Canada to cut Cuba presence after another diplomat falls ill

TORONTO (Reuters) – Canada has decided to cut the number of diplomatic staff in Cuba by up to half after another diplomat fell ill, the Canadian government said in a statement on Wednesday, bringing the total to 14 Canadians suffering mysterious symptoms since 2017.

Canadian and U.S. diplomats in Havana first began complaining of dizziness, headaches and nausea in the spring of 2017. The United States reduced embassy staffing in Cuba from more than 50 to a maximum of 18, after more than two dozen personnel developed unusual illnesses.

Russia the main suspect in U.S. diplomats’ illness in Cuba: NBC

WASHINGTON (Reuters) – Russia is the main suspect in U.S. agencies’ investigation of mysterious illnesses in American personnel in Cuba and China, NBC News reported on Tuesday.

Evidence from communications intercepts has pointed to Moscow’s involvement during the investigation involving the FBI, CIA and other agencies, NBC reported, citing three unidentified U.S. officials and two other people briefed on the probe.

The evidence, however, is not conclusive enough for the United States to assign blame publicly to Moscow, according to the NBC report.

The FBI said it did not have a comment on the NBC report. A U.S. government source familiar with official assessments said intelligence agencies would not confirm the report.

U.S. officials said in July that they are still investigating health problems at the U.S. Embassy in Cuba, and do not know who or what was behind the mysterious illnesses, which began in 2016 and have affected 26 Americans.

State Department spokeswoman Heather Nauert told Reuters on Tuesday, “We have made no determination on who or what is responsible for the health attacks.”

Symptoms have included hearing loss, tinnitus, vertigo, headaches and fatigue, a pattern consistent with “mild traumatic brain injury,” State Department officials have said.

The State Department said in June it brought a group of diplomats home from Guangzhou, China, over concern they were suffering from a mysterious malady resembling brain injury.

Cuban officials, who are conducting their own investigation, have denied involvement.

The United States believes sophisticated electromagnetic weapons may have been used on government workers, possibly in conjunction with other technologies, NBC reported.

The U.S. military has been trying to reverse-engineer the weapon or weapons used to harm the diplomats, including by testing various devices on animals, NBC said, citing Trump administration officials, congressional aides, and others.

Part of the work is being done at the directed energy research program at Kirtland Air Force Base in New Mexico, where the military has giant lasers and laboratories to test high-power electromagnetic weapons, including microwaves, NBC said.

State Department still investigating diplomats’ illnesses in Cuba, China

WASHINGTON (Reuters) – U.S. officials are still investigating health problems at the U.S. embassy in Cuba, and do not know who or what was behind the mysterious illnesses, which began in 2016 and have affected 26 Americans.

“We don’t know who is responsible and we don’t know what is responsible for this,” Kenneth Merten, Acting Principal Deputy Assistant Secretary for Western Hemisphere Affairs, told a House of Representatives Foreign Affairs Committee hearing.

The administration of President Donald Trump, which has partly rolled back a detente with Cuba, responded to the health problems by sharply reducing staff in Havana and in October expelled 15 Cuban diplomats.

Cuban officials, who are conducting their own investigation, have denied any involvement or knowledge of what was behind it.

Symptoms have included hearing loss, tinnitus, vertigo, headaches and fatigue, a pattern consistent with “mild traumatic brain injury,” State Department officials have said.

In April, Canada said it would remove families of diplomats posted at its embassy in Cuba as information from medical specialists raised concerns about a new type of brain injury.

The State Department said last month it brought a group of diplomats home from Guangzhou, China, over concern they were suffering from a mysterious malady resembling brain injury.

Merten said he was not aware of any other embassies having been affected.

“We have taken this … very seriously, both in the Cuba context and the China context which is, frankly, still very much evolving,” he said.

U.S. says diplomats in China hit by mystery illness

WASHINGTON/GUANGZHOU, China (Reuters) – The U.S. State Department has brought a group of diplomats home from Guangzhou, China, over concern they were suffering from a mysterious malady that resembles a brain injury and has already affected U.S. personnel in Cuba, a spokeswoman said.

After confirming one government employee had “suffered a medical incident” in the southern Chinese city, the department deployed a team to screen employees and family members at its consulate there, spokeswoman Heather Nauert said in a statement on Wednesday.

“As a result of the screening process so far, the department has sent a number of individuals for further evaluation and a comprehensive assessment of their symptoms and findings in the United States,” Nauert said.

“Medical professionals will continue to conduct full evaluations to determine the cause of the reported symptoms and whether the findings are consistent with those noted in previously affected government personnel or possibly completely unrelated,” she said.

The New York Times reported that the State Department had evacuated at least two Americans who fell ill after hearing strange noises in China.

Chinese Foreign Ministry spokeswoman Hua Chunying said on Thursday that as far as she was aware, the government had not had any formal communication with U.S. officials on any new cases, and that it had investigated an initial incident.

“At present, there’s been no discovery of clues or the reason causing the situation the United States mentioned,” Hua told a regular news briefing in Beijing, adding that China protected diplomats according to international convention.

“If there’s really a problem then the U.S. side can directly contact the Chinese side and communicate, and China will continue to conscientiously investigate and coordinate with a responsible attitude,” Hua said.

Four American members of staff at the U.S. consulate in Guangzhou referred Reuters to the Beijing embassy press office when asked about the situation.

A U.S. government official there reiterated that there had been only one confirmed case in China, announced last month, and the State Department was offering screening to anyone in the U.S. embassy or consulates in China who requested it.

In addition to the Beijing embassy and Guangzhou consulate, the United States operates consulates in the mainland Chinese cities of Chengdu, Shanghai, Shenyang and Wuhan.

Last year, 24 U.S. government employees and family members in Cuba displayed the symptoms, which were similar to those related to concussion and mild traumatic brain injury, according to the State Department.

The illnesses among the American diplomats stationed in Havana heightened tension between the old Cold War foes.

Secretary of State Mike Pompeo released a statement on Tuesday saying the department established a task force last month “to direct a multi-agency response to the unexplained health incidents”.

“The precise nature of the injuries suffered by the affected personnel, and whether a common cause exists for all cases, has not yet been established,” Pompeo said.

Flooding in wake of storm Alberto kills four in Cuba

HAVANA (Reuters) – Flooding in central Cuba caused by torrential rainfall in the wake of the subtropical storm Alberto has killed four people and prompted the evacuation of tens of thousands, Cuban state-run media said late on Tuesday.

After rain dumped more than 4 inches (10 cm) of water in 24 hours, flood waters swept away a bridge and damaged roads and other infrastructure, leaving many communities cut off and nearly 60,000 people without electricity, the media reported.

Authorities had to close down part of the national highway after a nearby river burst it banks when they opened the floodgates of the Palmarito reservoir because it had exceeded its maximum capacity.

Interior Minister Julio Cesar Gandarilla said in a government meeting with provincial authorities headed by new President Miguel Diaz-Canel that four people had died in the flooding.

Seventy-seven year old Cuban Quintiliano Simó Ortega died when trying to cross a flooded river by horseback in Trinidad on the south central coast to get to his farm, the Cuban News Agency reported.

This is the second crisis Diaz-Canel has faced since being selected six weeks ago to replace Raul Castro as Cuba’s president. The floods come 11 days after a plane crashed shortly after takeoff from Havana, killing 112.

On each occasion, he has appeared publicly at the forefront of the crisis management, striking a contrast that many Cubans have welcomed to Castro who operated behind the scenes.

Diaz-Canel was cited by state media as saying that authorities should focus on re-establishing basic services such as electricity and transportation when the weather started to improve.

Alberto, the first storm of the 2018 Atlantic hurricane season, which only officially starts on June 1, already weakened into a subtropical depression on Tuesday after making landfall in the south of the United States, according to the U.S. National Hurricane Center (NHC).

U.S. forecasters said last week they expected the 2018 Atlantic hurricane season to be near-normal to above-normal in number and intensity of storms.

Last year, Hurricane Irma killed at least 10 people during a devastating three-day rampage along the length of Cuba.

HAVANA (Reuters) – Cubans in eastern Holguin province held a funeral on Sunday for an art instructor and her small child, the first of 67 Holguin residents to be brought home for burial out of 110 people who died Friday in Cuba’s worst plane crash since 1989.

Distressed residents gathered at a cultural center in the coastal town of Gibara to sit with the remains and console the family, photos in the official Juventud Rebelde newspaper showed, a Cuban tradition that is followed by a quick burial.

The fiery crash of an aging Boeing <BA.N> passenger jet shortly after take-off from Havana on route to Holguin has stunned the Caribbean island nation where prayers were given for the dead and three survivors at services across the country.

The survivors, all women, are in critical condition, and their progress is being closely followed by many Cubans through regular hospital updates.

“Everyone is hoping and praying for them,” said retired Havana telephone operator Marlen Rodriguez Rebasa. “Everyone is very attentive and wants them to survive. They are very young and have families.”

Sunday marked the second and last day of official mourning for the victims, which included 99 Cuban passengers, three foreign tourists – two Argentines and a Mexican – and two Sahrawi residents in Cuba. Also among the dead were six Mexican crew members of a little-known Mexican company called Damojh, that leased the nearly 40-year-old Boeing 737 to Cuban flagship carrier Cubana.

The company has come under scrutiny due to allegations of previous safety problems and complaints by former employees.

A pilot who used to work for Damojh was quoted by Mexican newspaper Milenio criticizing the company for lack of adequate maintenance of planes.

Damojh declined to comment, while Mexico’s Directorate General of Civil Aeronautics said a new audit of the company would be undertaken to ensure it was still “fulfilling norms.”

The charter company would be allowed to continue flying its two other planes until the survey was concluded, a spokesman for the directorate general said.

“If we conclude the physical revision and there is nothing wrong with them, no issue, they continue to fly,” he said.

Investigators kept combing the wreckage on Sunday, some 20 kilometers (11 miles) from downtown Havana, searching for a second black box containing mechanical data. The cockpit voice recorder was recovered in good condition on Saturday.

Representatives from Boeing and Mexico were expected to join the investigation into what caused the crash, Transportation Minister Adel Yzquierdo said on Saturday, a process that can take weeks or months.

In Gibara, family and friends of teacher Suyen Lizandra Figueredo Driggs and her daughter Alexa Rivas Figueredo were able to find some closure on Sunday.

However, for many relatives of the dead that will take time as identification of their loved ones remains an arduous task due to the condition of the victims’ bodies.

“Out of all these corpses, we have 20 identified so far,” Sergio Rabell, head of the National Institute of Forensic Medicine, told the local media on Sunday. He said the process could take up to a month.

HAVANA (Reuters) – More than 100 people were killed in a fiery crash of a Boeing 737 passenger plane in Cuba on Friday, with just three seriously injured survivors in hospital after being pulled from the wreckage, officials and state media said.

The aircraft, on a domestic flight to Holguin in eastern Cuba, crashed shortly after taking off from Havana at 11 a.m. (1500 GMT). There were either 104 or 105 passengers, including five children, plus nine crew members, various state media said.

“We should expect that the news will not be good, as there are a high number of people who appear to have been killed,” President Miguel Diaz-Canel said in broadcast comments.

The fire from the crash had been put out and authorities were identifying bodies, the president said. The cause of the crash was not immediately known and Diaz-Canel said authorities were investigating.

The Boeing 737-201 aircraft was built in 1979 and leased by Cuban airline Cubana from a small Mexican firm called Damojh, according to the Mexican government. That would make it significantly older than most planes in service.

Damojh in Mexico said it did not immediately have any more information. Cubana declined to comment.

Cubana has been the subject of complaints over service and delays in recent months, according to state media.

Wreckage of Flight CU972 was strewn over the crash site area 20 km (12 miles) south of Havana, a Reuters witness said, and blackened parts of the fuselage were visible. Its destination Holguin is the capital of a province that is popular with tourists for its pristine beaches.

“We heard an explosion and then saw a big cloud of smoke go up,” said Gilberto Menendez, who runs a restaurant near the crash site in the agricultural area of Boyeros.

Carlos Alberto Martinez, the director of Havana’s Calixto Garcia hospital, told Reuters that four victims of the accident had been brought there. One had died and three others, all women, were in a serious condition, he said.

“She is alive but very burnt and swollen,” said a distressed relative of one of the survivors at the hospital.

The reason for the plane going down was unclear. “During take-off (the plane) apparently suffered a problem and dived to the ground,” the Mexican transport department said on its website.

Most aircraft accidents take months of investigation to explain and are typically caused by a cocktail of different factors, according to aviation experts.

Boeing Co said in a Twitter post: “We are aware of news reports out of Cuba and are closely monitoring the situation.”

Boeing 737 aircraft use engines made by CFM International, the supplier of the world’s most-used engines, built by a joint venture of GE and France’s Safran.

On Thursday, Cuba’s First Vice President Salvador Valdés Mesa had met with Cubana bosses to discuss public complaints about its service, according to state-run media. Problems included the cancellation of numerous domestic flights this year, and long delays which the company said were caused by technical problems with its aircraft.

Earlier this month, the company was ordered to suspend flights by its six Russian built AN-158 aircraft, of which most had reportedly already been grounded.

The last fatal crash in Cuba was in 2017, the Aviation Safety Network said. It was a military flight that killed all eight on board. In 2010, a commercial Aero Caribbean plane crashed in central Cuba. All 68 people on board were killed.

The latest available information on Cuba from U.N. safety aviation agency ICAO, dating back to 2008, ranks it above the global average, though that preceded the latest three crashes.

HAVANA (Reuters) – A Boeing 737 plane crashed on Friday shortly after taking off from Havana’s main airport on a domestic flight, with a number of people feared dead or injured, Reuters witnesses and officials said.

There were at least three possible survivors among the 105 passengers plus nine crew, Cuban state-run media reported, adding that there were five children on board. Earlier reports on state media said there were 104 passengers.

The number of casualties was not immediately known, but Cuban President Miguel Diaz-Canel, visiting the site of the crash, told Agence France Presse: “It appears there is a high number of victims.”

Wreckage was strewn over the area and ambulances and firefighters were at the scene, a Reuters witness said. The fire had been put out, and blackened parts of the fuselage could be seen.

“We heard an explosion and then saw a big cloud of smoke go up,” said Gilberto Menendez, who runs a restaurant near the crash site in the agricultural area of Boyeros, 20 km (12 miles) south of Havana.

A worker at Havana’s Calixto Garcia hospital told Reuters three victims of the accident had arrived so far. One had died from burns and other trauma and the other two were in a serious state.

“She is alive but very burnt and swollen,” said a distressed relative of one of the survivors at the hospital.

The flight was destined for Holguin and was leased by airline Cubana from a small Mexican airline called Damojh or Global, Cuban state media said. Cubana declined to comment.

Holguin in eastern Cuba is home to some of the island’s most pristine beaches, and attracts tourists. The nationality of those on board was not immediately clear. State media said that the crew were foreign, but provided no further details.

Flight tracking websites indicated the flight was CU972, departing Havana at 11 a.m. (1500 GMT).

Boeing Co said in a Twitter post: “We are aware of news reports out of Cuba and are closely monitoring the situation.”

A Damojh representative told Reuters in Mexico: “There is still no information, we are gathering what we can to give correct information. As the day progresses there will be more information.”

The last fatal crash in Cuba was in 2017, the Aviation Safety Network said. It was a military flight that killed all eight personnel aboard. In 2010, a commercial Aero Caribbean plane crashed in central Cuba. All 68 people on board were killed.

Exclusive: As Venezuelans suffer, Maduro buys foreign oil to subsidize Cuba

HOUSTON (Reuters) – Venezuela’s state-run oil firm PDVSA has bought nearly $440 million worth of foreign crude and shipped it directly to Cuba on friendly credit terms – and often at a loss, according to internal company documents reviewed by Reuters.

The shipments are the first documented instances of the OPEC nation buying crude to supply regional allies instead of selling them oil from its own vast reserves.

Venezuela made the discounted deliveries, which have not been previously reported, despite its dire need for foreign currency to bolster its collapsing economy and to import food and medicine amid widespread shortages.

The open-market oil purchases to subsidize one of Venezuela’s few remaining allies underscores its increasing global isolation and the disintegration of its energy sector under socialist President Nicolas Maduro.

The purchases came as Venezuela’s crude production hit a 33-year low in the first quarter – down 28 percent in 12 months. Its refineries are operating at a third of capacity, and its workers are resigning by the thousands.

PDVSA bought the crude for up to $12 per barrel more than it priced the same oil when it shipped to Cuba, according to prices on internal documents reviewed by Reuters. But Cuba may never pay cash for the cargoes because Venezuela has long accepted goods and services from Cuba in return for oil under a pact signed in 2000 by late presidents Hugo Chavez and Fidel Castro.

PDVSA, the Venezuela government and the Cuba government did not respond to requests for comment.

Venezuela’s government has previously said it only imports oil to blend with its own tar-like crude to improve quality and create an exportable product, or to feed its refinery in Curacao. But hundreds of PDSVA documents examined by Reuters detailing imports and exports, dated from January 2017 to May of this year, show the company is now buying crude at market prices to deliver to allies – in shipments that never pass through Venezuela.

The subsidized deliveries are aimed at maintaining political support from Cuba, one of a dwindling group of Venezuela allies, according to diplomats, politicians and PDVSA executives.

“Maduro is giving away everything he can because these countries’ backing, especially from Cuba, is all the political support he has left,” said a former top Venezuelan government official who declined to be identified.

Caracas has come under increasing international pressure as the United States, the European Union and Canada have sanctioned Venezuela for what they see as Maduro’s attempts to cement a dictatorship.

As Venezuela spends on oil imports, it has imported less of everything else its citizens desperately need. Venezuela’s spending on non-oil imports plunged from nearly $46 billion in 2011 to $6 billion in 2017, according Venezuela Central Bank data and Ecoanalitica, a Caracas-based economic research organization.

The oil PDVSA procured for Cuba was Russian Urals crude, the documents show, a variety well-suited for Cuban refineries constructed from Soviet-era equipment.

PDVSA bought the crude from Chinese, Russian and Swiss firms – not for cash, but a pledge that PDVSA would deliver other oil shipments later, the documents show.

That adds to Venezuela’s already towering debts of oil to state-owned firms in Russia and China, which together have extended Venezuela’s government more than $60 billion in oil-for-loan deals that have propped up its budget amid declining exports and lower oil prices.

“It’s nonsense to import oil to keep subsidized exports flowing,” said Ecoanalitica President Asdrubal Oliveros.

PETRO-DIPLOMACY

Venezuela’s socialist government has long used oil for domestic and international political ends, subsidizing goods and services at home and currying favor across the region with oil deliveries on generous terms.

Venezuela’s oil supply arrangements have helped soften international political censure of Maduro’s government.

The Organization of American States (OAS), which includes most Western Hemisphere nations, last year took up a motion seeking to pressure Venezuela to hold free elections, liberate political prisoners and declare a humanitarian crisis.

The effort was defeated when 12 countries that have received regular oil shipments from Venezuela in recent years – about a third of the OAS membership – opposed it or refused to vote. Eventually, the OAS passed a watered-down motion urging free and fair elections.

Venezuela has avoided formal OAS condemnation “thanks to the support of the bloc of Caribbean nations that have benefited from its subsidized oil and development programs for years,” said Michael Fitzpatrick, deputy assistant secretary in the U.S. State Department’s Bureau of Western Hemisphere Affairs, said on April 30 during a talk at the Atlantic Council, a foreign policy think tank in Washington.

Most of those countries are members of Venezuela’s Petrocaribe trade pact, launched in 2005, which has granted up to 16 Caribbean and Central American states with oil supplies on favorable terms.

OAS President Luis Almagro declined to comment through press office representative Monica Reyes.

El Salvador’s Economy Minister, Luz Estrella Rodriguez, said Petrocaribe and other pacts promoted by Venezuela had played an important role in her country’s development.

“Our country is very grateful,” she said. “The government of El Salvador, of course, is a friend and an ally of the Venezuelan government.”

El Salvador refused to vote last year on the OAS motion to condemn Venezuela.

Venezuela also supplied fuel last year to Nicaragua, the Dominican Republic, Haiti and Dominica, the documents show.

In total, members of oil trade pacts with Venezuela last year received at least 103,000 bpd of crude and refined products from PDVSA, the documents show, or about 6 percent of Venezuela’s exports.

FALLING OUTPUT, SHRINKING IMPORTS

The falling output of Venezuela’s refineries has also left the country increasingly dependent on fuel imports to meet domestic consumption.

The internal PDVSA data reviewed by Reuters shows Venezuela last year purchased some 180,000 barrels per day of foreign crude and refined products from PetroChina, Rosneft, Lukoil, Reliance Industries and other suppliers, 17 percent more than in 2016.

Those companies did not respond to requests for comment.

The purchases totaled more $4 billion, according to PDVSA records.

Last year, total oil-industry purchases, including equipment and services, consumed 45 percent of Venezuela’s total import spending, up from 13 percent in 2011, Ecoanalitica data shows. Energy imports totaled $5.4 billion out of $11.9 billion.

The resulting scarcity of food, medicine and employment has caused thousands of citizens to flee Venezuela. The pay of PDVSA workers now can’t cover the barest essentials because of the collapse of its currency, the bolivar.

“A worker’s salary is not even enough for a box of eggs,” said Hector Bertis, a PDVSA worker and union leader. “We go to the bank, and they give us 10,000 bolivars – less than what a transportation fare costs.”

Castro meets North Korea minister amid hope Cuba can defuse tensions

HAVANA (Reuters) – Cuban President Raul Castro met with North Korean Foreign Minister Ri Yong Ho on Friday amid hopes the Communist-run island might be able to convince its Asian ally to avert a showdown with the United States.

North Korea is facing unprecedented pressure from the United States and the international community to cease its nuclear weapons and missile programs. Cuba has maintained close diplomatic ties with North Korea since 1960 but is opposed to nuclear weapons.

“In the brotherly encounter, both sides commented on the historic friendship between the two nations and talked about international topics of mutual interest,” Cuban state television said on its midday broadcast.

Canadian Prime Minister Justin Trudeau said on Thursday he had discussed with Castro last year the possibility of working together to defuse global tensions with North Korea.

“Can we pass along messages through surprising conduits?” Trudeau asked in a Q&A session after a speech.

“It was a topic of conversation when I met President Raul Castro last year. These are the kinds of things where Canada can, I think, play a role that the United States has chosen not to play, this past year.”

Canada had an interest in seeking solutions, not just because of regional security but also because the flight path of possible North Korean missiles would pass over its territory, Trudeau said.

North Korea is working on developing nuclear-tipped missiles capable of hitting the U.S. mainland, aiming to achieve what Ri has called “a real balance of power with the United States”.

Ri met his Cuban counterpart Bruno Rodriguez this week and the ministers denounced U.S. “unilateral and arbitrary lists and designations” that led to “coercive measures contrary to international law”, according to Cuba’s foreign ministry.

The ministers called for “respect for peoples’ sovereignty” and the “peaceful settlement of disputes”, according to a ministry statement.

President Donald Trump has increased pressure on Cuba since taking office, rolling back a detente begun by his predecessor Barack Obama and returning to the hostile rhetoric of the Cold War.

North Korea and Cuba are the last countries in the world to maintain Soviet-style command economies, though under Raul Castro, the Caribbean nation has taken small steps toward the more market-oriented communism of China and Vietnam.

Raul took over the presidency in 2008 from his older brother and revolutionary leader Fidel Castro, who died on Nov. 25 last year. Cuba is marking the anniversary on Saturday with vigils and concerts. [L8N1NS6SF]

Cuba maintains an embassy in North Korea but trades mostly with South Korea. Last year, trade with the latter was $67 million and just $9 million with the North, the government said.
