Thousands evacuated as France declares emergency over flooding

PARIS/LONGJUMEAU (Reuters) – Torrential rains across France forced thousands of people from their homes and saw stranded motorists rescued by soldiers as flood waters rose, while in Paris a metro line was shut and staff at the Louvre museum were told the venue was likely to close.

An 86-year old woman was found dead in her flooded house in a small town southwest of Paris late on Wednesday, apparently the first casualty from the heavy rains that caused the Loire and Seine rivers to burst their banks.

President Francois Hollande declared a state of emergency in the worst affected areas and promised money to help local authorities deal with the flood damage.

“Since yesterday it’s just been a deluge,” said Jerome Coiffier, an inhabitant of Longjumeau, less than 20 km (13 miles) south of Paris, where firemen wading thigh-deep in water rescued inhabitants using inflatable boats.

Prime Minister Manuel Valls visited Nemours, 75 km south of Paris, where at least 3,000 out of 13,000 inhabitants were evacuated, as flood water crept toward the second story of buildings in the town center. He called the situation “tense”.

In the French capital, the Seine rose above 5 meters (16 feet), forcing the SNCF rail operator to close an underground commuter line that runs along the river and is used by tourists to reach the Eiffel Tower and Notre-Dame Cathedral.

Meanwhile, Louvre museum chief Jean-Luc Martinez told employees in an internal email seen by Reuters that it was highly likely that the museum would have to shut and would then seek help from volunteers. The Musee d’Orsay said it would close earlier than planned.

In the Loire valley, the Chambord castle, a Unesco heritage site, found itself surrounded by water.

The national weather service said the greater Paris region had in May endured its wettest month since 1960.

In the Loiret region, where local officials called on the army to help evacuate motorists trapped on the A10 motorway, the floods are the most severe in 100 years.

In Paris, the Seine could peak at 5.5 meter overnight or on Friday night, the environment ministry said in a statement. The river reached a record high of 8.60 meters in 1910.

France’s BEA says black box signal detected in EygptAir hunt

PARIS (Reuters) – Investigators have detected a signal from one of the black boxes of EgyptAir flight MS804 which plunged into the Mediterranean in an unexplained crash last month, France’s aviation accident bureau said on Wednesday.

“A signal from a flight recorder has been detected,” a spokesperson for the BEA agency said, referring to the hunt for the missing aircraft in deep waters between the Greek island of Crete and the northern Egyptian coast.

French, Italian firms to help search for EgyptAir black boxes

CAIRO (Reuters) – Egypt is taking on two companies, one French and one Italian, to help search for the black boxes of an EgyptAir plane that crashed in deep water in the Mediterranean Sea, the airline’s chairman said on Wednesday

EgyptAir flight 804 crashed on May 19 with 66 people on board including 30 Egyptians and 15 from France, and nearly a week later investigators have no clear picture of the plane’s final moments.

EgyptAir chairman Safwat Musallam did not name the companies involved, but he told a news conference they were able to carry out searches at a depth of 3,000 meters.

The plane and its black box recorders, which could explain what brought down the Paris-to-Cairo flight as it entered Egyptian air space, have not been located.

The black boxes are believed to be lying in up to 3,000 meters of water, on the edge of the range for hearing and locating signals emitted by the boxes.

Maritime search experts say this means acoustic hydrophones must be towed in the water at depths of up to 2,000 meters in order to have the best chance of picking up the signals.

Until recently, aviation sources say, the US Navy or its private contractor Phoenix International were considered among the only sources for equipment needed to search on the correct frequency for black box pingers at such depths.

The US Navy said on Tuesday it had not been asked for help.

Batteries powering the signals sent from the black boxes typically last only 30 days, but the airline’s deputy chairman Ahmed Adel said the search would continue beyond then if necessary, using other means to locate the recorders.

“There are many examples in similar air accidents when 30 days passed without finding the box yet … these planes’ black boxes were found,” he said.

‘PLANE’S MACHINES WERE SAFE’

Musallam reiterated earlier comments from sources within the Egyptian investigation committee who said that the jet had shown no sign of technical problems before taking off from Paris.

He said the Airbus 320 was given a regular check by an Egyptian engineer and two Egyptian technicians at Paris airport.

“The engineer and the pilot both signed the Aircraft Technical Log which stated that the check found that all the plane’s machines were safe,” he said.

The investigation sources said the plane disappeared off radar screens less than a minute after entering Egyptian airspace and – contrary to reports from Greece – there was no sign that it had swerved sharply before crashing.

The crew did not make contact with Egyptian air traffic control, they said.

With no flight recorders to check and only fragmentary data from a handful of fault messages registering smoke in the plane in the minutes before it crashed, investigators are also looking to debris and body parts for clues.

One Egyptian forensics official said the small amount of human remains recovered pointed to an explosion on board though no trace of explosives had been detected.

But Hisham Abdelhamid, head of Egypt’s forensics authority, said this assessment was “mere assumptions” and that it was too early to draw conclusions.

Egypt sends robot submarine to help plane crash search

CAIRO (Reuters) – Egypt has sent a robot submarine to join the hunt for an EgyptAir plane which crashed in some of the deepest waters of the Mediterranean Sea with 66 people on board, President Abdel Fattah al-Sisi said on Sunday.

Ships and planes scouring the sea north of Alexandria have found body parts, personal belongings and debris from the Airbus 320, but are still trying to locate the black box recorders that could shed light on the cause of Thursday’s crash.

Sisi said that underwater equipment from Egypt’s offshore oil industry was being brought in to help the search.

“They have a submarine that can reach 3,000 meters under water,” he said in a televised speech. “It moved today in the direction of the plane crash site because we are working hard to salvage the black boxes.”

An oil ministry source said Sisi was referring to a robot submarine used mostly to maintain offshore oil rigs. It was not clear whether the vessel would be able to help locate the black boxes, or would be used in later stages of the operation.

Air crash investigation experts say the search teams have around 30 days to listen for pings sent out once every second from beacons attached to the two black boxes. At this stage of the search they would typically use acoustic hydrophones, bringing in more advanced robots later to scan the seabed and retrieve any objects once they have been found.

Separately, the U.S. Navy’s Sixth Fleet said one of its patrol aircraft supporting the search had spotted more than 100 pieces of debris positively identified as having come from an aircraft, and passed the data to the Egyptian Navy.

EgyptAir flight 804 from Paris to Cairo vanished off radar screens early on Thursday as it entered Egyptian airspace over the Mediterranean. The 10 crew and 56 passengers included 30 Egyptian and 15 French nationals.

French investigators say that the plane sent a series of warnings indicating that smoke had been detected on board shortly before it disappeared.

The signals did not indicate what caused the smoke or fire, and aviation experts have not ruled out either deliberate sabotage or a technical fault, but they offered early clues as to what unfolded in the moments before the crash.

“Until now all scenarios are possible,” Sisi said in his first public remarks on the crash. “So please, it is very important that we do not talk and say there is a specific scenario.”

The crash was the third blow since October to hit Egypt’s travel industry, still reeling from political unrest following the 2011 uprising that ousted Hosni Mubarak.

A suspected Islamic State bombing brought down a Russian airliner after it took off from Sharm al-Sheikh airport in late October, killing all 224 people on board, and an EgyptAir plane was hijacked in March by a man wearing a fake suicide belt.

Islamic State claimed responsibility for the Sharm al-Sheikh bombing within hours but a purported statement from the group’s spokesman Abu Muhammad al-Adnani, distributed on Saturday, made no mention of the crash.

ANGUISH OF RELATIVES

EgyptAir has told relatives of the victims that recovering and identifying bodies from the sea could take weeks, adding to the pain and uncertainty of grieving families.

Samar Ezzedine, 27 years old and newly wed, was one of the cabin crew on flight 804. Her mother Amal has sat in the lobby of a hotel overlooking Cairo Airport, still waiting for her daughter to come back.

“She is missing, who hosts a funeral for a missing person?” she murmured.

Samar’s aunt, Mona, said Amal was reluctant to go home or even move away from the hotel door. “She doesn’t want to believe it … I told her to switch off her phone, but she said: What if Samar calls?”

An EgyptAir union appealed to Sisi to allow death certificates to be issued for the victims, to avoid the usual five-year delay in the case of missing people which leaves relatives in a legal limbo, including over pensions.

In his speech on Sunday, Sisi said the investigation would not be over quickly, but promised it would be transparent.

“This could take a long time but no one can hide these things. As soon as the results are out, people will be informed,” he told ministers and parliamentarians in the port city of Damietta.

The October crash devastated Egyptian tourism, a main source of foreign exchange for a country of 80 million people.

Tourism revenue in the first three months of the year plunged by two thirds to $500 million from a year earlier, and the latest incident could crush hopes for a swift recovery.

Tourism Minister Yehia Rashed said Egypt faced a huge challenge winning back visitors. “The efforts that we need to put are maybe 10 times what we planned to put in place but we need to focus on our ability to drive business back to Egypt to change the image of Egypt,” he told Reuters.

“What we need to understand is this is an incident that could have taken place anywhere. Aviation incidents happen, unfortunately.”

Egypt finds human remains and belongings from plane crash at sea

CAIRO (Reuters) – Egypt said on Friday its navy had found human remains, wreckage and the personal belongings of passengers floating in the Mediterranean, confirmation that an EgyptAir jet had plunged into the sea with 66 people on board.

President Abdel Fattah al-Sisi offered condolences for those on board, amounting to Egypt’s official acknowledgement of their deaths, although there was still no explanation of why the Airbus had crashed.

“The Egyptian navy was able to retrieve more debris from the plane, some of the passengers’ belongings, human remains, and plane seats,” the Civil Aviation Ministry said in a statement.

The navy was searching an area about 290 km (180 miles) north of the port city of Alexandria, just south of where the signal from the plane was lost early on Thursday.

There was no sign of the bulk of the wreckage, or of a location signal from the “black box” flight recorders.

EgyptAir Chairman Safwat Moslem told state television that the current radius of the search zone was 40 miles (64 km), giving an area of 5,000 sq miles (13,000 sq km), but that it would be expanded as necessary.

A European satellite spotted a 2 km-long oil slick in the Mediterranean, about 40 km southeast of the aircraft’s last known position, the European Space Agency said.

Egyptian Prime Minister Sherif Ismail said that it was too early to rule out any cause for the crash. The aviation minister said a terrorist attack was more likely than a technical failure.

Although suspicion pointed to Islamist militants who blew up another airliner over Egypt seven months ago, no group had claimed responsibility more than 36 hours after the disappearance of flight MS804, an Airbus A320 flying from Paris to Cairo.

Jihadists have been fighting Egypt’s government since Sisi toppled an elected Islamist leader in 2013. In October, the Islamic State group claimed responsibility for blowing up a Russian airliner that exploded after taking off from an Egyptian tourist resort. Russian investigators blamed a bomb smuggled on board.

TOURISM DEVASTATED

That crash devastated Egypt’s tourist industry, one of the main sources of foreign exchange for a country of 80 million people, and another similar attack would crush hopes of it recovering.

Three French investigators and a technical expert from Airbus arrived in Cairo early on Friday, airport sources said.

Officials from a number of U.S. agencies told Reuters that a U.S. review of satellite imagery so far had not produced any signs of an explosion. They said the United States had not ruled out any possible causes for the crash, including mechanical failure, terrorism or a deliberate act by the pilot or crew.

The plane vanished just as it was moving from Greek to Egyptian airspace control. Greek Defence Minister Panos Kammenos said it had swerved radically and plunged from 37,000 feet to 15,000 before vanishing from Greek radar screens.

Ultra-hardline Islamists have targeted airports, airliners and tourist sites in Europe, Egypt, Tunisia and other Middle Eastern countries over the past few years.

Khaled al-Gameel, head of crew at EgyptAir, said the pilot, Mahamed Saeed Ali Shouqair, had 15 years’ experience and was in charge of training and mentoring younger pilots.

“He comes from a pilot family; his uncle was a high-ranking pilot at EgyptAir and his cousin is also a pilot,” Gameel said. “He was very popular and was known for taking it upon himself to settle disputes any two colleagues were having.”

A Facebook page that appeared to be Shouqair’s showed no signs of Islamist sympathies. It included criticism of the Muslim Brotherhood, repostings of articles supporting President Sisi and pictures of Shouqair wearing aviator sunglasses.

The aircraft was carrying 56 passengers, including one child and two infants, and 10 crew. They included 30 Egyptian and 15 French nationals, along with citizens of 10 other countries. The plane had made scheduled flights to Tunisia and Eritrea on Wednesday before arriving in Paris from Cairo.

CAIRO (Reuters) – The Egyptian navy said on Friday it had found the personal belongings of passengers and other debris floating in the Mediterranean, confirmation that an EgyptAir jet had plunged into the sea with 66 people on board.

The military said it had found the debris about 290 km (180 miles) north of the port city of Alexandria and was searching for the plane’s black box flight recorders.

Egypt’s President Adbel Fattah al-Sisi offered condolences for those on board, amounting to Cairo’s official acknowledgement of their deaths.

The defense minister of Greece, which has also been scouring the Mediterranean, said Egyptian authorities had found a body part, luggage and a seat in the sea just south of where the signal from the plane was lost.

Although suspicion pointed to Islamist militants who blew up another airliner over Egypt just seven months ago, no group had claimed responsibility more than 24 hours after the disappearance of flight MS804, an Airbus A320 flying from Paris to Cairo.

Three French investigators and a technical expert from Airbus arrived in Cairo early on Friday to help investigate the fate of the missing plane, airport sources said.

Friday’s announcement that debris had been found followed earlier confusion about whether wreckage had been located. Greek searchers found some material on Thursday, but the airline later said this was not from its plane.

SUSPICION FALLS ON MILITANTS

While there was no official explanation of the cause of the crash, suspicion fell on the militants who have been fighting against Egypt’s government since Sisi toppled an elected Islamist leader in 2013. In October, the Islamic State group claimed responsibility for blowing up a Russian jetliner that exploded after taking off from an Egyptian tourist resort. Russian investigators blamed a bomb smuggled on board.

Last year’s crash devastated Egypt’s tourist industry, one of the main sources of foreign exchange for a country of 80 million people, and another similar attack would crush hopes of it recovering.

While most governments were cautious about jumping to conclusions, U.S. Republican candidate for president, Donald Trump, tweeted swiftly after the plane’s disappearance: “Looks like yet another terrorist attack. Airplane departed from Paris. When will we get tough, smart and vigilant?”

Later in the day, his likely Democratic rival, Hillary Clinton, also said it appeared to be an act of terrorism, although she said an investigation would have to determine the details.

Officials from a number of U.S. agencies told Reuters that a U.S. review of satellite imagery so far had not produced any signs of an explosion. They said the United States had not ruled out any possible causes for the crash, including mechanical failure, terrorism or a deliberate act by the pilot or crew.

Amid uncertainty about what brought down the plane, Los Angeles International Airport became the first major U.S. air transportation hub to say it was stepping up security measures.

“LIVES ARE SO CHEAP”

The plane vanished just as it was exiting air space controlled by Greece for air space controlled by Egypt. Greek Defence Minister Panos Kammenos said the Airbus swerved radically and plunged from 37,000 feet to 15,000 before vanishing from Greek radar screens.

According to Greece’s civil aviation chief, calls from Greek air traffic controllers to MS804 went unanswered just before it left Greek airspace, and it disappeared from radar screens soon afterwards.

There was no official indication of a possible cause, whether technical failure, human error or sabotage.

At Cairo airport, a man sat on a brown leather couch crying with his hands covering his face on Thursday. “How long will Egypt live if human lives are so cheap?” he said.

The mother of a flight attendant rushed in tears out of the VIP hall where families waited. She said the last time her daughter called her was Wednesday night. “They haven’t told us anything,” she said.

French Security warns of Islamic State plans for waves of attacks

PARIS (Reuters) – Islamic State militants are gearing up for a campaign of bomb attacks on large crowds in France, host to next month’s Euro 2016 soccer championships, its spy chief has said.

Rare remarks by Patrick Calvar, the head of France’s DGSI internal intelligence agency, to the parliament’s defense committee spelled out “a new form of attack … characterized by placing explosive devices in places where there are large crowds and repeating this type of action to create a climate of maximum panic.

“Clearly, France is the most threatened and we know that Daesh (Islamic State) is planning new attacks,” Calvar told the committee on May 10, according to a transcript of his testimony released to the media on Thursday.

The comments came six months after militants killed 130 people in coordinated assaults on cafes, bars, a soccer stadium and a music hall across Paris.

He said the militant group had the numbers to launch the new attacks, including some 645 French citizens or residents currently in Syria or Iraq, of which 400 were fighters. A further 201 were either in transit to or from the region, he said.

Euro 2016 starts on June 10 and runs for a month at 10 stadiums across France. About 2.5 million spectators are expected for 51 soccer matches involving 24 teams. There will also be “fan zones” for crowds watching games on big screens in major cities.

France’s police force is stretched after two militant attacks last year and regular street protests.

However, the government say all measures are in place to ensure it runs smoothly.

“We will not drop our guard,” Prime Minister Manuel Valls told RTL radio on Thursday when asked about Calvar’s comments.

In a reminder of the challenges facing security forces, a fake bomb left behind after a training exercise at Manchester United’s stadium in Britain forced the evacuation of the 75,000-seater ground and the abandonment of a match last weekend.

Referring to the Arabic acronym for Islamic State, Calvar said Daesh was still using the same migrant routes through the Balkans to get its fighters into Europe.

However, with the group under pressure from U.S.-led air strikes in Syria it would want to hit back in Europe to show its supporters that it was still strong.

“It’s in a position where it would try to hit as quickly as possible and as hard as possible,” Calvar said.” It is facing military difficulties on the ground and so will want to divert attention and avenge coalition air strikes,” he said.

EgyptAir jet missing after mid-air plunge

CAIRO/ATHENS (Reuters) – An EgyptAir jet carrying 66 passengers and crew from Paris to Cairo disappeared from radar over the Mediterranean sea on Thursday after swerving in mid-air and plunging from cruising height. French President Francois Hollande confirmed the aircraft “came down and is lost”.

Egyptian Prime Minister Sherif Ismail announced a search was under way for the missing Airbus A320 but it was too early to rule out any explanation, including an attack like the one blamed for bringing down a Russian airliner over Egypt’s Sinai peninsula last year.

Officials with the airline and the Egyptian civil aviation department told Reuters they believed the Airbus had crashed into the Mediterranean between Greece and Egypt.

In Athens, Greek Defence Minister Panos Kammenos said the Airbus had first swerved 90 degrees to the left, then spun through 360 degrees to the right. After plunging from 37,000 feet to 15,000, it vanished from Greek radar screens.

Greece deployed aircraft and a frigate to the area to help with the search. A defense ministry source said authorities were also investigating an account from the captain of a merchant ship who reported a ‘flame in the sky’ about 130 nautical miles south of the island of Karpathos.

According to Greece’s civil aviation chief, calls from Greek air traffic controllers to the jet went unanswered just before it left the country’s airspace, and it disappeared from radar screens soon afterwards.

By early afternoon, the search in the Mediterranean had yet to turn up anything. “Absolutely nothing has been found so far,” a senior Greek coastguard official told Reuters.

There was no official suggestion of whether the disappearance was due to technical failure or any other reason such as sabotage by ultra-hardline Islamists, who have targeted airports, airliners and tourist sites in Europe, Egypt, Tunisia and other Middle Eastern countries over the past few years.

The aircraft was carrying 56 passengers – with one child and two infants among them – and 10 crew, EgyptAir said. They included 30 Egyptian and 15 French nationals, along with citizens of 10 other countries.

Asked if he could rule out that terrorists were behind the incident, Prime Minister Ismail told reporters: “We cannot exclude anything at this time or confirm anything. All the search operations must be concluded so we can know the cause.”

In Paris, Hollande also said the cause remained unknown. “Unfortunately the information we have … confirms to us that the plane came down and is lost,” he said. “No hypothesis can be ruled out, nor can any be favored over another.”

With its archeological sites and Red Sea resorts, Egypt is traditionally a popular destination for Western tourists. But the industry has been badly hit following the downing of the Russian Metrojet flight last October, killing all 224 people on board, as well as by an Islamist insurgency and a string of bomb attacks.

NO RESPONSE

Greek air traffic controllers spoke to the pilot as the jet flew over the island of Kea, in what was thought to be the last broadcast from the aircraft, and no problems were reported.

But just ahead of the handover to Cairo airspace, calls to the plane went unanswered, before it dropped off radars shortly after exiting Greek airspace, Kostas Litzerakis, the head of Greece’s civil aviation department, told Reuters.

“During the transfer procedure to Cairo airspace, about seven miles before the aircraft entered the Cairo airspace, Greek controllers tried to contact the pilot but he was not responding,” he said.

Greek authorities are searching in the area south of the island of Karpathos without result so far, Defence Minister Kammenos told a news conference.

“At 3.39am (0039 GMT) the course of the aircraft was south and south-east of Kassos and Karpathos (islands),” he said. “Immediately after, it entered Cairo FIR (flight information region) and made swerves and a descent I describe: 90 degrees left and then 360 degrees to the right.”

The Airbus plunged from 37,000 feet (11,280 meters) to 15,000 feet before vanishing from radar, he added.

Egyptian Civil Aviation minister Sherif Fathi said authorities had tried to resume contact but without success.

“NO ONE KNOWS ANYTHING”

At Cairo airport, authorities ushered families of the passengers and crew into a closed-off waiting area.

Two women and a man, who said they were related to a crew member, were seen leaving the VIP hall where families were being kept. Asked for details, the man said: “We don’t know anything, they don’t know anything. No one knows anything.”

Ayman Nassar, from the family of one of the passengers, also walked out of the passenger hall with his daughter and wife in a distressed state. “They told us the plane had disappeared, and that they’re still searching for it and not to believe any rumors,” he said.

A mother of flight attendant rushed out of the hall in tears. She said the last time her daughter called her was Wednesday night. “They haven’t told us anything,” she said.

EgyptAir said on its Twitter account that Flight MS804 had departed Paris at 23:09 (CEST). It disappeared at 02:30 a.m. at an altitude of 37,000 feet ) in Egyptian air space, about 280 km (165 miles) from the Egyptian coast before it was due to land at 03:15 a.m.

In Paris, a police source said investigators were now interviewing officers who were on duty at Roissy airport on Wednesday evening to find out whether they heard or saw anything suspicious. “We are in the early stage here,” the source said.

Airbus said the missing A320 was delivered to EgyptAir in November 2003 and had operated about 48,000 flight hours.

The missing flight’s pilot had clocked up 6,275 hours of flying experience, including 2,101 hours on the A320, while the first officer had 2,766 hours, EgyptAir said.

At one point EgyptAir said the plane had sent an emergency signal at 04:26 a.m., two hours after it disappeared from radar screens. However, Fathi said later that further checks found that no SOS was received.

FRANCE, EGYPT TO COOPERATE

The weather was clear at the time the plane disappeared, according to Eurocontrol, the European air traffic network.

“Our daily weather assessment does not indicate any issues in that area at that time,” it said.

Under U.N. aviation rules, Egypt will automatically lead an investigation into the accident assisted by countries including France, where the jet was assembled, and the United States, where engine maker Pratt & Whitney is based.

Russia and Western governments have said the Metrojet plane that crashed on Oct. 31 was probably brought down by a bomb, and the Islamic State militant group said it had smuggled an explosive device on board.

That crash called into question Egypt’s campaign to eradicate Islamist violence. Militants have stepped up attacks on Egyptian soldiers and police since Sisi, then serving as army chief, toppled elected President Mohamed Mursi, an Islamist, in 2013 after mass protests against his rule.

In March, an EgyptAir plane flying from Alexandria to Cairo was hijacked and forced to land in Cyprus by a man with what authorities said was a fake suicide belt. He was arrested after giving himself up.

EgyptAir has a fleet of 57 Airbus and Boeing jets, including 15 of the Airbus A320 family of aircraft, according to airfleets.com.

France hit by rail strike, demo by weary police

PARIS (Reuters) – Strikes by French railway and port workers halved train services and prompted cancellation of ferry links to Britain on Wednesday as labor unions sought to force President Francois Hollande’s government into retreat on labor law reforms.

After weeks of protests in which hundreds of their number have been hurt, police held a rally of their own to vent frustration over the stresses of near daily clashes with violent youths on the fringes of the anti-reform movement.

As they did so, a crowd chanting “police everywhere, justice nowhere” surrounded a police patrol car, which went up in flames after the police officers inside fled the scene, a few hundred meters from where their colleagues were rallying.

The public prosecutor’s office said after the incident it was opening an inquiry into attempted homicide.

Wednesday’s rail strikes, set to run until Friday morning, reduced high-speed and inter-city services by 40 to 50 percent, also heavily disrupting local and suburban commuter lines, the SNCF state railway company said.

Strike turnout, the SNCF said, was about 15 percent, lower than in previous stoppages.

Brittany Ferries announced mass cancellations of connections between Britain and northern France, where port workers joined the industrial action.

Truckers maintained blockades set up on Tuesday in a bid to strangle deliveries in and out of fuel and food distribution depots.

At issue is one of Hollande’s flagship reforms a year from a presidential election – law changes designed to make it easier for employers to hire and fire staff and to opt out of cumbersome national rules in favor of in-house accords on pay.

Hollande says the change will encourage firms to recruit and combat an unemployment rate that has remained above 10 percent.

The 61-year-old leader has said he will not consider running for re-election if he fails to make inroads against joblessness. Critics say the reform will totally undermine the standards of protection enshrined for decades in national labor law.

“ANTI-COP HATRED”

The plan, which pollsters say is opposed by three in four French people, has provoked weeks of often violent protests.

It has also increased pressure on police who were already stretched by extra duties following last November’s deadly militant Islamist attacks on France and are also gearing up for the Euro 2016 soccer tournament that kicks off on June 10.

Condemning what it described as mounting “anti-cop hatred”, the Alliance police union called for Wednesday’s rally in the Place de la Republique, a central Paris square that has seen regular skirmishes in past weeks between riot police and youths hurling petrol bombs and paving stones.

Paris police chief Michel Cadot banned a counter-protest by a group that accuses the police of brutality.

Interior Minister Bernard Cazeneuve defended the police and said 350 of them had been injured in standoffs that had produced 1,300 arrests in just two months.

Further strikes and protests are planned for the rest of the week in what labor unions, along with a youth protest movement called Nuit Debout or Night Rising, hope will prove a big enough show of force to make Hollande reconsider.

Netanyahu tells France’s Ayrault he opposes peace conference

JERUSALEM (Reuters) – Prime Minister Benjamin Netanyahu told France’s foreign minister on Sunday that Israel remained opposed to a French initiative for an international conference to try to revive peace talks.

Palestinians welcomed the proposal but Israel is concerned that the conference that France seeks to hold in the autumn would try to dictate terms for a peace deal.

In public remarks to his cabinet after meeting France’s Jean-Marc Ayrault, Netanyahu said: “I told him the only way to advance genuine peace between us and the Palestinians is through direct negotiations between us and them, without preconditions.”

Israel made the same argument in the formal response it gave last month. France hopes an international conference would set out a framework for peace negotiations, after U.S. efforts to broker a two-state deal collapsed in April 2014.

“I know that Netanyahu does not agree (to the French proposal),” Ayrault told reporters after his talks with the Israeli leader in Jerusalem and a meeting with Palestinian President Mahmoud Abbas in the occupied West Bank.

Ayrault said France would continue to pursue the initiative and that its ultimate goal was for both sides to return to direct talks, with international intervention laying the groundwork.

“It is very clear to us, and I said this today to both the prime minister and to President Abbas, that we cannot take the place of the two parties,” he said at Tel Aviv’s Ben-Gurion airport at the end of a one-day visit to promote the plan.

“Only they can conduct direct negotiations to achieve a solution,” Ayrault said. “But because things are currently stuck … external intervention is necessary to provide renewed momentum.”

An international gathering of ministers, tentatively planned for May 30 in Paris, is set to include the Middle East Quartet (the United States, Russia, the European Union and the United Nations), the Arab League, the U.N. Security Council and about 20 countries, without Israeli or Palestinian participation.

Diplomats say that meeting will package all economic incentives and other guarantees that various countries have offered in previous years to create an agenda for an autumn peace conference.

While objecting to the French initiative, Netanyahu, a right-winger, has stopped short of saying Israel would boycott it.

Keeping his options open could help Netanyahu in preliminary contacts with the main opposition Zionist Union party – a centre-left group likely to favour participating – on expanding his ruling coalition that has a mere one-seat parliamentary majority.
