Hurricane Florence set for ‘direct hit’ on U.S. east coast

HOLDEN BEACH, N.C. (Reuters) – More than 1 million people were ordered to evacuate their homes along the U.S. southeast coast as Hurricane Florence, the most powerful storm to threaten the Carolinas in nearly three decades, barreled closer on Tuesday.

Florence, a Category 4 storm with winds of 130 miles per hour (210 kph), was expected to make landfall on Friday, most likely in North Carolina near the South Carolina border, the National Hurricane Center in Miami said.

U.S. President Donald Trump on Tuesday signed declarations of emergency for both North Carolina and South Carolina, freeing up federal money and resources for storm response.

“This storm is not going to be a glancing blow. This storm is going to be a direct hit on our coast,” said Jeff Byard, associate administrator for response and recovery at the Federal Emergency Management Agency.

“We are planning for devastation.”

The slow-moving storm was about 905 miles (1,455 km) east-southeast of Cape Fear, North Carolina, at 11 a.m. EDT, according to the NHC, which warned the storm was expected to strengthen with life-threatening storm surge possible along the coasts of North and South Carolina.

Residents boarded up their homes and stripped grocery stores bare of food, water and supplies. The South Carolina Highway Patrol sent “flush cars” eastbound on major highways to clear traffic before reversing lanes on major roadways to speed the evacuation.

“This is still a very dangerous storm. We must take it very seriously,” South Carolina Governor Henry McMaster said at a Tuesday news conference. “We are in a very deadly and important game of chess with Hurricane Florence.”

McMaster lifted an earlier evacuation order for parts of three southern coastal counties – Jasper, Beaufort and Colleton – but left them in effect for the state’s northern coast and urged residents to flee.

Duke University in Durham, North Carolina, said classes would be canceled after 5 p.m. on Wednesday, joining other colleges in the state making similar plans.

12-FOOT STORM SURGE

In addition to flooding the coast with wind-driven storm surges of seawater as high as 12 feet (3.7 m), Florence could drop 20 inches to as much as 30 inches (51 cm to 76 cm) of rain in places, posing the risk of deadly flooding miles inland, forecasters said. They warned the storm could linger for days after making landfall.

Wall Street was sniffing out companies that could gain or lose at the storm’s hands. Generator maker Generac Holdings Inc rose 2.2 percent and reached its highest price since April 2014.

Insurers Allstate Corp and Travelers Companies Inc were up slightly in early trade after falling sharply on Monday on worries about claims losses.

At least 250,000 more people were due to be evacuated from the northern Outer Banks barrier islands in North Carolina on Tuesday.

Vance McGougan, 57, of Fayetteville, North Carolina, and his family did not wait for the noon deadline to evacuate a rented house at Holden Beach, about two hours away.

“We had already decided … that it was prudent for us to get on the road,” McGougan said.

Two years ago, when Hurricane Matthew crossed Fayetteville, McGougan said his house was without power for five days.

Classified as a Category 4 on the five-step Saffir-Simpson scale of hurricane strength, Florence is the most severe storm to threaten the U.S. mainland this year.

The United States was hit with a series of high-powered hurricanes last year, including Hurricane Maria, which killed some 3,000 people in Puerto Rico, and Hurricane Harvey, which killed about 68 people and caused an estimated $1.25 billion in damage with catastrophic flooding in Houston.

Weary crowds of Venezuelans rely on ‘dog cart’ transports as buses succumb to crisis

VALENCIA, Venezuela (Reuters) – On a recent afternoon, a crowd of hundreds massed on the sidewalk outside an exit from the subway in the central Venezuelan city of Valencia.

But when a flatbed truck previously used to transport water bottles pulled up nearby, a ruthless scramble kicked off with pregnant women, parents holding toddlers and elderly Venezuelans all jostling to get themselves aboard.

In this once-thriving industrial city as in much of the country, public buses have gradually disappeared due to scarce or prohibitively expensive tires, motor oil, batteries and spare parts.

Cargo trucks of all shapes and sizes have taken their place, but most lack even basic safety protections for human cargo and are increasingly associated with accidents and injuries to passengers – a further sign of the deteriorating quality of life in the crisis-stricken country.

The “dog carts,” as they are informally known in Caracas, tend to squeeze standing passengers – mostly poor Venezuelans – into the backs of the large vehicles.

“It’s tough. I’m tired on the way there, tired on the way back, I feel terrible,” said exhausted homemaker Angelica Gomez, wiping sweat from her brow as she climbed into a flatbed truck with metal railings on the sides.

There are no exact records of how many cargo trucks circulate in different cities. Schedules and rates vary from one place to another as well.

Similar forms of transport have been common in developing countries and struggling economies in recent decades, but are rarely seen in oil-rich countries such as Venezuela. Other countries have also made an effort to provide safer public transit options.

The Information Ministry did not reply to an email seeking comment on this spontaneous mode of public transport.

DWINDLING FLEET

But these cargo trucks are now nearly as common as passenger buses in Venezuela, where transport union leaders say a fleet that two years ago was estimated at of 280,000 vehicles has been whittled to just 30,000.

Similar stories abound in the country of 30 million people which is reeling from a fifth straight year of economic contraction and annual inflation estimated at some 46,305 percent in June.

Opposition lawmaker Nora Bracho estimates 39 people have died and around 275 have been injured so far this year in accidents involving unlicensed modes of public transit.

Accidents are often due to poorly maintained vehicles with bald tires or insufficient oil as well as reckless drivers, according to passengers and union leaders.

In violence-rife Venezuela, the chaos on these trucks can also be targeted by criminals.

Andreina Leal, a 36-year-old hairdresser, was robbed of her cellphone and cash during a recent trip on a truck in the western state of Tachira.

“I run the risk of falling, so I hang on tightly to the truck,” said Leal as she waited for another truck to pick her up. “I was already robbed once because I was so focused on not falling.”

Mechanic Rafael Castillo, 53, decided around a month ago to use his old truck to transport people as he needed cash.

Brushing aside worries about safety, he began picking up passengers in his truck, which has metal bars on the sides behind the cab since it was previously used to transport cattle.

“This is providing relief for people,” said Castillo, as peopled climbed in. “There are no buses, this is a way for them to get home.”

Irma knocks out power to nearly 6 million: authorities

(Reuters) – Hurricane Irma knocked out power to about 5.8 million homes and businesses in Florida, even as the storm weakened as it crept up the state’s west coast, according to state officials and local electric utilities.

Irma hit Florida on Sunday morning as a dangerous Category 4 hurricane, the second-highest level on the five-step Saffir-Simpson scale. It gradually lost strength and weakened to a tropical storm by Monday morning as it headed toward Georgia, the U.S. National Hurricane Center said at 8 a.m. EDT (1200 GMT)..

Maximum sustained winds were at 70 miles (110 km) per hour, the forecaster said.

Power losses in Georgia, which were at about 152,000 as of 8:45 a.m. EDT, were expected to increase as the storm moved north.

In Florida, the state’s biggest electric company said its outages came to more than 3.6 million by 8:30 a.m. on Monday. A total of 4.2 million Florida Power & Light customers have been affected, with about 570,000 getting service restored, mostly by automated devices.

Full restoration of power could take weeks in many areas due to expected damage to FPL’s system, the NextEra Energy Inc unit said.

As the storm pushed north, outage figures were increasing at other large utilities, including units of Duke Energy Corp, Southern Co and Emera Inc.

Duke’s outages jumped to more than 860,000 overnight; the company said they could ultimately exceed 1 million. Emera’s Tampa Electric utility reported 300,000 homes and businesses lost power by Monday morning.

FPL said its two nuclear plants were safe. Both units at its Turkey Point facility, located about 30 miles (48 km) south of Miami, were shut by early Monday.

The company closed Turkey Point’s Unit 3 on Saturday as Irma approached the coast but decided not shut Unit 4 at that time because the hurricane track shifted away from the plant toward the western part of the Florida Peninsula. FPL, however, shut Unit 4 on Sunday night due to a possible valve issue that was probably not related to Irma, U.S. Nuclear Regulatory Commission officials said on Monday.

At its St Lucie nuclear plant located about 120 miles (190 km) north of Miami, FPL started to reduce power at Unit 1 due to salt buildup from Irma in the switchyard, NRC spokesman Roger Hannah said. The plant’s other reactor, Unit 2, continued to operate at full power.

Duke’s retired Crystal River plant, about 90 miles (145 km) north of Tampa, has spent nuclear fuel, but Hannah said that was not a problem.

As the storm loomed and came ashore, gasoline stations struggled to keep up as people evacuated Florida. In the Atlanta metropolitan area, about 13.2 percent of stations were out of the fuel, according to information service Gas Buddy.

Irma is expected to sap demand for fuel for a time, Goldman Sachs analysts said in a note on Monday, but they cautioned that supply could remain strained due to refining capacity offline in the wake of Hurricane Harvey, which hit Texas two weeks ago.

Colonial expects restart of gasoline line on Wednesday after leak

NEW YORK (Reuters) – United States.Colonial Pipeline Co said it expects a full restart of its gasoline line by Wednesday evening after its biggest leak in nearly two decades squeezed supply and led to increased prices at the pump in southeast

The biggest refined products system in the U.S. restarted parts of the line a few days after a leak was discovered on Sept. 9. The damaged section of the 1.3 million-barrel-a-day line that connects the refining hub of the Gulf Coast to the East Coast has been shut for more than 12 days.

Motorists have faced long lines and shortage of fuel in many states across the southeast, such as North Carolina and Tennessee.

Consumers are expected to feel the pinch for slightly longer, until the supply chain is fully restored after the 6,000-8,000 barrel leak in Shelby County, Alabama.

Prices in Georgia, one of the most affected, inched up by another cent on Wednesday, with a gallon of regular gasoline currently at $2.372, about 28 cents higher than last week’s average prices, according to motorist advocacy group AAA.

The outage led to a record drop in inventories in the East Coast and sent Gulf Coast gasoline stockpiles soaring to record highs.

The company built a section of pipe to bypass the damaged portion, in order to restart operations quickly. The U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) approved the operation of the bypass as a temporary measure to restore service, late Tuesday.

That approval, however, does not affect the terms of the Corrective Action Order PHMSA issued on Sept. 16.

Colonial said it successfully tested and completed the connection of the bypass segment to the main line on Wednesday morning.

After the line is restarted, Colonial will work with federal, state and local officials to remove the damaged segment of the original line and also try to determine the cause of the leak. It was discovered on Sept. 9 by a mining inspector who smelled a fuel odor.

Gasoline prices spike as Colonial begins bypass around damaged line

(Reuters) – Retail gasoline prices surged due to continuing problems with Colonial Pipeline Co’s gasoline line that carries fuel to the U.S. East Coast, as the company started to construct a bypass line around the leak.

Colonial said on Saturday evening that it would construct a bypass that circumvents the leak, which occurred more than a week ago in Shelby County, Alabama. It is unclear when construction will be completed but the company has previously said it anticipates reopening the line, which can carry up to 1.2 million barrels of gasoline a day, later this week.

The volume of the spill is estimated to be between 6,000 and 8,000 barrels.

The average price of a gallon of regular gasoline in Georgia rose to $2.26 as of Sunday morning, according motorists’ advocacy group AAA, up more than six cents overnight and more than 15 cents in a week. Prices were up 4 cents in North Carolina to $2.136 and 4 cents in South Carolina to $2.011.

Local media reports have shown gasoline lines forming across the U.S. Southeast due to the shutdown and analysts believe that retail prices could be affected for more than two weeks. New York gasoline futures are up 9 percent in the past week, and rose 0.68 percent to $1.4715 a gallon after the market opened for trading at 6 p.m. EDT on Sunday (0000 GMT Monday).

Colonial shut its main gasoline and distillate lines that run from the Gulf Coast to the East Coast on Sept. 9 after the leak was discovered. The damaged Line 1 can carry 1.2 million barrels of gasoline per day and runs from Houston to Greensboro, North Carolina.

Several states in the Southeast have issued emergency orders waiving certain rules that restrict transport of fuel by road in order to keep filling stations stocked with fuel. It is unclear how quickly the pipeline will be fixed.

“I don’t take much solace in Colonial’s updates,” said Patrick DeHaan, a petroleum analyst who writes a blog called Gas Buddy.

He said prices are moving up roughly one-tenth of 1 cent every hour and that it could take several weeks before prices return to normal.

A Colonial spokeswoman had no immediate response to DeHaan’s assertion.

However, James Williams of WTRG in London, Arkansas, said the projected timeline for restart is possible, even with testing required by federal authorities. He also said consumers’ tendencies to top off their tanks when this type of news hits is not necessarily cause for alarm, either.

“The shortage appears greater because people are filling up more often so you are certain there is a shortage because there are lines at the station but on average they are only purchasing the quarter of a tank of gas instead of three-quarters,” he said.

DeHaan said prices at non-branded chains were rising more quickly than those with larger, branded operations, because larger regional gasoline companies have the ability to tap supply more quickly.

Coming into this week, U.S. East Coast inventories of total motor gasoline, which includes blending components, was higher seasonally than in the past 10 years, according to the U.S. Energy Department.
