KOLKATA (Reuters) – Rescue workers were working to see if anyone was trapped in the debris after a bridge collapsed on Tuesday in the eastern Indian city of Kolkata, government officials said.

Cars were seen among the rubble and a large portion of the bridge was destroyed, but as yet it was not known if there were casualties.

“We are trying to assess if there are people trapped beneath the debris,” Sovan Chatterjee, the mayor of Kolkata, who visited the accident site, told Reuters.

Mamata Banerjee, chief minister of West Bengal state, said in a televised address: “We are still assessing the gravity of the situation and we cannot talk about the deaths right now.”

All India Trinamool Congress, the West Bengal state’s ruling party, said on Twitter the bridge was 40 years old.

There were no more immediate details of the cause of the collapse.

In March 2016, another bridge collapsed in the city, killing more than two dozen people.

Anger at Italy bridge operator as hunt for survivors goes on

GENOA, Italy (Reuters) – Italian rescuers searched for survivors among towering slabs of concrete wreckage in Genoa on Wednesday after a bridge collapse killed 39 people and sparked a furious government reaction against the viaduct’s operator.

The 50-year-old bridge, part of a toll motorway linking the port city of Genoa with southern France, collapsed during torrential rain on Tuesday, sending dozens of vehicles crashing onto a riverbed, a railway and two warehouses.

Eye-witness Ivan, 37, evacuated on Tuesday from the nearby building where he works, described the collapse as unbelievable.

“To see a pylon come down like papier-mâché is an incredible thing,” he said. “It’s been a lifetime that we’ve known there were problems. It is in continual maintenance.”

“In the ’90s they added some reinforcements on one part, but also underneath you can see rust.”

As cranes moved in to shift truck-sized chunks of broken concrete, hundreds of firefighters searched for survivors, while public shock and grief turned to anger over the state of the 1.2 km-long bridge, completed in 1967 and overhauled two years ago.

Italian Prime Minister Giuseppe Conte declared a state of emergency for Genoa, one of Italy’s busiest ports, whose mainland corridor with France has effectively been severed.

Italian Transport Minister Danilo Toninelli, visiting the disaster scene, said bridge operator Autostrade per l’Italia would have to contribute to the cost of its reconstruction as well as pay heavy fines.

But Autostrade, a unit of Milan-listed Atlantia group, said it had done regular, sophisticated checks on the structure before the disaster, relying on “companies and institutions which are world leaders in testing and inspections” and that these had provided reassuring results.

“These outcomes have formed the basis for maintenance work approved by the Transport Ministry in accordance with the law and the terms of the concession agreement,” it said.

A source close to the matter said Autostrade per l’Italia would hold an extraordinary board meeting next week following the disaster.

WEIGHT OF TRAFFIC

The bridge’s condition and its ability to sustain large increases in both the intensity and weight of traffic over the years have been a focus of public debate since Tuesday’s collapse when an 80-meter (260-foot) span gave way at lunchtime as cars and trucks streamed across it.

Salvatore Lorefice, 58, a pensioner who lives a few hundred meters (yards) from the bridge, said cement had fallen off the structure as early as the 1980s when he worked at a warehouse directly under the bridge.

He recalled a visit by a team of Japanese technicians who “came to find out how the structure had deteriorated in such a short time”.

Deputy Prime Minister and Interior Minister Matteo Salvini said the private sector manager of the bridge had earned “billions” from tolls but “did not spend the money they were supposed to” and its concession should be revoked.

He was apparently referring to Autostrade.

“Imposing the highest penalties possible and making sure that those responsible for the dead and the injured pay up for any damages and crimes is the very least,” he said.

The Pope offered a prayer for the victims and their loved ones in a public address at St Peter’s Basilica.

Fire brigade spokesman Luca Cari said 400 firefighters were at the site, helped by cranes that cleared away large rubble and created spaces for rescue teams to check for survivors.

In Paris, France’s foreign ministry said four French nationals were among the dead.

Toninelli earlier said he had begun a process to strip Autostrade of its concession and he demanded top managers at the firm resign.

“Autostrade per l’Italia was not able to fulfill its obligations under the contract regulating management of this infrastructure,” Toninelli said on RAI 1 state TV, adding he would seek to levy heavy fines against the company that could reach up to 150 million euros.

Autostrade’s top two officials have no plans to resign, a source familiar with the matter said on Wednesday.

STRUCTURAL INSPECTIONS

The Morandi Bridge, named after the engineer who designed it, forms part of the A10 motorway run by Autostrade. The 55-km (34 mile) stretch of the A10 accounts for around 1.7 percent of total network traffic for Italy’s biggest toll road operator, according to one analyst’s estimate.

Autostrade’s parent, Atlantia, also runs toll-road concessions in Brazil, Chile, India, and Poland.

“The top management of Autostrade per l’Italia must step down first of all,” Toninelli said in a Facebook post.

He also said the government would inspect the structure of aging bridges and tunnels across the country with a view to launching a program of remedial works if required.

Within hours of the disaster, the anti-establishment government that took office in June said the collapse showed Italy needed to spend more on its dilapidated infrastructure, ignoring EU budget constraints if necessary.

Genoa police put the death toll at 39, with 16 injured.

Florida school plans moment of silence for bridge collapse victims

MIAMI (Reuters) – Florida International University (FIU) students return to classes on Monday from spring break with a moment of silence planned campus-wide for the six victims of a newly installed pedestrian bridge at the school that collapsed last week.

Since last week, federal investigators have been looking over the wreckage of the 950-ton bridge that crushed vehicles stopped at a traffic light on the eight-lane road below when it fell on Thursday in a rain of metal, concrete and debris.

All six victim have been identified, with the final one being named on Sunday. Those killed were Rolando Fraga, 60, Oswald Gonzalez, 57, Alberto Arias, 53, Alexa Duran, 18, Navaro Brown, 37, and Brandon Brownfield, whose age has not been released.

The moment of silence will be a 1:47 p.m., when the bridge collapsed, the school said, adding it has designated spots for those who want to leave flowers and other tokens of remembrance for those killed.

“Our hearts break for the victims of the bridge collapse. Lives have been lost. Futures and families shattered,” FIU President Mark Rosenberg said in a statement over the weekend.

Engineers and state and university officials met hours before the pedestrian bridge collapsed, but concluded a crack in the structure was not a safety concern, Florida International University said on Saturday.

The meeting on Thursday involved FIGG, which is the private contractor for the overall bridge design, the school, Florida Department of Transportation officials and Munilla Construction Management, which installed the $14.2 million bridge.

A FIGG engineer “concluded there were no safety concerns and the crack did not compromise the structural integrity of the bridge,” the university said in a statement.

About three hours after the meeting ended, the bridge collapsed.

The bridge over one of the busiest road in South Florida was designed to withstand a Category 5 hurricane, the most dangerous measure by the National Hurricane Center, and built to last 100 years, the university said.

Cars, bodies remain trapped out of reach after Florida bridge collapse

MIAMI (Reuters) – Rescue workers combed through the rubble of a pedestrian bridge that collapsed onto several lanes of traffic at Florida International University in Miami, but hopes of finding more survivors were fading early on Friday, police said.

Six people were confirmed dead after the newly built 950-ton bridge crushed vehicles on one of the busiest roads in South Florida on Thursday. With at least eight vehicles buried and out of reach beneath the rubble, the death toll could rise, Juan Perez, the Miami-Dade Police Department director, said on Friday.

“There must be some others in the vehicles,” Perez told Miami’s NewsRadio 610 WIOD. “We know there’s bodies down there and we can’t get to them. It’s terrible.”

Emergency personnel with sniffer dogs searched for signs of life overnight.

At least 10 people were taken to hospitals and two remained in critical condition, officials and local media reported.

Witnesses told local media the vehicles were stopped at a traffic light when the bridge collapsed on top of them at around 1:30 p.m. ET (1730 GMT).

At one point, police urged television helicopters to leave the area so that rescuers could hear any cries for help from those trapped beneath the collapsed structure, CBS Miami television said.

Uncertainty over the stability of remaining sections of the bridge hampered rescue efforts, officials said.

INSTALLED ON SATURDAY

The 174-feet (53-meter) long bridge connects the university with the city of Sweetwater and was installed on Saturday in six hours over the eight-lane highway, according to a report posted on the university’s website.

“If anybody has done anything wrong, we will hold them accountable,” Florida Governor Rick Scott said at a news briefing late Thursday.

His office earlier issued a statement saying a company contracted to inspect the bridge was not pre-qualified by the state.

The bridge was intended to provide a walkway over the busy street where an 18-year-old female FIU student from San Diego was killed as she attempted to cross it in August, according to local media reports.

Students at FIU are currently on their spring break vacation, which runs from March 12 to March 17.

To keep the inevitable disruption of traffic associated with bridge construction to a minimum, the 174-foot portion of the bridge was built adjacent to Southwest 8th Street, using a method called Accelerated Bridge Construction. It was driven into its perpendicular position across the road by a rig in only six hours on Saturday, according to a statement released by the university.

Officials with the National Transportation Safety Board were on the scene early on Friday to investigate why it collapsed.
