Russia, after U.S. meeting on diplomatic row, says ready to retaliate

MOSCOW (Reuters) – Russia’s Foreign Ministry said on Tuesday Moscow reserved the right to take retaliatory measures against the United States after a meeting in Washington ended without a deal on returning seized Russian diplomatic property.

Barack Obama, then U.S. president, ordered the seizure of two Russian diplomatic compounds and the expulsion of 35 Russian diplomats in December over what he said was their involvement in hacking the 2016 U.S. presidential election campaign, something Russia flatly denies.

Moscow has said a lot would depend on the outcome of a meeting in Washington on Monday between Russian Deputy Foreign Minister Sergei Ryabkov and U.S. Undersecretary of State Thomas Shannon who discussed the diplomatic row.

But the Foreign Ministry said in a statement on Tuesday a resolution to the problem had not yet been found.

“The Russian side stressed (in the meeting) that if Washington does not remove this and other irritants, including continued obstacles to the work of our diplomatic institutions, we reserve the right to take retaliatory measures based on the principle of reciprocity,” the statement said.

Russia wanted to resume regular dialogue with the United States about strategic stability too, it said, saying it was up to Washington to make a move on the issue.

Magnitude 7.8 quake hits off Russia’s Kamchatka: USGS

(Reuters) – A powerful earthquake of magnitude 7.8 off Russia’s Kamchatka Peninsula triggered a tsunami warning but the threat has now passed, the U.S. Geological Survey and U.S. Pacific Tsunami Center said.

The quake struck at 11:34 a.m. on Tuesday (2334 GMT on Monday) some 125 miles (200 km) from the city of Nikolskoye on Bering island off the Kamchatka Peninsula. The epicenter was west of Attu, the westernmost and largest island in the Near Islands group of Alaska’s remote Aleutian Islands.

The earthquake was very shallow, only 6 miles (10 km) below the seabed, which would have amplified its effect, but it was far from any mainland and there were no immediate reports of any casualties or damage.

The Kamchatka branch of Russia’s emergency situations ministry had warned that waves up to 50 cm (1-2/2 feet) high could reach Nikolskoye.

The U.S. Pacific Tsunami Warning Center had warned earlier that “hazardous tsunami waves were possible for coasts within 300 km (186 miles) of the earthquake epicenter.” But it later said that based on all available data the tsunami threat from this earthquake had passed.

The quake was initially reported as a magnitude 7.7 before being revised down to 7.4 and finally upgraded to 7.8, a major quake normally capable of causing widespread and heavy damage when striking on or near land.

The quake was followed by numerous aftershocks, including several above magnitude 5.0.

Russia sees growing acceptance of Assad as key to Syria talks

GENEVA (Reuters) – U.N.-led Syria talks have a chance of making progress because demands for the overthrow of President Bashar al-Assad have receded, Russia’s ambassador in Geneva, Alexei Borodavkin, told reporters on Saturday.

The seventh round of talks, which ended on Friday, had produced positive results, especially a “correction” in the approach of the main opposition delegation, the Saudi-backed High Negotiations Committee, he said.

“The essence of this correction is that during this round the opposition never once demanded the immediate resignation of President Bashar al-Assad and the legitimate Syrian government.”

The HNC and its backers in Western and Gulf capitals had realized that peace needed to come first, and then political reforms could be negotiated, he said.

“Assad must go” was long the mantra of the HNC and its international backers, a call flatly rejected by Russia, which is widely seen as holding the balance of power in Syria because of its military involvement and alliance with Assad.

But over the past year the opposition suffered military defeats at the hands of forces loyal to Assad, and neither U.S. President Donald Trump nor French President Emmanuel Macron is calling for his immediate ouster.

Assad’s negotiators at the U.N. talks have avoided discussion of any kind of political transition, preferring to focus on the fight against terrorism.

They have not yet had to negotiate directly with the opposition because there is no unified delegation to meet them, since the HNC and two other groups, known as the Cairo and Moscow platforms, all claim to represent the opposition.

In the seven rounds so far, U.N. mediator Staffan de Mistura has met each side separately, a laboriously choreographed negotiation that has succeeded only in deciding what to discuss: a new constitution, reformed governance, fresh elections and fighting terrorism.

The three opposition delegations’ leaders have been meeting to try to find common ground, raising hopes of direct talks at the next round in September.

Borodavkin said the success of such a unified delegation would depend on its willingness to compromise with Assad’s team.

“If they will be ready to make deals with the government delegation, that is one thing. If they again slide into… ultimatums and preconditions that are not realistic, then this will not fly. This will lead the negotiations, be it direct or indirect, into a deadlock.”

He also called for wider opposition representation, citing the Kurds as a striking example, since they were Syrian citizens with their own political and military influence.

But he said it was up to de Mistura to decide how and when to incorporate them in the peace process.

Stalled Russia sanctions bill hits North Korean snag in U.S. Congress

WASHINGTON (Reuters) – A bill that many lawmakers hoped would send a message to President Donald Trump to keep a strong line against Russia hit a new snag in the U.S. House of Representatives on Friday, as Republicans proposed combining it with sanctions on North Korea.

The Russia sanctions bill passed the Senate on June 15 by 98-2, but it has not come up for a vote in the House.

The chamber’s Republican leaders initially said there was a technical problem with how the bill was written, but after the Senate altered the bill to fix it, the measure still did not move.

On Friday, Republicans suggested reworking the legislation to add new sanctions on North Korea. The Russia sanctions measure passed by the Senate is part of a broader bill that also includes new sanctions on Iran.

House Majority Leader Kevin McCarthy said he wanted the North Korea sanctions added to the bill.

“It would be a very strong statement for all of America to get that sanction bill completed and done, and to the president’s desk,” the Republican lawmaker said in the House as it wrapped up its activity for the week.

Democrats rejected the suggestion as another tactic by Republicans supporting White House objections to the bill.

“This isn’t a serious proposal. It’s the latest delay tactic,” said Representative Eliot Engel, the top Democrat on the House Foreign Affairs Committee.

The House passed a new package of sanctions on North Korea in May by 419-1, and Senate Foreign Relations Committee Chairman Bob Corker, a Republican, said on Thursday his committee would be taking it up soon.

On Friday, Corker said he would be “more than glad” to consider adding North Korea to the legislation if the House chose to do so.

Engel said there was no point in passing North Korea legislation again.

The Trump administration objects to a provision in the Russia bill that sets up a process for Congress to approve any effort by the president to ease sanctions on Moscow.

Seeking a greater influence in foreign policy, Congress has included provisions in a few recent major bills, starting with Corker’s 2015 legislation forcing congressional review of President Barack Obama’s nuclear deal with Iran.

Lawmakers and aides have been negotiating for weeks to try to craft a compromise that would allow the Russia-Iran bill to move forward. On Thursday, they said they thought it could advance soon but on Friday said the North Korea issue made that less likely. [L1N1K42BV]

Russia to decide next week on retaliation against U.S. over compound seizures

MOSCOW (Reuters) – Russia will next week take a decision about if and how it will retaliate against the United States over the seizure of its diplomatic compounds on U.S. soil, the Russian Foreign Ministry said on Friday.

The outgoing Obama administration expelled 35 suspected Russian spies late last year and seized two diplomatic compounds over what it said was the hacking of U.S. political groups during the 2016 presidential election.

Russian President Vladimir Putin decided not to retaliate immediately, saying he would wait to see what the new administration of Donald Trump would do.

Maria Zakharova, a spokeswoman for the foreign ministry, told a news briefing on Friday that “time was running out” for the problem to be resolved.

She said Moscow’s course of action would depend on the outcome of a meeting in Washington on July 17 between Russian Deputy Foreign Minister Sergei Ryabkov and U.S. Undersecretary of State Thomas Shannon.

Russia expected U.S. officials to set out proposals aimed at resolving the issue at that meeting, she added.

One possible retaliatory measure would be to reduce staff levels at the U.S. embassy in Moscow to those of the Russian embassy in Washington, she said.

Trump’s FBI pick vows independence, says Russia probe no ‘witch hunt’

WASHINGTON (Reuters) – President Donald Trump’s pick to head the FBI, Christopher Wray, on Wednesday said he would refuse to pledge loyalty to Trump, rejected his description of the probe into Russian election meddling as a “witch hunt,” and vowed to quit if told by the president to do something unlawful.

Wray, nominated by Trump on June 7 to replace the fired James Comey as Federal Bureau of Investigation director, firmly sought to establish independence from the Republican president and even said it would be “highly unlikely” that he would agree to meet him in a one-on-one situation.

Wray appeared at his U.S. Senate Judiciary Committee confirmation hearing amid an uproar in Washington over 2016 emails released on Tuesday involving the president’s son, Donald Trump Jr. The emails showed the president’s son agreeing last year to meet a woman he was told was a Russian government lawyer who might have damaging information about Democratic White House rival Hillary Clinton as part of Moscow’s official support for his father.

Wray deflected specific questions from Republican Senator Lindsey Graham about the president’s son’s emails, but said, “Any threats or effort to interfere with our election from any nation-state or any non-state actor is the kind of thing the FBI would want to know.”

Trump’s son did not notify the FBI and wrote that “I love it” of the Russian’s offer of information about Clinton.

Wray, who appeared on target to win confirmation, also said he had no reason to doubt the U.S. intelligence community’s finding that Russia interfered with the election to help Trump get elected in part by hacking and releasing emails damaging to Clinton.

In the aftermath of Comey’s firing, the Justice Department named Robert Mueller, himself a former FBI director, to serve as special counsel looking into alleged Russian interference in the 2016 presidential race to help Trump get elected and potential collusion between Moscow and Trump associates.

Trump fired Comey on May 9 and later cited the “Russia thing” as his reason.

Trump often has called the Russia probe a “witch hunt.” The Russia matter has dogged Trump’s first six months in office.

“I do not consider Director Mueller to be on a witch hunt,” Wray told Republican Graham.

Wray and Comey served together in the Justice Department under Republican former President George W. Bush, and both worked on the government’s case in the Enron Corp fraud scandal in the early to mid-2000s.

Wray said he was “very committed” to supporting Mueller in the special counsel investigation, calling him “the consummate straight shooter and somebody I have enormous respect for.”

Dianne Feinstein asked Wray to tell the committee “if you learn about any machinations to tamper with” Mueller’s probe.

“Understood,” Wray responded.

NO LOYALTY OATH

Wray said he spoke with no one at the White House about Comey’s firing. He said no one at the White House had demanded that he pledge his loyalty to Trump, as Comey said the president demanded of him, and said he would not give such an assurance if asked.

“My loyalty is to the Constitution, to the rule of law and to the mission of the FBI. And no one asked me for any kind of loyalty oath at any point during this process, and I sure as heck didn’t offer one,” Wray said.

Comey previously testified to the same committee that Trump pressed him in a one-on-one session to drop the FBI investigation into former national security advisor Michael Flynn’s ties to Russia and said he felt he was fired in a bid by the president to undercut the Russia probe.

Democratic Senator Patrick Leahy asked Wray, “If the president asks you to do something unlawful or unethical, what do you say?”

“First, I would try to talk him out of it. And if that failed, I would resign,” Wray said.

Asked by Democratic Senator Dick Durbin if he would ever meet in the Oval Office with the president with no one else present, Wray said, “I think it would be highly unlikely.”

Wray is a former U.S. Justice Department lawyer who has prosecuted and defended white-collar crime cases and represented New Jersey Governor Chris Christie in a political scandal.

The allegation involving Trump pressing Comey over the Flynn probe raised questions about whether Trump’s behavior amounted to obstruction of justice, a potential issue in any potential future effort in Congress to impeach the Republican president and remove him from office.

Wray repeatedly vowed independence.

“There’s only one right way to do this job, and that is with strict independence, by the book, playing it straight, faithful to the Constitution, faithful to our laws, and faithful to the best practices of the institution, without fear, without favoritism and certainly without regard to any partisan political influence,” Wray said.

Trump Jr.’s Russia emails could trigger probe under election law

NEW YORK (Reuters) – Donald Trump Jr.’s meeting with a woman he was told was a Russian government lawyer who had incriminating information about Democratic candidate Hillary Clinton that could help his father’s presidential campaign could lead investigators to probe whether he violated U.S. election law, experts said.

Trump Jr. met the woman, lawyer Natalia Veselnitskaya, on June 9, 2016, after an email exchange with an intermediary.

The emails, tweeted by Trump Jr. on Tuesday, could provide material for Special Counsel Robert Mueller’s probe into possible collusion between the Trump campaign and Russia during the 2016 presidential election.

In one of the emails dated June 3, 2016, Trump Jr. wrote: “If it’s what you say I love it.” He released the tweets after the New York Times said it planned to write about their contents and sought his comment.

Trump Jr. said in his tweets that nothing came of the meeting. Veselnitskaya told NBC News early on Tuesday she was not affiliated with the Russian government and had passed no information.

“In retrospect, I probably would have done things a little differently,” Trump Jr. said in an interview on Fox News. “For me, this was opposition research.”

Collusion itself is not an actual crime under the U.S. criminal code, so prosecutors would look to see if Trump Jr.’s conduct ran afoul of a specific law, legal experts said.

Moscow has denied interference in the U.S. election, and President Donald Trump has said his campaign did not collude with Russia.

Alan Futerfas, Trump Jr.’s lawyer, did not respond to a request for comment. A spokesman for Mueller declined to comment.

FEDERAL ELECTION CAMPAIGN ACT

One law that might come into play is the Federal Election Campaign Act, which makes it illegal for a foreign national to contribute to a U.S. political campaign. The campaign is also prohibited from soliciting such contributions.

A contribution does not have to be monetary in nature, according to Paul S. Ryan, an attorney with watchdog group Common Cause. He said incriminating information about Clinton could be considered a contribution under the act.

Ryan said Trump Jr.’s “enthusiastic response” to the offer for information and particularly his proposal in his email to have a follow-up call the next week constituted “solicitation.”

“That to me is an indication, a concession by Donald Trump Jr. that he wants and is requesting this information,” Ryan said.

Joshua Douglas, a professor at the University of Kentucky College of Law, said Trump Jr.’s emails made it “more plausible” that there could be a criminal case against him.

James Gardner, an election law expert at the University of Buffalo Law School, said the election law was intended to target donations of cash or goods and services.

He said he did not believe Trump Jr. would have violated the law if he solicited damaging information about Clinton.

A federal law known as the general conspiracy statute that makes it illegal to conspire to commit a crime against or defraud the United States could also come into play if, for example, Trump Jr. tried to help Russians hack into U.S. computer networks. There was no indication that Trump Jr. did such a thing.

Andrew Wright, a professor at Savannah Law School who was

associate counsel in the White House Counsel’s Office under former Democratic President Barack Obama, said he thought Trump Jr.’s agreeing to meet with someone to discuss an illegal act would be enough to trigger a conspiracy charge.

“It’s a very powerful tool,” he said.

Iran: U.S.-Russia ceasefire deal should be expanded to cover all Syria

LONDON (Reuters) – A partial ceasefire in southwestern Syria agreed between the United States and Russia should be expanded to all of Syria if it is to be successful, Iran’s foreign ministry spokesman said on Monday.

The United States, Russia and Jordan announced a ceasefire and “de-escalation agreement” for the southwest on Friday and starting on Sunday after a meeting between U.S. President Donald Trump and Russian President Vladimir Putin at the G20 summit in Hamburg.

“The agreement can be fruitful if it is expanded to all of Syria and includes all the area that we discussed in Astana talks for de-escalating the tension,” Iranian foreign ministry spokesman Bahram Qasemi was quoted as saying by Tasnim news agency.

In Astana peace talks, Russia, Turkey and Iran tried to finalize an agreement on creating four de-escalation zones in Syria but failed to reach an agreement.

Russia and Iran are the main international backers of Syrian President Bashar al-Assad while Washington supports some of the rebel groups fighting to topple him.

“Iran is seeking Syria’s sovereignty and security so a ceasefire cannot be limited to a certain location…No agreement would be successful without taking the realities on the ground into account,” Qasemi added.

Previous similar ceasefires have failed to hold for long and it was not clear how much the actual combatants — Assad’s government forces and the main Syrian rebel armies in the southwest — are committed to this latest effort.

Qasemi said Iran has been fully informed by the Russians on the ceasefire agreement but added that they see some “ambiguities in the deal mainly related to the American recent measures in Syria”.

U.N. lauds U.S.-Russian truce in Syria, but warns on partition risk

GENEVA (Reuters) – Agreements to de-escalate the fighting in Syria could simplify the conflict and help to stabilise the country, but such accords must be an interim measure and avoid partition, U.N. envoy Staffan de Mistura told a news conference on Monday.

Speaking at the start of five days of peace talks in Geneva, de Mistura said discussions were being held in Amman to monitor implementation of a ceasefire for southwest Syria brokered by the United States and Russia, the first peacemaking effort of the war by the U.S. government under President Donald Trump.

“When two superpowers … agree fundamentally at that level in trying to make that ceasefire work, there is a strong chance that that will take place,” he said. So far, the agreement that went into force mid-day on Sunday was broadly holding, he added.

He also struck a positive note on ceasefire talks in the Kazakh capital Astana last week, which failed to agree on a monitoring mechanism for a Russian-Iranian-Turkish de-escalation deal but produced a lot of work “in the right direction”.

U.S. Secretary of State Rex Tillerson was in Turkey discussing a particular problem area on Monday, the rebel-held town of Idlib in Syria, de Mistura said, adding that it was a deal that “could almost have been announced”.

The world was perhaps witnessing the simplifying phase of the most complex conflict of our time, the veteran mediator said, adding that de-escalation of the war must be an interim phase and not undermine Syria’s territorial integrity. It should lead rapidly to a stabilisation phase, he said.

“This could become very much a priority anyway just after the liberation of Raqqa,” de Mistura said, referring to the Islamic State stronghold in northeastern Syria.

Asked if the war was ending after almost six and a half years and hundreds of thousands of deaths, de Mistura said several stars were aligning – on the ground, regionally and internationally.

“In that sense … there is a higher potential than we are seeing in the past for progress.”

De Mistura said he was not expecting breakthroughs in this week’s talks, but he had had a working lunch with the heads of the three rival opposition delegations, and he hoped that they could work together more.

In six rounds of talks since early 2016, the fractured opposition has never united in one delegation, meaning that de Mistura cannot hold face-to-face talks between the Syrian government and a single, united opposition delegation.

Japan calls on Russia to take bigger role on North Korean threat

COPENHAGEN (Reuters) – Japan and its international allies will push for Russia to do more to rein North Korea’s nuclear ambitions, a Japanese official said during a visit to Denmark on Monday.

“Russia has an important role to play in dealing with the North Korea problem and we will encourage Russia to perform an even greater role in the de-nuclearization of the Korean peninsula,” said Norio Maruyama, a Japanese foreign ministry spokesman.

He added that for now Japan did not “see a huge impact on the economy” despite some negative stock-market reaction to the tensions growing on the Korean peninsula.

The message echoed statements made during the G20 summit last week, when Japan, the United States and South Korea agreed to push for China to play a larger role in reining in North Korea’s nuclear ambitions.
