(Reuters) – Hawaii this week will resume monthly statewide testing of its Cold War-era nuclear attack warning sirens for the first time in about 30 years, in preparation for a potential missile launch from North Korea, emergency management officials said on Monday.

Wailing air-raid sirens will be sounded for about 60 seconds from more than 400 locations across the central Pacific islands starting at 11:45 a.m. on Friday, in a test that will be repeated on the first business day of each month thereafter, state officials said.

Monthly tests of the nuclear attack siren are being reintroduced in Hawaii in conjunction with public service announcements urging residents of the islands to “get inside, stay inside and stay tuned” if they should hear the warning.

“Emergency preparedness is knowing what to expect and what to do for all hazards,” Hawaii Emergency Management Agency chief Vern Miyagi said in one video message posted online. He did not mention North Korea specifically.

But the nuclear attack sirens, discontinued since the 1980s when the Cold War drew to a close, are being reactivated in light of recent test launches of intercontinental ballistic missiles from North Korea deemed capable of reaching the state, agency spokeswoman Arlina Agbayani told Reuters.

A single 150-kiloton weapon detonated over Pearl Harbor on the main island of Oahu would be expected to kill 18,000 people outright and leave 50,000 to 120,000 others injured across a blast zone several miles wide, agency spokesman Richard Rapoza said, citing projections based on assessments of North Korea’s nuclear weapons technology.

While casualties on that scale would be unprecedented on U.S. soil, a fact sheet issued by the agency stressed that 90 percent of Hawaii’s 1.4 million-plus residents would survive “the direct effects of such an explosion.”

Oahu, home to a heavy concentration of the U.S. military command structure, as well as the state capital, Honolulu, and about two-thirds of the state’s population, is seen as an especially likely target for potential North Korean nuclear aggression against the United States.

In the event of an actual nuclear missile launch at Hawaii from North Korea, the U.S. Pacific Command would alert state emergency officials to sound the attack sirens, giving island residents just 12 to 15 minutes of warning before impact, according to the state’s fact sheet.

In that case, residents are advised to take cover “in a building or other substantial structure.” Although no designated nuclear shelters exist, staying indoors offers the best chance of limiting exposure to radioactive fallout.

The siren tests are being added to existing monthly tests of Hawaii’s steady-tone siren warnings for hurricanes, tsunamis and other natural disasters. Those alerts also undergo monthly tests on radio, TV and cellphone networks.

When emergency management officials initiated the new warning campaign, “there were concerns we would scare the public,” Miyagi said in a recent presentation. “What we are putting out is information based on the best science that we have on what would happen if that weapon hit Honolulu or the assumed targets.”

GUAM (Reuters) – Fourteen minutes is not long to prepare for a potential catastrophe. That’s the estimated time taken from a launch of a mid-range ballistic missile in North Korea until impact on Guam, where residents seem resigned to the belief that their fate is out of their control.

The local government of this tiny U.S. Pacific island issued preparation guidance to its 163,000 people on Friday on how best to hide and deal with radiation after threats by Pyongyang to strike Guam, or test its missiles in its surrounding waters.

But islanders don’t seem in a hurry to get ready.

Mike Benavente, 37, who maintains air conditioners, said he saw the advisory on Facebook, but preferred family time at a beach barbecue to stocking up on supplies and thinking about suitable shelter options.

“Preparation for attack? I’m doing it!” he said, pointing to a grill he was readying for burgers and hot dogs. “If we have a big missile coming here, everyone’s gonna die. How can I prepare for a missile?”

In a guidance note titled “Preparing for an Imminent Missile Threat”, Guam Homeland Security advised seeking out in advance windowless shelters in homes, schools and offices, with concrete “dense enough to absorb radiation”.

It said if an attack warning came, residents should seek shelter and stay there for at least 24 hours. Those caught outside should lay down, cover their heads and “not look at the flash or fireball” to avoid going blind.

Plush hotels along Guam’s Tumon beach didn’t seem in a rush to prepare either. Staff at several hotels and resorts said they knew guidelines had been issued but already had procedures in place for emergencies.

“We have an evacuation plan for typhoon, tsunami, terrorism, but we don’t have anything for a North Korean missile attack,” said a supervisor at one resort, who asked that neither he nor his hotel be identified because he wasn’t authorized to speak to the media.

A manager at a hotel nearby had a printed copy of the guidelines, but said there was no instruction yet to distribute it to guests.

TIME LIMITED

North Korea on Thursday said plans would be completed by mid-August to fire four intermediate-range missiles to land near Guam, some 3,500 kilometers (2,175 miles) away, after U.S. President Donald Trump said any threat would be “met with fire and fury like the world has never seen.”

Guam, an island half the size of Hong Kong and some 7,000 km from the U.S. mainland, is a target because of its naval base and air force base, from which two B-1B supersonic bombers were deployed close to the Korean peninsula on Tuesday.

It is also a permanent home to a Terminal High Altitude Area Defense (THAAD) interceptor.

Local authorities have been reassuring residents and tourists that a “strategic defense umbrella” across the Western Pacific can counter any missile attacks, and the chance of a successful North Korean strike on Guam was minimal.

“Our confidence is it’s point zero zero, zero zero, zero – that’s five zeros – and a one,” the governor’s homeland security advisor, George Charfauros, said on Friday.

“The threat level has not changed. It’s business as usual.”

That was the case on Saturday in Guam’s malls and along its pristine beaches, where children played in the turquoise sea as parents drank beer and prepared picnics.

“I haven’t really thought about preparation. We really don’t know what to do if there’s a missile attack,” said Marlene, 37, an accountant.

“We get just 14 minutes. The military says they’ll be ready, so we’re banking on them.”

Auto parts seller Mitch Aguon, 51, spent his day off fishing and said preparation was pointless.

“By the time we hear about it, it’ll be too late and there’s no room for us ordinary Joes in the bomb shelters. We’re dead meat,” he said.

UNITED NATIONS (Reuters) – The United States could shortly broaden talks on a push for stronger U.N. sanctions on North Korea to include all 15 Security Council members, signaling a likely deal with China on new measures, diplomats said on Thursday.

Since North Korea’s July 4 launch of an intercontinental ballistic missile (ICBM), the United States has been negotiating with Pyongyang ally China on a draft resolution to impose new sanctions on North Korea, which fired a second ICBM last Friday, in defiance of U.N. Security Council resolutions.

“We have been working very hard for some time and we certainly hope that this is going to be a consensus resolution,” China’s U.N. Ambassador Liu Jieyi told Reuters on Thursday.

Some diplomats said the United States could give the draft resolution to all 15 council members as early as Thursday.

Typically, the United States and China have agreed sanctions on North Korea before formally involving other council members. A resolution needs nine votes in favor and no vetoes by the United States, China, Russia, France or Britain to be adopted.

The United States has been informally keeping Britain and France in the loop on the negotiations, while U.S. Ambassador to the United Nations Nikki Haley said China had been sharing the draft and negotiating with Russia.

U.S. President Donald Trump’s administration has been frustrated that China has not done more to rein in North Korea and Washington has threatened to impose new sanctions on Chinese firms doing business with Pyongyang.

But Chinese Foreign Minister Wang Yi told his British counterpart, Boris Johnson, on Friday that China would continue to fully and strictly implement Security Council resolutions on North Korea, the ministry said.

Haley said on Sunday the United States was “done talking about North Korea” and China must decide if it is willing to back imposing stronger U.N. sanctions. But she has also acknowledged that Russia’s engagement on the draft resolution would be the “true test.”

Russia noted on Thursday that the permanent five (P5) veto powers had yet to formally discuss the draft. It was not immediately clear if poor relations between Russia and the United States, which imposed new unilateral sanctions on Russia on Wednesday, would hamper the negotiations.

“Even if there is an agreement between the U.S. and China, it doesn’t mean there is an agreement between the P5 members,” said Russia’s U.N. Ambassador Vassily Nebenzia, who met with Liu earlier on Thursday and discussed a possible resolution.

“Maybe there is a bilateral agreement (between Beijing and Washington), but that’s not a universal one,” he said, adding that while he was aware of what might be in the resolution he had not seen “the draft as it stands now.”

The U.S. mission to the United Nations declined to comment.

Moscow has disagreed with assessments by Western powers that Pyongyang has launched two long-range missiles, saying they were mid-range. Diplomats say China and Russia only view a test of a long-range missile or a nuclear weapon as a trigger for further possible U.N. sanctions.

North Korea has been under U.N. sanctions since 2006 over its ballistic missile and nuclear programs and the Security Council has ratcheted up the measures in response to five nuclear weapons tests and two long-range missile launches.

Can U.S. defend against North Korea missiles? Not everyone agrees

WASHINGTON (Reuters) – Not everybody asserts as confidently as the Pentagon that the U.S. military can defend the United States from the growing threat posed by North Korea’s intercontinental ballistic missile capability.

Pyongyang’s first test on Tuesday of an ICBM with a potential to strike the state of Alaska has raised the question: How capable is the U.S. military of knocking down an incoming missile or barrage of missiles?

Briefing reporters on Wednesday, Pentagon spokesman Navy Captain Jeff Davis said: “We do have confidence in our ability to defend against the limited threat, the nascent threat that is there.”

Davis cited a successful test in May in which a U.S.-based missile interceptor knocked down a simulated incoming North Korean ICBM. But he acknowledged the test program’s track program was not perfect.

“It’s something we have mixed results on. But we also have an ability to shoot more than one interceptor,” Davis said.

An internal memo seen by Reuters also showed that the Pentagon upgraded its assessment of U.S. defenses after the May test.

Despite hundreds of billions of dollars spent on a multi-layered missile defense system, the United States may not be able to seal itself off entirely from a North Korean intercontinental ballistic missile attack.

Experts caution that U.S. missile defenses are now geared to shooting down one, or perhaps a small number of basic, incoming missiles. Were North Korea’s technology and production to keep advancing, U.S. defenses could be overwhelmed unless they keep pace with the threat.

“Over the next four years, the United States has to increase its current capacity of our deployed systems, aggressively push for more and faster deployment,” said Riki Ellison, founder of the Missile Defense Advocacy Alliance.

MIXED RESULTS

The test records of the U.S. Missile Defense Agency (MDA), charged with the mission to develop, test and field a ballistic missile defense system, also show mixed results.

MDA systems have multiple layers and ranges and use sensors in space at sea and on land that altogether form a defense for different U.S. regions and territories.

One component, the Ground-based Midcourse Defense system (GMD), demonstrated a success rate just above 55 percent. A second component, the Aegis system deployed aboard U.S. Navy ships and on land, had about an 83 percent success rate, according to the agency.

A third, the Terminal High Altitude Area Defense, or THAAD, anti-missile system, has a 100 percent success rate in 13 tests conducted since 2006, according to the MDA.

Lockheed Martin Corp is the prime contractor for THAAD and Aegis. Boeing Co is the lead contractor for GMD.

Since President Ronald Reagan’s administration in the 1980s, the U.S. government has spent more than $200 billion to develop and field a range of ballistic missile defense systems ranging from satellite detection to the sea-based Aegis system, according to the Congressional Research Service.

Funding for MDA was on average $8.12 billion during President Barack Obama’s administration that ended on Jan. 20. President Donald Trump has requested $7.8 billion for fiscal year 2018.

‘ANOTHER YEAR OR TWO’

Last month, Vice Admiral James Syring, then director of the Missile Defense Agency, told a congressional panel that North Korean advancements in the past six months had caused him great concern.

U.S.-based missile expert John Schilling, a contributor to the Washington-based North Korea monitoring project 38 North said the pace of North Korea’s missile development was quicker than expected.

“However, it will probably require another year or two of development before this missile can reliably and accurately hit high-value continental U.S. targets, particularly if fired under wartime conditions,” he said.

Michael Elleman, a fellow for Missile Defence at the International Institute for Strategic Studies, said that although North Korea was several steps from creating a dependable ICBM, “There are absolutely no guarantees” the United States can protect itself.

In missile defense, “Even if it had a test record of 100 percent, there are no guarantees.”

Trump calls for firm response to North Korea, targets Seoul on trade

WASHINGTON (Reuters) – U.S. President Donald Trump called for a determined response to North Korea after talks with South Korea’s President Moon Jae-in on Friday where he stressed the importance of their alliance but took aim at Seoul over trade and sharing the cost of defense.

Trump said the United States was renegotiating what he characterized as a “rough” trade deal with South Korea agreed to five years ago by his predecessor, Barack Obama, and reiterated that an era of “strategic patience” over North Korea’s nuclear and ballistic missile programs had ended.

“Together we are facing the threat of the reckless and brutal regime in North Korea,” Trump said as he stood alongside Moon in the White House Rose Garden. “The nuclear and ballistic missile programs of that regime require a determined response.”

Despite the tough rhetoric, it remains unclear how Trump will find a way forward on North Korea, which is working to develop a nuclear-tipped missile capable of hitting the United States.

U.S. Defense Secretary Jim Mattis has warned the consequences of any military solution would be “tragic on an unbelievable scale.” Trump had pinned his hopes on persuading China, North Korea’s neighbor and main trading partner, to do more to rein in Pyongyang, although he has lately grown frustrated that Beijing has not taken stronger action.

Trump called on regional powers to implement sanctions and demand North Korea “choose a better path and do it quickly.”

Moon, who warned of a “stern response” to any provocations, urged Pyongyang to return promptly to talks.

“Our two leaders will employ both sanctions and dialogue in a phased and comprehensive approach,” Moon said of South Korea and the United States.

Trump and Moon have said they are open to renewed dialogue with North Korea but only under circumstances that would lead to Pyongyang giving up its weapons programs.

Moon told an event at the Center for Strategic and International Studies think tank that moves by North Korea that could create conditions for dialogue could include a freeze on its nuclear and missile tests, or the release of three Americans it is holding in the country.

To be successful, talks would have to involve North Korean leader Kim Jong Un and have as their ultimate aim the complete dismantling of North Korea’s nuclear program, he added.

Trump sought to woo China since a summit with Chinese President Xi Jinping in April but the honeymoon period appears to be over. On Thursday, the United States targeted a Chinese bank and sanctioned Chinese individuals and a firm for dealing with North Korea and approved a $1.42 billion arms deal with Taiwan – decisions that angered Beijing.

STEEL AND AUTOS

South Korea is a long-standing American ally but Trump has spoken harshly about U.S. trade imbalances and threatened to tear up the bilateral trade pact.

“We will do more to remove barriers to reciprocal trade and market access,” Trump said, adding that the two leaders had talked about the thorny trade areas of steel and autos.

Trump said he was encouraged by Moon’s assurances that he would seek a level playing field for American workers and businesses, particularly automakers.

A joint statement said the two sides had agreed to work together to reduce over supply of basic materials such as steel and non-tariff barriers. It also said Trump had accepted an invitation from Moon to visit South Korea this year.

Bonnie Glaser, senior adviser for Asia at the Center for Strategic and International Studies think tank, said it was unwise for Trump to air the trade issue so publicly.

“Public complaints by Trump about unfair trade and inadequate defense spending provide opportunities for China and North Korea to drive a wedge between the allies,” she said.

Trump also emphasized the need to ensure equitable sharing of costs for defense, returning to a theme he raised during his campaign and brought up with other allies, including NATO countries and Japan.

A senior U.S. official said in a briefing before the president’s meeting with Moon that South Korea was in many respects a “model ally,” given its spending of 2.7 percent of GDP on defense and Moon’s plan to grow capabilities.

“We shouldn’t view South Korea as somehow laggard on that front,” the official said on condition of anonymity.

The U.S. goods trade deficit with South Korea has more than doubled since the U.S.-Korea free trade pact known as KORUS took effect in 2012. The agreement was forecast to boost U.S. exports by $10 billion a year, but in 2016 they were $3 billion lower than in 2011.

At the start of Friday’s talks, U.S. Commerce Secretary Wilbur Ross said the largest component of the deficit was automotive trade and many non-tariff barriers to U.S. auto exports to South Korea remained.

“I think the way to address it is to deal product by product with what we can do to change the export side and what we can do to reduce the bad imports side,” he said.

Ross said later on Friday that some progress had been made in the talks.

The current pact was agreed to despite protests by supporters of Moon, who was then in opposition. But analysts have suggested that given the need to preserve a unified front in the face of a hostile North Korea, there could be compromise on both sides to resolve issues.

WASHINGTON (Reuters) – North Korea, if left unchecked, is on an “inevitable” path to obtaining a nuclear-armed missile capable of striking the United States, Defense Intelligence Agency Director Lieutenant General Vincent Stewart told a Senate hearing on Tuesday.

The remarks are the latest indication of mounting U.S. concern about Pyongyang’s advancing missile and nuclear weapons programs, which the North says are needed for self-defense.

U.S. lawmakers pressed Stewart and the Director of National Intelligence Dan Coats to estimate how far away North Korea was from obtaining an intercontinental ballistic missile(ICBM) that could reach the United States.

They repeatedly declined to offer an estimate, saying that doing so would reveal U.S. knowledge about North Korea’s capabilities, but Stewart warned the panel the risk was growing.

“If left on its current trajectory the regime will ultimately succeed in fielding a nuclear-armed missile capable of threatening the United States homeland,” Stewart said.

“While nearly impossible to predict when this capability will be operational, the North Korean regime is committed and is on a pathway where this capability is inevitable.”

The U.N. Security Council is due to meet on Tuesday behind closed doors to discuss Sunday’s test of a solid-fuel Pukguksong-2 missile, which defies Security Council resolutions and sanctions. The meeting was called at the request of the United States, Japan and South Korea.

INTELLIGENCE GAPS

John Schilling, a missile expert contributing to Washington’s 38 North think tank, estimated it would take until at least 2020 for North Korea to be able to develop an ICBM capable of reaching the U.S. mainland and until 2025 for one powered by solid fuel.

But Coats acknowledged gaps in U.S. intelligence about North Korea and the thinking of its leader Kim Jong Un.

He cited technological factors complicating U.S. intelligence gathering, including gaps in U.S. intelligence, surveillance and reconnaissance (ISR), which rely on assets like spy satellites and drone aircraft.

“We do not have constant, consistent ISR capabilities and so there are gaps, and the North Koreans know about these,” Coats said.

Washington has been trying to persuade China to agree to new sanctions on North Korea, which has conducted dozens of missile firings and tested two nuclear bombs since the start of last year.

New data on Tuesday showed China raised its imports of iron ore from North Korea in April to the highest since August 2014 but bought no coal for a second month after Beijing halted coal shipments from its increasingly isolated neighbor.

U.S. President Donald Trump has warned that a “major, major conflict” with North Korea is possible over its weapons programs, although U.S. officials say tougher sanctions, not military force, are the preferred option.

Trump’s defense secretary, Jim Mattis, said on Friday any military solution to the North Korea crisis would be “tragic on an unbelievable scale.”

North Korea says missile ready for mass production, U.S. questions progress

SEOUL/WASHINGTON (Reuters) – North Korea said on Monday it successfully tested what it called an intermediate-range ballistic missile, which met all technical requirements and could now be mass-produced, although U.S. officials and experts questioned the extent of its progress.

The United States, which has condemned repeated North Korean missile launches, said Sunday’s launch of what North Korea dubbed the Pukguksong-2 was of a “medium-range” missile, and U.S.-based experts doubted the reliability of the relatively new solid-fuel type after so few tests.

U.S. officials, who spoke on condition of anonymity, said the test did not demonstrate a new capability, or one that could threaten the United States directly. But the test was North Korea’s second in a week and South Korea’s new liberal government said it dashed its hopes for peace.

U.S. officials have been far less sanguine about the test of a long-range KN-17, or Hwasong-12, missile just over a week ago, which U.S. officials believe survived re-entry to some degree.

North Korea said that launch tested the capability to carry a “large-size heavy nuclear warhead” and put the U.S. mainland within “sighting range.”

Western experts say the Hwasong-12 test did appear to have advanced North Korea’s aim of developing an intercontinental ballistic missile capable of reaching the U.S. mainland, even if it is still some way off from achieving that capability.

The U.N. Security Council is due to meet on Tuesday behind closed doors to discuss Sunday’s test, which defies Security Council resolutions and sanctions. The meeting was called at the request of the United States, Japan and South Korea.

Washington has been trying to persuade China to agree to new sanctions on North Korea, which has conducted dozens of missile firings and tested two nuclear bombs since the start of last year.

North Korea’s state news agency, KCNA, said the latest missile test was supervised by leader Kim Jong Un and verified the reliability of Pukguksong-2’s solid-fuel engine, stage separation and late-stage guidance for a nuclear warhead. It said data was recorded by a device mounted on the warhead.

‘PRIDE’

“Saying with pride that the missile’s rate of hits is very accurate and Pukguksong-2 is a successful strategic weapon, he (Kim) approved the deployment of this weapon system for action,” KCNA said.

“Now that its tactical and technical data met the requirements of the Party, this type of missile should be rapidly mass-produced in a serial way …, he said.”

KCNA said Kim was able to view the Earth from a camera mounted on the missile. “Supreme leader Kim Jong Un said it feels grand to look at the Earth from the rocket we launched and the entire world looks so beautiful,” KCNA said.

South Korea’s military said the missile flew about 500 km (310 miles), reaching an altitude of 560 km (350 miles).

It said the test would have provided more “meaningful data” for North Korea’s missile program, but further analysis was necessary to determine whether Pyongyang had mastered the technology needed to stop the warhead burning up on re-entering the Earth’s atmosphere.

U.S.-based experts said the Pukguksong-2 would have a maximum range of about 1,500 km (930 miles) and questioned North Korea’s assertion that the reliability of the solid-fuel missile had been proven, given limited testing.

“Entering mass production this early in the development phase is risky, but perhaps a risk North Korea feels comfortable managing,” said Michael Elleman of the International Institute for Strategic Studies.

Jeffrey Lewis, of the California-based Middlebury Institute of International Studies, said North Korea would probably continue to test the missile after deployment, fixing flaws as they emerged.

The use of solid fuel presents advantages for weapons because it is more stable and can be transported easily allowing for a launch at very short notice from mobile launchers.

Developing longer-range solid fuel missiles, however, was highly complicated and would “take time, lots of it,” Elleman said.

North Korea’s current missiles already pose a threat to South Korea and Japan and the tens of thousands of U.S. troops based in both countries.

Daniel Russel, Washington’s former top diplomat for Asia, said Pyongyang’s aim appeared to be to convince the United States and the rest of the world of the need to accept North Korea as a nuclear-armed state.

“The intended message to the United States is that your pressure campaign won’t work and we’ll see your sanctions and raise you yet another advance in our ballistic missile program,” Russel, now diplomat in residence at the Asia Society Policy Institute, told Reuters.

On Sunday U.S. Secretary of State Rex Tillerson termed North Korea’s missile testing “disappointing, disturbing” and said economic and diplomatic pressure would continue.

Japan’s chief Cabinet secretary, Yoshihide Suga, said on Monday it was important to cut North Korea’s foreign currency earnings and to block shipments and technology transfers that aid North Korea’s nuclear missile development.

China repeated its call for all parties to exercise restraint and not let tension mount further.
