGTON (Reuters) – Five U.S. Marines were missing after two Marine Corps aircraft collided in mid-air and crashed into the sea off the coast of Japan during an air-to-air refueling exercise on Thursday, Japanese and American officials said.

Japan’s defense ministry said its maritime forces had so far found two of the seven Marines who were aboard the aircraft – an F/A-18 Hornet fighter jet and a KC-130 Hercules – at the time of the incident.

One was in a stable condition at Marine Corps Air Station Iwakuni, while the second had been found about 10 hours after the collision and brought aboard a Japanese military vessel, the ministry said. No other details about the second Marine were known, a ministry spokesman said.

Search-and-rescue efforts for the remaining five continued, Japan’s highest-ranking military officer said.

“We plan to keep at it all through the night,” Katsutoshi Kawano, chief of the Japanese Self-Defence Forces’ Joint Staff, told a news conference.

The incident adds to a growing list of U.S. military aviation accidents around the world in recent years, prompting hearings in Congress to address the rise.

The Military Times reported earlier this year that aviation accidents jumped nearly 40 percent from fiscal years 2013 to 2017. At least 133 service members were killed in those incidents, it said.

Congressional leaders have called the rash of accidents a “crisis” and blamed it on continuous combat operations, deferred modernization, lack of training and aging equipment.

U.S. military accidents are a sensitive topic in Japan, particularly for residents of the southern prefecture of Okinawa, which is home to the bulk of the U.S. presence in the country. A series of emergency landings and parts falling from U.S. military aircraft have highlighted safety concerns.

People in a Tokyo hospital waiting room fell silent as news of the crash came on television, with one woman whispering to another, “This is so scary.”

“The incident is regrettable, but our focus at the moment is on search and rescue,” Japanese Defence Minister Takeshi Iwaya told a news conference. “Japan will respond appropriately once the details of the incident are uncovered.”

U.S. Ambassador William Hagerty thanked Japan’s military for their search-and-rescue efforts and confirmed the incident occurred during a refueling exercise.

“My heart goes out to the families and colleagues of Marines involved in this tragedy,” Hagerty said at an event at Waseda University in Tokyo.

“They risk their lives every day to protect Japan and to protect this region and sometimes they pay the greatest costs. So I want to emphasize this security alliance that we have is critical and it is moving forward to the right direction,” he said.

The Marine Corps said in a statement the incident occurred around 2 a.m. local time in Japan (1700 GMT Wednesday) about 320 km (200 miles) off the Japanese coast.

The two aircraft had launched from Marine Corps Air Station Iwakuni and were conducting regular training when the incident occurred, it said.

Houston mourns former U.S. President George H.W. Bush

HOUSTON (Reuters) – Former U.S. President George H.W. Bush will be mourned on Thursday at the Houston church where he worshipped for many years, a final public farewell before his remains are taken to their resting place at his Texas presidential library.

Bush, the 41st U.S. president, died last week in Texas aged 94. His remains were flown to Texas on Wednesday evening after a formal state funeral at Washington’s National Cathedral.

The casket was accompanied by members of his family, and taken by motorcade to St. Martin’s Episcopal Church.

The church remained open through the night so mourners, who began lining up on Wednesday morning, could pay their final respects.

Country music star Reba McEntire was due to be among the musical performers at the service, which was scheduled to start at 10 a.m. CT (1600 GMT).

Following the funeral at St. Martin’s, where Bush and his late wife, Barbara Bush, were long-time worshippers, a train will carry his remains about 80 miles (130 km) northwest to College Station, Texas, where he will be laid to rest at his presidential library.

The train is a Union Pacific Corp locomotive, numbered 4141 and bearing the name “George Bush 41” on the side that has been in service since 2005.

Bush, who narrowly escaped death as a naval aviator who was shot down by Japanese forces over the Pacific Ocean in World War Two, will be buried with military honors, including a flyover by 21 aircraft from the U.S. Navy.

Bush was president from 1989 to 1993, navigating the collapse of the Soviet Union and expelling former Iraqi President Saddam Hussein’s forces from oil-rich Kuwait.

He supported the passage of the American with Disabilities Act, a major civil rights law protecting disabled people from discrimination.

A patrician figure, Bush was voted out of office in part for failing to connect with ordinary Americans during an economic recession. He has also been criticized for supporting tough drug laws that led to the disproportionate incarceration of black people, as well as what activists call an insufficient response to the AIDS epidemic when he was in power during some of its deadliest years.

But many tributes in recent days have focused on the former Republican president as a man of integrity and kindness who represented an earlier era of civility in American politics. That image has been burnished in recent years by the divisiveness and anger in the United States that accompanied the rise of President Donald Trump.

Macron administration warns of ‘great violence’ in Paris from hard core ‘yellow vests’

PARIS (Reuters) – French authorities warned another wave of “great violence” and rioting could be unleashed in Paris this weekend by a hardcore of ‘yellow vest’ protesters, as senior ministers sought to defuse public anger with conciliatory languages on taxes.

Despite capitulating this week over plans for higher fuel taxes that inspired the nationwide revolt, President Emmanuel Macron has struggled to quell the anger that led to the worst street unrest in central Paris since 1968.

Rioters torched cars, vandalized cafes, looted shops and sprayed anti-Macron graffiti across some of Paris’s most affluent districts, even defacing the Arc de Triomphe. Scores of people were hurt and hundreds arrested in battles with police.

An official in Macron’s office said intelligence suggested that some protesters would come to the capital this Saturday “to vandalize and to kill.”

Prime Minister Edouard Philippe said 65,000 security personnel would be deployed across the country on that day to keep the peace.

In a bid to defuse the three-week crisis, Philippe had told parliament late on Wednesday that he was scrapping the fuel-tax increases planned for 2019, having announced a six-month suspension the day before.

Finance Minister Bruno Le Maire told a conference he was prepared to bring forward tax-cutting plans and that he wanted workers’ bonuses to be tax-free.

But he added: “In this case, it must go hand-in-hand with a decrease in spending.”

He also said France would impose a tax on big internet firms in 2019 if there was no consensus on a European Union-wide levy, seeking to appeal to the “yellow vests'” anti-business sentiment.

SOCCER MATCHES CANCELED

The threat of more violence poses a security nightmare for the authorities, who make a distinction between peaceful ‘yellow vest’ protesters and violent groups, anarchists and looters from the deprived suburbs who they say have infiltrated the movement.

On Facebook groups and across social media, the yellow vests are calling for an “Act IV”, a reference to what would be a fourth weekend of disorder.

“France is fed up!! We will be there in bigger numbers, stronger, standing up for French people. Meet in Paris on Dec. 8,” read one group’s banner.

Education Minister Jean-Michel Blanquer urged people to stay at home during the coming weekend. Security sources said the government was considering using troops currently deployed on anti-terrorism patrols to protect public buildings.

Several top-league soccer matches on Saturday have been canceled and the Louvre museum said it and others were awaiting word from Paris officials on whether to close their doors.

The protests, named after the fluorescent jackets French motorists are required to keep in their cars, erupted in November over the squeeze on household budgets caused by fuel taxes. Demonstrations swiftly grew into a broad, sometimes-violent rebellion against Macron, with no formal leader.

Their demands are diverse and include lower taxes, higher salaries and Macron’s resignation.

France’s hard-left CGT trade union on Thursday called on its energy industry workers to walk out for a 48 hours from Dec. 13, saying it wanted to join forces with the yellow vests. The movement, with no formal leader, has so far not associated itself with any political party or trade union.

STREET POLITICS

The fuel-tax volte-face was the first major U-turn of Macron’s 18-month presidency.

The unrest has exposed the deep-seated resentment among non-city dwellers that Macron is out-of-touch with the hard-pressed middle class and blue-collar laborers. They see the 40-year-old former investment banker as closer to big business.

Trouble is also brewing elsewhere for Macron. Teenage students on Thursday blocked access to more than 200 high schools across the country, burning garbage bins and setting alight a car in the western city of Nantes.

Meanwhile, farmers who have long complained that retailers are squeezing their margins and are furious over a delay to the planned rise in minimum food prices, and truckers are threatening to strike from Sunday.

Le Maire said France was no longer spared from the wave of populism that has swept across Europe.

“It’s only that in France, it’s not manifesting itself at the ballot box, but in the streets.”

Amid an unusual bipartisan spirit at the service at the Washington National Cathedral, both Republican and Democratic politicians honored a president who called for a “kinder, gentler” nation.

Bush, the 41st U.S. president, died last week in Texas aged 94. He occupied the White House from 1989 to 1993, navigating the collapse of the Soviet Union and expelling former Iraqi President Saddam Hussein’s forces from oil-rich Kuwait.

“George H.W. Bush was America’s last great soldier-statesman,” Jon Meacham, a presidential biographer, said in a eulogy. “He stood in the breach in the Cold War against totalitarianism. He stood in the breach in Washington against unthinking partisanship,” he said.

At a ceremony full of pomp but also peppered with laughter, the capital’s current political feuds were briefly set aside in honor of the late president, a naval aviator who survived being shot down by Japanese forces over the Pacific Ocean in World War Two, and a former head of the CIA during the Cold War.

Former President George W. Bush said his father “valued character over pedigree, and he was no cynic. He’d look for the good in each person, and he usually found it.”

“The best father a son or daughter could ever have,” the former president said in his eulogy, his voice cracking with emotion as he spoke near his father’s flag-draped coffin.

TEARS AND MEMORIES

Taking his seat at the cathedral, Trump shook hands with his predecessor, former President Barack Obama, who he has often sharply criticized.

Democratic former Secretary of State Hillary Clinton, Trump’s 2016 election opponent, and her husband former President Bill Clinton shared the front pew with Trump, Obama, and their spouses.

Trump, like Bush a Republican, infuriated the late president by attacking his sons, George W. Bush and Jeb Bush, a rival in the 2016 Republican primary campaign.

Trump sat mostly motionless next to first lady Melania Trump throughout much of the service.

He had tweeted earlier that he was “Looking forward to being with the Bush family. This is not a funeral, this is a day of celebration for a great man who has led a long and distinguished life. He will be missed!”

Bush did not endorse Trump in the 2016 presidential election. He did not publicly say who he voted for but a source told CNN at the time that he had voted for Hillary Clinton.

Bush, who was ailing in recent years, did send Trump a letter in January 2017 saying he would not be able to attend his inauguration because of health concerns but wishing him the best.

All surviving former U.S. presidents were at the cathedral. During one of the eulogies, Bill Clinton wiped away tears and former first lady Michelle Obama leaned over to pat him on the arm.

‘RESOLUTE AND BRAVE’

Canadian former Prime Minister Brian Mulroney lauded Bush’s role in handling the end of the Cold War and helping the delicate reunification of Germany.

Bush put together a U.S.-led international coalition that ousted invading Iraqi forces from Kuwait in 1991 and was president when the Berlin Wall fell in 1989.

“When George Bush was president of the United States of America, every single head of government in the world knew that they were dealing with a gentleman, a genuine leader, one who was distinguished, resolute and brave,” he said.

The guest list included Britain’s Prince Charles and leaders from Germany, Jordan, Australia and Poland, along with a host of former world leaders, such as former British Prime Minister John Major, who was in office during Bush’s term.

Trump closed the federal government on Wednesday to mark a day of mourning for Bush, and several U.S. financial exchanges were closed.

During his presidency, Bush was dogged by domestic problems, including a sluggish economy, and he faced criticism for not doing enough to stem the tens of thousands of deaths from the AIDS virus ravaging America.

When he ran for re-election in 1992, he was pilloried by Democrats and many Republicans for violating a famous 1988 campaign promise: “Read my lips, no new taxes.” His opponent Bill Clinton coasted to victory.

An ad from the 1988 campaign also came back to haunt Bush and tarnish his reputation as a fair player.

A political group close to the Bush campaign was accused of racism after releasing an ad about African-American prisoner Willie Horton who raped a white woman after being released on furlough. The ad suggested that Bush’s Democratic presidential opponent Michael Dukakis had been weak on crime while governor of Massachusetts.

Bush is to be buried on Thursday at his Presidential Library and Museum in College Station, Texas.

Before Wednesday’s service, his body lay in state since Monday evening in the Capitol Rotunda in Washington.

Thousands of people filed past to pay their respects, some getting a chance to see Sully, a service dog who was Bush’s friendly companion. Sully became an internet sensation after being photographed lying next to his late master’s coffin.

Mexico suggests work visas for Central Americans, wants U.S. to do same

MEXICO CITY (Reuters) – Mexican President Andres Manuel Lopez Obrador proposed on Wednesday offering more work visas for Central Americans and said the United States should do the same, part of a negotiation aimed at stemming the northward flow of migrants.

Lopez Obrador, who took office on Saturday, said he would discuss immigration with U.S. President Donald Trump in coming days, including increasing investment in southern Mexico and Central America.

“We are proposing investment in productive projects and in job creation, and not only that, also work visas for Mexico and for the United States,” he told a news conference, saying he would give more details “soon.”

Mexico and the United States have been in talks about how to manage the large groups moving through Mexico in caravans, with Lopez Obrador pushing for investment to address the poverty and crime that drive thousands of people every year from Honduras, El Salvador and Guatemala.

Lopez Obrador, soon after being elected in July, sent a letter to Trump suggesting they work together to address the root causes of immigration.

“It is very important to us that we reach an investment agreement between companies and governments, to create jobs in Central America and our country,” he said.

Lopez Obrador plans major infrastructure projects in the impoverished south of Mexico including his home state of Tabasco. He says those plans, including a refinery and two railways will provide jobs to Mexicans and Central Americans.

He did not reply when asked if his government was considering a U.S. proposal to return Central American asylum seekers to Mexican territory while U.S. courts processed their cases, saying only that their rights would be respected.

The arrival of several thousand Central Americans in Mexico’s border city of Tijuana about a month ago prompted Trump to mobilize the U.S. Army to beef up border security, while restricting the number of asylum applications accepted per day.

While overall illegal immigration across the U.S.-Mexico border is much lower than it was 20 years ago, there are more Central Americans, families and asylum seekers than in the past.

Some migrants clambered over a tall fence to cross into the United States from Tijuana on Tuesday, hoping to speed their asylum applications by turning themselves over to U.S. Border Patrol officials.

SEOUL (Reuters) – When Seoul was preparing to open a liaison office in the North Korean city of Kaesong this summer after a decade of virtually no contact with its longtime enemy, South Korean officials had heated debates over whether they should seek approval from Washington.

Some top aides to President Moon Jae-in stressed it was an issue for the two Koreas alone and there was no need to involve their U.S. ally, two people with knowledge of the situation told Reuters.

But to the surprise of several officials at the meeting, Unification Minister Cho Myoung-gyon argued Washington must be consulted because Seoul’s plans might run afoul of sanctions imposed on North Korea over its nuclear weapons program.

Two dozen countries including the Britain, Germany and Sweden already have embassies in Pyongyang, and other officials saw the proposed liaison office as a far lower-level of contact with the North.

And they certainly did not expect Cho to be a leading advocate of strict enforcement of sanctions. Cho was Moon’s personal choice to head the ministry, whose prime mission is to foster reconciliation, cooperation and eventual reunification with the North.

Cho, whose 30-year public service history has been inextricably linked to reunification, was even sacked from the ministry in 2008 over his “dovish” stance toward Pyongyang.

At the suggestion of Cho and senior diplomats, Seoul ultimately sought U.S. consent before opening the office in September, one of the sources said.

All the sources spoke to condition of anonymity due to sensitivity of the matter.

Cho declined to comment for this article, but a senior official at the Unification Ministry said it was aware of criticisms of Cho.

“Inter-Korean ties are unique in their nature, but it’s been difficult, and there’s North Korea’s duplicity. It’s a dilemma we face or our fate,” the official said, asking not to be named because of the sensitivity of the issue.

 

CHIEF NEGOTIATOR, OR ROADBLOCK?

The previously unreported debate among Moon’s top officials illustrates a growing divide within South Korea over how to progress relations with the North while keeping Washington on the side.

Some corners of the administration argue Seoul can’t afford to be seen veering from the U.S.-led sanctions and pressure campaign until Pyongyang gives up its nuclear weapons program, while others feel closer inter-Korean ties can help expedite the stalled diplomatic process, several officials close to the situation say.

“If the internal rift leads to moving too quickly with the North without sufficient U.S. consultations, it could pose a setback to not only the nuclear talks but also the alliance and inter-Korean relations,” said Shin Beom-chul, a senior fellow at the Asan Institute for Policy Studies in Seoul.

After the inter-Korean thaw gave way to reconciliation efforts between North Korean leader Kim Jong Un and U.S. President Donald Trump earlier this year, Trump asked Moon to be “chief negotiator” between the two.

That task has become increasingly difficult as Washington and Pyongyang blame each other for the faltering nuclear talks.

U.S. officials insist punishing sanctions must remain until North Korea completely denuclearises. North Korea says it has already made concessions by dismantling key facilities and Washington must reciprocate by easing sanctions and declaring an end to the 1950-53 Korean War.

“Unlike other advisers, Minister Cho has balanced his staunch desire for peace with an understanding of the importance of retaining a strong South Korea-U.S. alignment,” said Patrick Cronin of the Centre for a New American Security, an Asia expert in close touch with both U.S. and South Korean officials.

“Some alliance discord is inevitable and not worrisome. What would be worrisome would be a clear rupture in South Korea-U.S. approaches for managing North Korea.”

The presidential Blue House declined to comment, but Moon told reporters on Monday the view that there was discord between South Korea and the United States was “groundless” because there is no difference in the two countries’ positions on the North’s denuclearization.

SLOW PROGRESS, MOUNTING FRUSTRATION

A third source familiar with the presidential office’s thinking said there was mounting frustration with Cho within the Blue House and even inside the Unification Ministry amid concerns he worried too much about U.S. views.

“What the president would want from him as the unification minister is to come up with bold ideas to make his pet initiatives happen,” the source said.

During three summits this year, Moon and Kim agreed to re-link railways and roads, and when conditions are met, restart the joint factory park in Kaesong and tours to the North’s Mount Kumgang resort that have been suspended for years.

None of those plans have made much headway, either because sanctions ban them outright, or as in the case of Kaesong, Seoul took time to convince skeptical U.S. officials that cross-border projects wouldn’t undermine sanctions.

North Korea itself has been an unpredictable partner. Discussions through the Kaesong office have been few and far between, with Pyongyang’s negotiators often failing to show up for scheduled weekly meetings without notice, Unification Ministry officials say.

Even so, the Kaesong move has caused tensions with Washington.

U.S. officials told Seoul that South Korea’s explanations on the Kaesong office were not “satisfactory,” the South’s Foreign Minister Kang Kyung-wha told a parliamentary hearing in August.

Washington was also caught off guard when a group of businessmen who used to operate factories in the now-closed Kaesong industrial park were invited for the opening ceremony of the office, a diplomatic source in Seoul said.

The allies launched a working group last month led by their nuclear envoys to coordinate North Korean policy. It was borne out of U.S. desire to “keep inter-Korean relations in check,” the source said.

Asked about the Kaesong office, a U.S. State Department official said: “We expect all member states to fully implement U.N. sanctions, including sectoral goods banned under UN Security Council resolution, and expect all nations to take their responsibilities seriously to help end (North Korea’s) illegal nuclear and missile programs.”

Another State official said the United States endorsed April’s inter-Korean summit agreement during its own summit with North Korea “because progress on inter-Korean relations must happen in lockstep with progress on denuclearization.”

Last month, Secretary of State Mike Pompeo met Cho in Washington, bluntly warning him that inter-Korean cooperation and progress on nuclear negotiations should “remain aligned.”

ROCK AND A HARD PLACE

Even as he faced pressure from Washington to hold a tough line, Cho was being criticized for dragging his feet on reconciliation.

In May, the North called off planned talks with the South led by Cho in protest against U.S.-South Korean air combat exercises. When the meeting eventually took place, Cho’s counterpart, Ri Son Gwon, openly blamed Cho for having caused a “grave situation” that resulted in the cancellation of the talks.

At the Kaesong office opening, factory owners pressed Cho to reopen the complex and said they were dismayed at the Unification Ministry for repeatedly rejecting requests to visit the border city to check on equipment and facilities idled since the 2016 shutdown.

“We’ve expressed, directly and indirectly, our complaint that the minister may be too lukewarm about our requests, even though allowing the trip has nothing to do with sanctions,” said Shin Han-yong, who chairs a group of businessmen with plants in Kaesong.

Cho recently told the parliament the delays are due to scheduling issues with the North, adding the ministry “needs more time to explain the overall circumstances” to the international community.

Shin, the expert at Asan, warned any move to undermine sanctions may expose South Korean companies to risks of punishment.

After Moon and Kim’s summit in Pyongyang in September, a senior U.S. Treasury official called compliance officers at seven South Korean banks to warn them that resuming financial cooperation with North Korea “does not align with U.S. policies” and the banks must comply with U.N. and U.S. financial sanctions, according to a South Korean regulatory document.

“Realistically we have no option but to consider U.S. positions, as the top priority is the North’s denuclearization and the United States has the biggest leverage on that,” said Kim Hyung-suk, who served as vice unification minister until last year.

“Without progress on the nuclear issues, there would be constraints at some point in sustaining inter-Korean ties. And Minister Cho knows that.”

Trump panel wants to give USPS right to hike prices for Amazon, others

WASHINGTON (Reuters) – The United States Postal Service should have more flexibility to raise rates for packages, according to recommendations from a task force set up by President Donald Trump, a move that could hurt profits of Amazon.com Inc and other large online retailers.

The task force was announced in April to find ways to stem financial losses by the service, an independent agency within the federal government. Its creation followed criticism by Trump that the Postal Office provided too much service to Amazon for too little money.

The Postal Service lost almost $4 billion in fiscal 2018, which ended on Sept. 30, even as package deliveries rose.

It has been losing money for more than a decade, the task force said, partially because the loss of revenue from letters, bills and other ordinary mail in an increasingly digital economy have not been offset by increased revenue from an explosion in deliveries from online shopping.

The president has repeatedly attacked Amazon for treating the Postal Service as its “delivery boy” by paying less than it should for deliveries and contributing to the service’s $65 billion loss since the global financial crisis of 2007 to 2009, without presenting evidence.

Amazon’s founder Jeff Bezos also owns the Washington Post, a newspaper whose critical coverage of the president has repeatedly drawn Trump’s ire.

The rates the Postal Service charges Amazon and other bulk customers are not made public.

“None of our findings or recommendations relate to any one company,” a senior administration official said on Tuesday.

Amazon shares closed down 5.8 percent at $1,669.94, while eBay fell 3.1 percent to $29.26, amid a broad stock market selloff on Tuesday.

The Package Coalition, which includes Amazon and other online and catalog shippers, warned against any move to raise prices to deliver their packages.

“The Package Coalition is concerned that, by raising prices and depriving Americans of affordable delivery services, the Postal Task Force’s package delivery recommendations would harm consumers, large and small businesses, and especially rural communities,” the group said in an emailed statement.

Most of the recommendations made by the task force, including possible price hikes, can be implemented by the agency. Changes, such as to the frequency of mail delivery, would require legislation.

The task force recommended that the Postal Service have the authority to charge market-based rates for anything that is not deemed an essential service, like delivery of prescription drugs.

BAD NEWS FOR AMAZON

“Although the USPS does have pricing flexibility within its package delivery segment, packages have not been priced with profitability in mind. The USPS should have the authority to charge market-based prices for both mail and package items that are not deemed ‘essential services,'” the task force said in its summary.

That would be bad news for Amazon and other online sellers that ship billions of packages a year to customers.

“If they go to market pricing, there will definitely be a negative impact on Amazon’s business,” said Marc Wulfraat, president of logistics consultancy MWPVL International Inc.

If prices jumped 10 percent, that would increase annual costs for Amazon by at least $1 billion, he said.

The task force also recommended that the Postal Service address rising labor costs.

The Postal Service should also restructure $43 billion in pre-funding payments that it owes the Postal Service Retiree Health Benefits Fund, the task force said.

Cowen & Co, in a May report, said the Postal Service and Amazon were “co-dependent,” but that Amazon went elsewhere for most packages that needed to arrive quickly.

Cowen estimated that the Postal Service delivered about 59 percent of Amazon’s U.S. packages in 2017, and package delivery could account for 50 percent of postal service revenue by 2023.

The American Postal Workers Union warned against any effort to cut services. “Recommendations would slow down service, reduce delivery days and privatize large portions of the public Postal Service. Most of the report’s recommendations, if implemented, would hurt business and individuals alike,” the union said in a statement.

Amazon, FedEx Corp and United Parcel Service Inc did not return requests for comment.

Caught in Russia-Ukraine storm: a cargo ship and tonnes of grain

BERDYANSK, Ukraine (Reuters) – When the Island Bay cargo ship arrived from Beirut at the Kerch Strait, gateway to the Azov Sea, it sailed into a perfect storm of geopolitics and bad weather.

The following day, Russia opened fire on three Ukrainian naval ships, impounded them and detained their sailors, some of them wounded. It then blocked the strait by putting a tanker underneath a new bridge it has built linking the Russian mainland to the Crimean peninsula it annexed from Ukraine in 2014.

While the world digested the implications of the Nov. 25 incident, the most explosive clash in recent years, Russia said it had reopened the channel to the Azov Sea, which is shared by Russia and Ukraine.

But Island Bay remained at anchor outside the strait, lashed by gale force winds and sleet, its hull icing over while cargo ships amassed on either side.

On Monday, a week on, the captain reported seeing 20 vessels awaiting clearance to cross. Refinitiv data that day also showed 20 Ukraine-bound vessels held up at the strait since Nov. 25, with two others allowed through.

Meanwhile, Island Bay’s cargo of 5,500 tonnes of wheat, destined for flour mills in Libya, waited in the Ukrainian port of Berdyansk.

The saga of the ship is a window on the leverage Moscow has over Ukraine’s Azov seaboard, affecting dock workers, port operators, brokers and farmers who depend on the route.

Russia, whose coast guards began inspecting traffic in the Kerch Strait eight months ago, blamed inclement weather for the delay. But on Sunday, when the skies cleared, just a handful of ships passed through; by Monday evening, the Island Bay’s captain’s frustration was beginning to show.

“It is acceptable weather for transit. Coast guards have own opinion,” his log, seen by Reuters, said. That day, he reported seeing just two ships cross into the Azov Sea.

Ukraine says the hiatus is one of many since the Russian spot-checks began in May, when Russia opened the Kerch bridge, interrupting exports of grain and steel and imports of coal. Moscow denies any disruption.

THE STEVEDORES

In Berdyansk’s port, where icy winds had recently ripped off the roof of a nearby shed, staff of stevedore company Ascet Shipping were reading the daily reports from the Island Bay with growing concern.

Ascet loads almost a million tonnes of Ukrainian grain a year onto cargo ships in Berdyansk and was waiting to load the Island Bay; its size means each day of waiting time costs around $2,000-$2,500, Ascet’s chief executive, Denis Rusin, said.

This has made Berdyansk an unpopular port in recent months.

“Ship owners do not want to go to Berdyansk,” said Rusin, whose clients include U.S. firm Cargill [CARG.UL], one of the world’s largest dry bulk and tank shipping companies. “Buyers are refusing to bet on passage.”

Since Russia and Ukraine clashed in the strait, Ukraine has introduced martial law in 10 regions, including the Azov Sea coast – highlighting the risks of doing business with Berdyansk.

“For us this was the worst week in recent years,” Rusin said. “Clients have stopped considering the possibility of signing contracts for delivery in January, let alone February or spring,” he said.

THE PORT

Some Ukrainian politicians have accused Moscow of trying to strangle Ukraine’s Azov Sea ports in preparation for an invasion from the east, following on from Crimea’s annexation and the subsequent breakaway of Russian-speaking eastern Ukraine.

Moscow says that idea is a fantasy dreamt up by Ukraine’s pro-Western leaders ahead of elections next year. It says it has the right to patrol the strait.

But Berdyansk’s businesses say the patrols target ships bound for Ukraine, causing damaging delays.

The recent escalation in tensions has not affected ships coming to pick up grain from the Russian side of the Azov Sea, according to Sergei Filipov, director of trading firm QAM7 Dubai, which has operations there. He said inspections have delayed travel by the usual two or three days.

On its eleventh day at anchor in Kerch Strait, with skies finally clear, Island Bay reported to Berdyansk: “We called everywhere to make guards (come and) inspect the vessel, but their intentions cannot be explained.”

The situation has sent Rusin racing to further revise down his business forecasts.

Climbing out onto the windswept roof of his office on Friday, he pointed to a single truck of grain where multiple trucks used to line up along the dock.

“We had expected to load around 150,000 tonnes over the next three months… Maybe 200,000,” he said. Now the company is preparing for anything between 50,000 tonnes and no business at all, he said.

“This was a change of plan that happened this week.”

The Azov Sea grain supply chain makes up just 2 to 3 percent of Ukraine’s agricultural exports, deputy central bank chief Dmitry Sologub said. But for the southeastern Zaporozhye region, home to 1.8 million people, it is critical.

At the government Port Authority in Berdyansk, officials said they feared for the port’s future as clients look to other locations with direct access to the Black Sea.

“Of course we would prefer (to use other ports),” said Erdem Sekreter, fleet manager at Turkey’s Bayraktar shipping group, which has two ships waiting to cross the Kerch Strait to reach the Ukrainian coast.

“It is getting more expensive for ship-owners to go to the Azov Sea – the Ukrainian side of course,” he added. “We are paying out of our pocket now.”

FARMERS AND TRADERS

Bison Group owns 40,000 hectares of arable land in Zaporozhye region and exports much of its harvest via Berdyansk.

With ship-owners raising freight charges to factor in the new risks in the Azov Sea, the costs will be passed down to grain producers, Bison deputy director Igor Serov said. “It hits agricultural producers really hard.”

Prices will have to go down by at least $10 per tonne, a trader at Atria Brokers, which handles Berdyansk grain, said.

But producers may not have other options. The railway infrastructure is not in place to send exports via Black Sea ports instead, Serov said, and transferring grain by truck to Odessa, for example, would cost an extra $40 per tonne.

Buyers are also pulling back, afraid of the risks.

“Our sales have fallen,” the Atria trader said. “It has affected us in a fundamental way.”

Every day Island Bay’s cargo sits in port, it racks up costs for traders. Grain can spoil, and storage costs are steep.

“The market is suffering… everyone along the chain is paying the price for these war games,” a grain trader said, declining to be named due to the sensitivity of the situation.

On Tuesday, Ukraine’s agriculture ministry said some grain shipments from the Azov Sea had resumed.

Five of the 14 ships headed to the Ukrainian port of Mariupol, held up since the stand-off, were still waiting to cross on Wednesday, Refinitiv data showed. One had turned back to Istanbul.

In comparison, of the ships aiming for one of Russian city Rostov-on-Don’s ports, that had arrived to Kerch Strait since the stand-off began, none were still waiting for passage, the data showed the same day.

Only one out of the six boats headed to Berdyansk had crossed by Wednesday. After twelve days at anchor in the waters near the strait, Island Bay was still waiting.
